1 IMPACTS AND MITIGATION MEASURES FOR UPGRADING OF


PUMP STATIONS
This section discusses the impacts and mitigation measures specific for pump station upgrading and
new pump stations for this project for construction and operation phases. The pump station aspects are
discussed separately as these components are to be funded by WAJ/MWI.

1.1 Impact Identification and Assessment


The impacts for various environmental aspects for pump stations during construction and operation
phase are discussed further in this sub section.

1.1.1 Air Quality


Construction
1. Exhaust gases including SO2, NOx, CO and CO2, may potentially be emitted from operation of
construction plant, equipment and vehicles during construction at pump station sites.
o These exhaust gases are likely to disperse rapidly into the atmosphere, hence local
degradation of air quality at construction site is unlikely to be significant. Even though
the impact is expected to be transient, the ambient air quality in the project area,
presented in section 5, does not indicate any exceedance to the standards; therefore the
local degradation of air quality during construction is considered to be medium
significance (8) with a marginal consequence (2) and the likelihood of very likely (4).

2. Potential release of H2S as a result of new connections at pump stations.


o H2S exposure may pose health effects (such as fatality, respiratory problems, shortness
of breath, runny nose, nausea, eye irritation) to workers in confined spaces who are
mainly involved in sewer connection works. The extent of health impacts depends on the
degree and duration of exposure, therefore, it is very important that workers comply with
Contractors’ confined space plan, other safety measures and wear PPE including
respiratory protection in order to avoid any adverse health impacts. As the impact
consequence is severe (4) and likelihood is likely (3), the impact significance is
assessed as high (12).

3. Construction activities will potentially generate dust from activities such as ground clearing and
earthworks including excavations, levelling and site construction and reinstatement works at
pump station sites. Dust will also be generated during movement of vehicles during unpaved
area.
o Under normal meteorological conditions, dust impacts would be limited to within several
hundred meters of the project site. However, under strong wind conditions, these effects
could extend further and may impact the nearby sensitive receptors that are located in
close proximity to the construction area. As the impact consequence is marginal (2) and
likelihood is very likely (4), the impact significance is assessed as medium (8).

Operation
1. Odor generation from pump station operation.
o The main issue of concern during operation of the pump stations relates to odor due to H 2S
emissions from the wastewater. However, engineering design measures were taken into
consideration so that all of the pre-treatment works, which constitute sources of odor
emissions, are made of material resistant to corrosion and consequently minimize probability
of H2S emission. Pump station designs have incorporated odor control system to control
emissions of H2S. Furthermore, a sealed polyethylene bladder tank is proposed to replace
the emergency pond for West Zarqa pumping station, which will eventually reduce, if not
prevent odors. Sukhneh pumping station will include an emergency storage. As the impact
consequence is marginal (2) and likelihood is unlikely (2), the impact significance is
assessed as low (4).
2. Odor generation from unplanned pump station malfunction problems.
o Pumping stations have emergency collection ponds to contain sewage overflow during loss
of power or receiving flows above the pumping station’s design capacity (for West Zarqa and
Sukhneh pumping stations). Depending on the sewage retention time within those ponds,
emissions of H2S will be observed through odor detection. Release of H2S could lead to
olfactory impacts and cause potential health risks and nuisance to the inhabitants within the
vicinity of the pumping station area (particularly for East Zarqa pumping station). However,
due to the upgrade of the pumping station, the capacity of the emergency pond needed will
be significantly reduced; therefore minimal odor issues are anticipated. This impact is
assessed as having medium (6) significance with consequence as critical (3) and likelihood
as unlikely (2).

1.1.2 Noise
Construction
1. The site preparation activities such as earth moving, site excavation, transportation of equipment
and materials to and from the pump station site through the surrounding road network, installation of
project facilities, and the rehabilitation of pump station buildings, will contribute to the generation of
noise.
o The noise generated from the above activities would impact adjacent facilities (residential
areas and farms). However, noise exceedences from the construction vehicles, machinery
and equipment will be limited to the construction period and will be of short-term. The
existing baseline noise shows that the maximum spot noise readings exceed Jordanian
Noise Standards but the noise reading averages are within these standards. Noise levels
reduce with increase in distance from source and hence impact is expected to have
localized effect with repeated breaches of statutory or prescribed limits mainly causing noise
impacts within the neighborhoods. As the impact consequence is critical (3) and likelihood is
certain (5), the impact significance is assessed as high (15).

