Maximize LTE permanence to enhance user experience

Detailed mobility strategy depends on available spectrum and

bandwidth:

Coverage layer is typically LTE800 (where available) or LTE1800

LTE2600 is mainly a capacity / performance boost layer

Trade off between traffic on each layer and permanence on higher

bandwidth layers

L1800 standalone sites (i.e. coverage layer) have same priority as L800 sites
- Reselection to higher priority L1800 (co-located site) from L800 is performed according to higher priority layer
rules

- Reselection from L1800 (not co-located site) to L800 (same priority) has 6 dB of hysteresis for avoid ping pong
between different layer at the same priority

- The priority within the same frequency is not used from UE therefore L1800 co-located and not co-located sites
are seen at the same priority value

• In blind mode on Nokia and is based on event B2 on Ericsson and B1 on Huawei

Idle mode
• Random camping on F1/F2/F3 carriers where layers continuity is present
• Camping on F3 carrier is inhibited where no layer continuity and has dedicated usage for
PS data connections
• Femto layer is reselected only in case of very good radio conditions

• SHO over same layer
• IFHO active on F3 carrier (towards F1) only for voice/Mrab services (where camping is
inhibited)
• IFHO active on F1/F2 carriers (towards U900) only for voice/Mrab services, and when U900
has sufficient layer continuity over the area
