I
am of the belief that in
order to end corruption
in government, we have
to start with the very institu-
tion armed and trained for
the task of policing Philip-
pine society. No agency is best fit for this “policing” job
but the Philippine National Police.
I do not intend to raise a debate fixed on the PNP and
rant about how corrupt it is and how inefficient many of
its officers are but let us stretch our imagination some
more and examine the PNP from a distance.
To me, an effective law enforcement arm is that which
can boast of being well-fed, literally and otherwise. By that
I mean it is stupid to compare a policeman’s salary with
that of a schoolteacher. I mean no offense to our mentors
when I describe the phrase “at par with the salaries of
teachers” as silly. For me, PNP personnel should receive
salaries way above those in other government units for
the very simple reason that their duties are beyond be-
ing noble. The hazards of the job, they being trained to
be shot at and to shoot, ironically, to preserve peace and
order should require higher wages from the government
and public they serve. I have no qualms about doubling
policemen’s present salaries. There are more people in
the private sector who earn more than them.
I strongly support the notion that corruption in the

FARMERS and agricultural workers from all over the
country are asking for nothing less than genuine agrarian
reform as they observed Peasant Week starting yesterday.
“We have proven that for more than a year after it was
passed, the Comprehensive Agrarian Reform Program with
Extension (CARPER) is also inutile,” Anakpawis Representa-
tive Rafael Mariano told Bulatlat. “It is now time to look into
the free land distribution scheme, which is the framework of
the Genuine Agrarian Reform Bill.”
The Peasant Week is annually observed by progressive
farmers’ organizations to renew their vow to fight for a genuine
agrarian reform program that will solve the centuries-old land
problem in the country.
The theme of this year’s peasants march is “Lakbayan ng
mga Magsasaka Laban sa Hacienderong Rehimen ni Aquino.”
At the north leg of the march in Luzon farmers would hold
their first vigil in Tarlac slated yesterday while the Southern
Tagalog Wing one and two would hold their vigil in Alabang
and Batangas, respectively. The different groups are expected

is due to us.”
Land Reform
“President Benigno S. Aquino is incompetent in addressing
the roots of the land problem in the country,” Pinpin said. For
this, he has dubbed Aquino as the “Peasants’ Enemy No. 1.”
Pinpin accused Aquino of deliberately not mentioning
anything about land reform during his inaugural address,
State of the Nation Address and in his speech marking his
first 100 days, which he called as “Report Kay Boss.” Instead,
the people only heard from Aquino “empty words on wang-
wang, hotdog and condoms,” Pinpin said, adding that “the
peasants are no longer expecting anything fruitful from his
regime.”
In fact, one of the biggest questions that could hound his
presidency remains to be the land dispute at Hacienda Luisita,
a 6,453-hectare landholding which he co-owns. Mariano said
Aquino’s earlier pronouncements about his ‘hands-off’ policy
on the Luisita case is proof that he is not interested to pursue
a genuine land reform program.
A year since CARPER was implemented, Mariano said
land grabbing, cancellation of land titles and emancipation
patents have even intensified. Peasants who are fighting for
their right to land are instead put behind bars and charged
PNP, and I mean in and outside Camp Crame, will end
once policemen’s salaries and benefits are hiked. No salary
will commensurate such a dangerous job. My argument
also applies to the military and other law enforcement
agencies.
The idea is simple. These officers resort to mulcting,
extortion and other ways of making fast buck because
they have no money. They are, from my own estimates,
severely underpaid. The government’s salary grading
system is awful. It is, by my own standards, defective. To
me, the ideal salary level of the lowest-paid government
employee should match that of a supervisor or manager
in a private firm. For if we are to raise the standards of a
profession, we should start by increasing benefits. Then
make the recruitment process more stringent.
If a policeman receives higher pay than you, I doubt
if you could bribe your way out of a street corner where
you are being cited for a traffic violation. A highly paid
and financially confident police force could mean an enor-
mous difference. The government must dignify the job by
ensuring that even the lowest-ranking cop is financially
independent.
When this happens, I’ll be in the next roster of police
recruits.

DILG, NGOs force historic
agreement to fight
human trafficking
The Blas F. Ople Policy Center, a non-government
organization involved in the fight against illegal
recruitment and human trafficking, cites the active
participation of local governments as a significant step
towards preventing the trafficking of Filipinos.
Former labor undersecretary Susan Ople, who
heads the Center, said that local governments repre-
sent the missing key in a more successful campaign
against trafficking and illegal recruitment.
The Ople Center was among four civil society
groups that signed a Memorandum of Agreement
with the Department of the Interior and Local Gov-
ernment for a nationwide partnership to promote
public awareness about the proper steps in verifying
and considering job offers from recruiters. The other
signatories include the Visayan Forum Foundation,
the Association of Child Caring Agencies of the
Philippines and the Philippine Center for Islam and
Democracy. The DILG was represented by Secretary
Jesse Robredo.
Ople said that under the Agreement, local govern-
ments can tap the expertise and skills of civil society
groups that are actively involved in the fight against
human trafficking. Under Republic Act No. 10022,
local governments are given the mandate to create
OFW help desks and to spearhead information
campaigns on all aspects and processes of overseas
employment.
“This is a historic agreement because it marks
the very first time that NGOs and local governments
through the DILG would be systematically working
hand in hand in preventing illegal recruiters from
going house-to-house in search of new victims,” the

Less Pinoys are hungry

While still numbering millions, less Filipino
families experience hunger and poverty these days,
according to the Social Weather Stations (SWS).
Data released by the pollster showed 15.9 percent
of households claimed to have had nothing to eat once
in the last three months, down from 21.1 percent in
June. The new figure is equivalent to some three
million families.
Nine million families or 48 percent of the re-
spondents, on the other hand, rated themselves
“mahirap” or “poor.” Last June, the figure was at
50 percent.
SWS also said the number of those who consid-
ered themselves “food-poor” stayed unchanged at
39 percent or an estimated 7.1 million households.
This was lower if compared to the average of over-
20 percent in the last three quarters. However, the
newest hunger figure is still two points above the
12-year average, SWS added.
SWS added hunger figures have stayed in double-
digit territory since June 2004 but overall hunger
fell due to declines in both moderate and severe
hunger, the SWS also said.

Ato raises SMB, whips Ginebra

IT would be called a perfect

team in the Philippine Basketball
Association and former collegiate
coach Ato Agustin.
In his coaching debut, Agustin
steered San Miguel to a 69-68
victory against Barangay Gine-
bra Sunday night at the Araneta
Coliseum.
Just a few days after assuming
his new post as the official head
coach of San Miguel Beer, the
1992 PBA Most Valuable Player
brought a new identity to the
Beermen’s camp – a team that
refuses to lose.
That new identity was very
much evident Sunday night in the
Beermen’s come-from-behind win
over the Ginebra Gin Kings in the
PBA Philippine Cup.
“We want to establish a run-
ning team. We want to use our
quickness, especially on the de-
fensive end," said Agustin in a