Operation
2. In the operation phase, slightly elevated noise levels might be perceived at the generator room or
pumping room, or when emergency back-up generators are used during a power mains failure. As
the pump station buildings are fully enclosed and generators are located within separate generator
rooms, noise impact due to these operations is expected to be limited within the pump station
compound, causing a low impact to neighboring areas, residents and businesses. As the impact
consequence is marginal (2) and likelihood is very unlikely (1), the impact significance is assessed
as low (2).

1.1.3 Land and Soil


Construction
1. Soil erosion at pump station construction sites during rainfall events and windy conditions.
o Due to limited rainfall in the region, the potential for erosion resulting from surface water
runoff will largely be confined to episodic intense rainfall events. The potential for land
impact due to wind erosion during construction will be of concern. Soil erosion in pumping
stations construction sites during intense rainfall and windy conditions is considered to have
a temporary impact. As the impact consequence is marginal (2) and likelihood is likely (3),
the impact significance is assessed as medium (6).
2. Soil pollution from spills and leaks of hazardous materials.
o Soil pollution within pump station construction sites may arise from accidental leakage of
chemicals, fuel or oil products, particularly if such materials are not properly stored.
Therefore, disposal of hazardous products including disposal of used chemicals and oils
shall be according to legal requirements. Any contamination of land due to disposal of such
hazardous materials is considered to have high significance. As the impact consequence is
severe (4) and likelihood is likely (3), the impact significance is assessed as high (12).
3. Disposal of domestic wastewater from pump station construction sites can cause soil contamination
issues if not disposed appropriately.
o The project area is mainly urbanized, generated black water and grey water will be collected
from septic tanks of portable toilets at pump station construction sites. These domestic
wastewater, after the completion of construction activities in the specific area, shall be
transported to the nearest approved municipal wastewater treatment facility. Hence
generation of domestic wastewater is unlikely to affect soil, flora or groundwater. As the
impact consequence is critical (3) and likelihood is unlikely (2), the impact significance is
assessed as medium (6).
Operation
1. Potential soil contamination due to unplanned pump station malfunction problems.
o Potential impact to soil during normal operation of pumping station is considered very
minimal. Potential impacts to soil quality within or in the vicinity of the discharge area arise
during emergency situation i.e. during sewage overflow from pumping stations and sewage
is discharged directly to the environment. The likelihood of such impacts is likely and the
consequence is critical especially if the overflow contains elevated concentrations of raw

sewage. As the impact consequence is critical (3) and likelihood is likely (3), the impact
significance is assessed as medium (9).

1.1.4 Water resources


Construction
1. Local degradation of surface water quality due to accidental spillage/leakage of oils, chemicals or
liquid fuels.
o Spillage of chemicals or oils on pump station sites is possible if such materials are
improperly stored or handled. The primary reason for such spillage is lack of education to
workers on proper storage and handling methods. To prevent such accidents, necessary
measures will be implemented, i.e. complying with spill prevention and response plan to
avoid spillage of such material to the ground as it might eventually reach groundwater. As
the impact consequence is critical (3) and likelihood is likely (3), the impact significance is
assessed as medium (9).
2. Surface water pollution due to disposal of construction waste.
o Waste generation will unlikely impact surface water, given that only existing surface water
body is Zarqa River, which is dry all year long, except during winter seasons. As the impact
consequence is marginal (2) and likelihood is unlikely (2), the impact significance is
assessed as low (4).
3. Local degradation of surface and groundwater quality due to accidents during connection of new
pumps to existing facilities.
o Impact on groundwater will be of importance during construction works at Sukhneh pump
station, due to high groundwater table. Surface water quality is of significance during
construction work at pump stations close to Zarqa River. This impact is assessed as having
Low (3) significance with consequence as critical (3) and likelihood as very Unlikely (1).
Operation
1. Contamination of surface water resources due to sewage overflow in pump station.
o One of the major sources of pollution is directly related to the discharged sewage (untreated
wastewater) overflow from the existing West Zarqa pumping station, as the volumes of
wastewater received by the station far exceed its current capacity, which would force the
pumping station to directly discharge this excess wastewater into the river. The design team
suggests that the expansion and rehabilitation of the pump stations and the construction of a
new pumping station at Sukhneh would solve this issue. Also, it shall be noted that the
expansion and upgrade of the West Zarqa pumping station will involve the connection of the

overflow piping to a new wastewater polyethylene bladder tank of 2000-4000 m size which
is planned to be kept as an emergency tank. As the impact consequence is marginal (2) and
likelihood is unlikely (2), the impact significance is assessed as low (4).

1.1.5 Waste Generation and Disposal


Construction
1. Improper management of hazardous and non-hazardous waste generated at pump station
construction site leading to impacts on soil, water and visual environmental and health and safety of
construction workers and public.
o Non-hazardous construction waste includes excavated excess spoils, plastic, paper,
domestic waste, domestic wastewater, etc. Hazardous construction waste includes empty
chemical containers, waste oil, etc. All waste generated at construction site will be managed
as per Contractor’s Waste Management Plan. Domestic wastewater generated at site will be
collected in septic tanks. These shall be transported to the nearest approved municipal
wastewater treatment facility, after the completion of construction activities in the specific
area. As the impact consequence is marginal (2) and likelihood is likely (3), the impact
significance is assessed as medium (6).
Operation
1. Improper management of screen and grit waste generated at pump station sites leading to impacts
on soil, water and visual environmental and health and safety of pump station operators and public.
o Screen/grit waste will be generated at pump stations on a continuous basis. Due to
putrescible nature of these waste streams, storage of such wastes will result to generation of
odor. These wastes shall be disposed to municipal waste disposal sites as per WAJ/MWI
waste management plans. As the impact consequence is marginal (2) and likelihood is likely
(3), the impact significance is assessed as medium (6).

1.1.6 Aesthetics
Construction
1. Visual intrusion and aesthetic interference due to potential generation of waste (spoil) from
construction activities and littering in the project area.
o Potential wastes generated from construction activities consist mainly of non-hazardous
combustible wastes such as paper, wood and cardboard which are biodegraded in a
relatively slow rate. In addition to these, the construction activities will also generate scrap
metals, spoil generated during excavation of ditches and garbage due to littering in project
area. These wastes may pose aesthetic impacts if not managed and disposed of in a
regular manner as per the proposed procedures in the Contractor’s Construction
Environmental Management Plan (CEMP). As the impact consequence is marginal (2) and
likelihood is likely (3), the impact significance is assessed as medium (6).
Operation
1. Visual impact to nearby residents due to existence of pump station.
o Based on the outcomes of the public consultation program, many residents within close
proximity to the existing pumping stations neither have noticed their presence, nor have an
idea about their actual function. Hence, visual amenity impacts associated with the proposed
pumping stations is anticipated to be of ‘Low’ significance. As the impact consequence is
marginal (2) and likelihood is unlikely (2), the impact significance is assessed as low (4).

1.1.7 Assets nearby Pump Stations


Construction
1. Potential damage to nearby assets during construction of pump station.
o This impact is assessed as having low (3) significance with consequence as critical (3) and
likelihood as very unlikely (1).
Operation
Damage to assets is considered as an insignificant impact during operation phase of the project and
hence not assessed.

1.1.8 Flora and Fauna


Construction
1. Impacts to flora and fauna can occur from excavation works, waste generation, noise and dust
generation and potential removal or trimming of trees or shrubs within the pumping station
construction site.
o The location of the newly proposed pumping station will be stripped during the construction
phase of the project which may affect the vegetation cover. Although the project area is
sparsely vegetated, and mainly urbanized but the removal or damage of existing trees,
shrubs, grass vegetation or landscaped areas as a result of construction including
earthmoving activities and vehicular traffic movement may occur. In addition, these activities
may affect some faunal species which are mainly mammals such as reptiles’ i.e. small
lizards, snakes and rodents in the area causing them to move away from these areas; at
least temporarily. Birds are expected to be the least affected, except where nesting or food
source trees are removed. After construction of the pipelines and pumping stations and the
rehabilitation of affected areas, there will be minimal disturbance to the area and faunal
species are expected to return. As the impact consequence is marginal (2) and likelihood is
unlikely (2), the impact significance is assessed as low (4).
Operation

Impact on flora and fauna during pump station operation phase is considered insignificant and hence not
assessed.

1.1.9 Socio-economics
Construction
1. Potential outages of utilities due to accidents.
o As the impact consequence is severe (4) and likelihood is unlikely (2), the impact
significance is assessed as medium (8).
2. Potential increase in noise levels may cause stress for students and affect their ability to concentrate
during exam time if pump station construction was taking place close to a school or household.
o As the impact consequence is marginal (2) and likelihood is unlikely (2), the impact
significance is assessed as low (4).

3. Emission of dust from construction works which may cause nuisance to local community and
businesses in the area.
o As the impact consequence is marginal (2) and likelihood is unlikely (2), the impact
significance is assessed as low (4).
4. Workforce employment for construction of pump station and related works.
o As the impact consequence is Positive (+) and likelihood is certain (5), the impact
significance is assessed as Positive (+).
5. Risks of TIP as a result of forced labor and/or child labor.
o As the impact consequence is critical (3) and likelihood is very unlikely (1), the impact
significance is assessed as low (3).
Operation
The impact due to operation of pump station is considered to be insignificant and hence not assessed.

1.1.10 Health and Safety


Construction
1. Risk to occupational health and safety from construction activities such as excavation, confined
space entry, handling of hazardous materials and chemicals, maneuvering of construction
equipment and machinery, risk of injuries.
o As the impact consequence is severe (4) and likelihood is likely (3) the impact significance is
assessed as high (12).
2. Risk of accidents due to lack of sufficient signage barricades, warning, lights and other safety
precautions that are required by the contractor.
o As the impact consequence is severe (4) and likelihood is likely (3) the impact significance is
assessed as high (12).
Operation
1. Occupation health and safety impacts on operators from unplanned pump station malfunction
problems.
o As the impact consequence is critical (3) and likelihood is likely (3) the impact significance is
assessed as medium (9).
2. Improvement of health situation due to upgrade of existing pump stations which will help in
eliminating odor sources, replacement of aging pump station equipment, improvement of land
quality.
o As the impact consequence is Positive (+) and likelihood is certain (5) the impact
significance is assessed as Positive (+).

Table ‎1.1 below summarises the environmental and socio-economic impacts of planned and unplanned
activities during the upgrade of pump stations for both construction and operation phases.

1.2 Mitigation Measures


Mitigation measures for all above identified impacts from construction and operation of pumping stations
for all environmental aspects are discussed in Table ‎1.2 and Table ‎1.3 respectively.

1. Air  The contractor shall limit idling of engines when not in use. Contractor
 To control odor issues (H2S), the contractor shall ensure either the incoming sewage line is blocked and all
sewage is pumped out from the upstream manhole or sewage is diverted to other pumps (if available) or
diverted to emergency pond, leaving the section to be worked completely dry. Any minor odor shall be
mitigated by applying odor control sprays in nearby areas to avoid any public nuisance.
 The contractor shall make sure that any vehicle or equipment leaving the project area is cleaned of loose
debris.
 The contractor shall store cement, sand, or other such fine grained material in manner to prevent wind
erosion and dust.

2. Noise and  Contractor shall restrict work activities between 8 am to 6 pm on weekdays and shall avoid work on Fridays Contractor
Vibration (weekend) in residential areas.
 The contractor shall use heavy equipment, machinery, and fuels in compliance with national regulations. The
contractor shall perform regular maintenance on all equipment, vehicle and machinery to prevent noise
emissions.
 The contractor shall limit idling of engines when not in use to reduce its contribution to noise emissions.

3. Land  The contractor shall adopt soil conservation methods at pump station construction sites. Contractor
 Upon completion of excavation works, the contractor shall restore disturbed areas to their original condition.
 Machineries and equipment shall be checked by the contractor on daily basis to ensure that there is no leak
of oil, fuel, greases or other liquids. If leaks are detected, machineries and equipment shall not be operated
until repaired.
 Contractors shall use impervious drip trays under portable equipment such as mobile generators and pumps
to contain any spills or leaks. Contractor shall carry out all refuelling in designated areas with impervious
surface. Contractor shall ensure no spills of fuel.
 All chemicals shall be stored in dedicated areas in tightly closed containers and shall be protected from
adverse weather condition.
 A spill prevention and response plan shall be prepared by the contractor as part of the CEMP in order to
control any inadvertent leakage or spillage. Spill response measures shall be implemented (as necessary) to
contain and clean up any contaminated soil.
 Any spilled chemical shall be immediately collected and disposed of in accordance with Spill Prevention and
Response Plan and MSDS.
 Contractor shall ensure that a spill kit and adequate PPE is available at the site for emergency cleanup
activities in case of chemical/oil spillage.
 Contactor shall ensure that fuels and oil are stored in designated location with curbing and impervious
surface.

 The contractor shall establish regular intervals for waste collection and disposal as per waste management
plan.
 The sanitary and organic wastes shall be collected and disposed daily.

4. Water  It is understood that the ground water in the project area is deep (except Sukhneh pumping station site), Contractor
however if groundwater is encountered, the contractor shall inform the WAJ, and all excavation areas shall
be dewatered prior to installation of underground structures.
 Contractor shall ensure fuel containers are sealed after use and stored in an area with impervious surface
and curbing away from Zarqa River while working along it.
 All chemicals shall be stored in dedicated areas in tightly closed containers and shall be protected from
adverse weather condition.
 A spill prevention and response plan shall be prepared by the contractor as part of the CEMP in order to
control any inadvertent leakage or spillage. Spill response measures shall be implemented (as necessary) to
contain and clean up any contaminated soil.
 Any spilled chemical shall be immediately collected and disposed of in accordance with Spill Prevention and
Response Plan and MSDS.
 Contractor shall direct contaminated wastewater from washing/maintenance to a drain pit in the construction
workshop, collected by a vacuum truck and transported to the nearest approved Municipal waste facility.
 The connection to new pumps shall be undertaken under lean flow periods only. The new pumps to be
connected shall be completely made ready before diversion of the sewage flow. The incoming sewage flow
shall be diverted to the emergency storage tank for the duration of connection works to new pumps.
Undertaking the connection works as per standards work practices and above mentioned mitigation
measures shall eliminate impacts due to sewage spillages of surface and groundwater quality.

5. Waste  A dedicated waste management plan shall be developed and implemented based on a minimization Contractor
Generation approach and high quality housekeeping practices.
and Disposal  The contractor shall segregate storage for different types of wastes, such as hazardous, non-hazardous
recyclable construction material, plastic, paper, etc. to facilitate proper disposal as per waste management
plan.
 The contractor shall provide a separate storage area for hazardous materials. The hazardous
materials/products must be labelled with proper identification of its hazardous properties.

6. Visual and  Contractor shall ensure general cleanliness and good housekeeping practice at construction sites at all Contractor

 Littering in the project area and surrounding areas shall be prohibited. Contractor shall provide trash bins
within each construction site so as to prevent littering in the project area and surrounding areas.

7. Assets  All existing underground utilities shall be identified and marked in advance of any excavation activities. The Contractor

stations personnel.

8. Flora  In the case of damage to a flora during construction, WAJ, and Ministry of Agriculture shall be notified to Contractor
decide whether replacement is necessary. If it is deemed necessary the damages shall be replaced at
contractor’s own expense by a tree company certified by the Ministry of Agriculture. (Refer to Bidding
documents for details on replacement & trimming procedures).
 Clearing of vegetation shall be confined to that necessary for the establishment of required infrastructure and
lay down areas.

9. Socio-  Exploratory excavation shall be carried out in order to determine exact locations and depths of utilities which Contractor
economic may interfere with construction activities.
 The contractor shall coordinate with local authorities, utility providers, etc. conducting or planning
construction work in the same project area in order to reduce public disruption.
 Air and noise mitigation measures discussed above shall mitigate air quality and noise impacts from
construction of pump stations on public.
 Contractor shall develop and implement a community engagement plan. This shall ensure stakeholders
engagement and that area residents, land users, government agencies and NGOs are aware of the Project
activities and provided with all information and measures necessary to prevent or minimize any potential
impacts that could arise from the project within their area of concern, and also ensure full compliance with the
laws and standards governing those activities.
 Necessary measures shall be taken to ensure that presence and demeanor of construction workers is not
sexually or physically threatening to women and children under any circumstance. And that appropriate
grievance mechanisms shall be developed to cope with infractions Jordanian supervisors shall be visible to
the local community around the construction sites to demonstrate that the demeanor of construction workers
is observed and non-threatening. This shall include sensitization of the workers and the community on
appropriate behaviors, expectations, and disciplinary actions against workers who do not follow the
established protocol.
 The Contractor shall participate in the grievance mechanism established by the WAJ.
 The Contractor will comply with the Social and Gender Integration Plan.
 WAJ shall establish grievance mechanisms for damages accidentally done to property or assets that are both

10. Occupational  A hazard assessment of the work site shall be completed by the contractor prior to construction. Contractor

 Storage of chemicals shall be performed in accordance with MSDS’s.
 Appropriate safety signs and warning labels shall be used during storage, handling and transportation of
hazardous materials.
 Appropriate PPE shall be used when handling chemicals.
 Equipment operators shall obtain the proper licenses and shall possess the proper training to operate
equipment safely and efficiently.
 No work must be carried out on any live cable, or so near as to cause danger; unless it is not practicable to
make the cabledead and all necessary precautions are taken to ensure safety.
 Other than supplies for welding purposes, cables carrying a voltage to earth in excess of 65V should have
continuous metal armour or, sheath which has been effectively earthed. Where trailing cables are concerned,
this earthing should be in addition to the normal cable protective conductor.
 In view of the risks from damaged or faulty electrical equipment, an appropriate maintenance system should
be set up. It is also important that equipment is regularly serviced in accordance with manufacturers’
instructions.
 The contractor shall ensure that all equipment and machinery are turned off, unplugged, and properly stored
when not in use.
 The contractor shall develop and implement appropriate fire precautionary measures as per the Health and
Safety Plan.
 The contractor shall provide and maintain fire fighting equipment, such as fire extinguisher at the work site.
 The contractor shall prohibit smoking in areas identified as a fire hazard.
 Hot work permit system for construction activities (e.g. welding) shall be developed and implemented by
contractor.
 The contractor's fire protection program shall comply with the requirements of the appropriate Local

odour from sewer.
 Main sewage pumps shall be provided with standby pumps. In the event of malfunction of
main pumps, incoming sewage flow shall be diverted to standby pumps. Maintenance of
standby pumps shall be undertaken regularly to ensure its availability during malfunction of
main pumps. Proper procedures shall be prepared and communicated to operation
personnel to ensure no spills of sewage and related odour issues. Operating personnel shall
wear appropriate PPE during such operations to avoid health issues related to inhaling
sewer gases. To avoid public nuisance anti odour sprays shall be sprayed in adjoining
areas.
2 Noise  Low noise generating equipment shall be selected during design. All equipment shall be WAJ
inspected and maintained regularly.
3 Land  Emergency storage tank shall be available to divert incoming sewage during maintenance WAJ
and inspection of pumps. To avoid spillage of sewage from manholes, sewage shall be
pumped directly from manholes and disposed. All operation and maintenance staff shall be
trained and/or experienced and competent to operate the equipment. Operating Procedures
for Pump stations shall be updated and communicated to all operation and maintenance
staff. Regular inspection and maintenance plan for pump station equipment shall be
developed considering manufacturer’s recommendations. Proper training and
implementation of safety control measures and regular checking of pump stations can
reduce impacts due to sewage spills in pump stations.

4 Waste Generation  Screen/grit wastes shall be collected in skips and stored in a separate enclosed area. WAJ

7 Occupational  All pumping stations shall be equipped with emergency power generator to supply power WAJ
Health & Safety during periods of power outage. These generators shall automatically be operated if main
power supply is not available. These measures shall eliminate sewage overflows in the
event of power failure. Pump station operating philosophy shall be interlocked with
maximum sewage level in wet well and control sewage inflow. This shall eliminate sewage
overflows from pumping stations.
 Suitable personal protective equipment shall be provided to maintenance personnel that
includes waterproof/abrasion-resistant gloves, footwear, eye and respiratory protection.
Face visors are particularly effective against splashes.
 All specific safety control measures determined by risk assessment should be in place
before the equipment is used during breakage/rupture of utility lines.
 Only certified and inspected by competent person vacuum truck or high pressure water jet
equipment can be utilized.
 Confined space entry procedure shall be adapted when worker shall enter a well or deep
excavation.
 All other options shall be ruled out prior to entry into a confined space.
 All sources of energy affecting the space shall be isolated.
 Stand-by personnel shall be stationed.
 Unauthorized entry shall be prevented.
