I. INTRODUCTION

Data and information are most important assets of an organization. Having accurate data and information is used by top level
management in making policies, strategies for improvement, analysis and providing great solution to address the problem, which will
make the organization more successful in attaining their goals.

The enactment of RA 9514 or the Fire Code of the Philippines of 2008 is a milestone in the history of the Bureau of Fire
Protection. It has been a dream of BFP for so long and it finally came into being. It serves as an effective tool of the BFP in achieving
its mission and the realizing its vision. The enforcement of the new Fire Code requires a comprehensive and thorough knowledge on the
code in order to effectively and efficiently execute it. With the various memoranda, and guidelines crafted, our fire safety enforcers and
other BFP personnel who are in the frontline services will be properly guided so as to observe the standard procedures in the
implementation and enforcement of RA 9514. In the same manner, with the reports and data submitted by the field offices, it would be
easy to monitor the implementation of the new Fire Code.

This study aims to developed a Web-Based Information System with short messaging service (SMS) Alert for the Bureau of
Fire Protection of Sta. Ignacia adoption a computerized process of tilling up required formed, announcement of recruitments and to
disseminate information to people of Sta. Ignacia.

II. PROJECT CONTEXT/BACKGROUND OF STUDY

The Bureau of Fire Protection is an agency of the Department of the Interior and Local Government Unit responsible for implementing
national policies related to firefighting and protection as well as the implementation of the Philippine fire code (PD 1185) which was
repealed and replaced by the New Fire Code of the Philippines (RA 9514) formerly known as the Integrated National Police-Fire
Services the BFP is in charge of the administration to the management of municipal and city fire and emergency services all over the
country.

In the context of providing fire and emergency services, fast information system is highly needed. The manual process of providing
information consumes enormous amount of time in terms of encoding at the same time there are barriers to communication such as
network signal. In addition, the issue to be solved focuses on the security of data with the usage of Web – based information system. In
the manual process, the data of fire cases are at risk while by using the web – based information system, all information are protected
and accessible.

The study aims to develop a fast and accessible Web – based information system to easily update the people of Sta. Ignacia about the
announcement about the Bureau of Fire Protection (BFP) and to easily complete the requirements of their application for electricity
connection.

III. PURPOSE AND DESCRIPTION

The purpose of this project is to provide a Web-based Information System with SMS alert for Bureau of Fire Protection Sta.
Ignacia Tarlac. The researchers’ project is entitled “Web – Based Information System with SMS alert for Bureau of Fire Protection”.
This study aims is to change the manual process into web – based of online/offline filing forms. For the web-based information system,
they will be given the opportunity to view some announcement from the BFP. They will be updated with the current news and trends in
terms of providing emergency services. They will be well-informed with the important reminders and tips from the BFP. This project
will provide an online application form for easier computation their requirements

To the Locale. The study aims to design and developed a system that would contribute much to the growth of the society by providing
them information for a better career opportunity. There will be an improvement of the system because the people who are involved in
the agency will grow professionally and it will make their job easier. More career opportunities to the volunteer of the BFP will be given
provided because employees will receive updated information on training or career opportunities in the field of firefighting. The
developed system also provides information such as, personnel database of the municipality fire station, status of fire trucks and database
of fire incidents to promote transparency to the public.

To the Future Researchers This study will be a reliable and credible reference especially if their study is related to the present research
work.

IV. OBJECTIVES

1. The general objectives is to design and develop a Web-based Information System with SMS alert for Bureau of Fire
Protection Sta. Ignacia.
2. To provide an information of BFP with the following features/modules.
2.1 Fire Cases with SMS Notification;
2.2 Reports;
2.2.3 Expenditure during Operation;
2.2.4 Cost of Damage;
2.2.5 Statistical Reports;
2.3 Online encoding of application form of permits by the administrator.
2.3.1 Electrical Permit;
2.3.2 Building Permit;
3. To evaluate the system by the:
3.1 Administrator/End User;
.3.1.1 Functionality;
3.1.2 Usability;
3.2 I.T Expert;
3.2.1 Functionality;
3.2.2 Database Design; and
3.2.3 Security.

V. SCOPE AND LIMITATIONS


The scope of this study is the Web – Based Information System with SMS Alert for Bureau of Fire Protection. It is focused
on the computer based application to disseminating information from the BFP and to the people of Sta. Ignacia. The website contains
two major users, the administrator and the end user. The administrator has an account to access the website, and also view the updates,
the information of the cases of fire and to upload requirements. It is the right of the administrator to access the website, he or she will
be the only person in responsible in managing and organizing the information and fixing problems on the security of data. Privacy of
the website and response to for the messages will be monitored by the administrator. The user needs to register to the system to provide
an account to access the website but the activity which can be done by the user is simply having a message of confirmation. After
creating the account, the user will able to know have the confirmation of application and the cost of damage and statistical reports. This
will be achieved by using a username and address of the user.

However, the system needs an internet connection to interact with the system. For the security purposes, the
researchers used a password making the website exclusive only for the administrator of Sta. Ignacia.

Definition of Terms
The following terms are conceptually and/ or operationally defined to facilitate better understanding of the study;

Expenditure during operation. An expense incurred in carrying out an organization's day-to-day activities, but not directly associated
with production. Operating expenses include such things as payroll, sales commissions, employee benefits and pension contributions,
transportation and travel, amortization and depreciation, rent, repairs, and taxes. These expenses are usually subdivided into selling
expenses and administrative and general expenses. Also called non-manufacturing expenses.

Fire Cases. Fire investigation involves the examination of all fire-related incidents once firefighters have extinguished the fire. The
practice is similar to the examination of crime scenes in that the scene must be preserved and evidence collected and analysed, but with
numerous additional difficulties and dangers. The investigation will include closely surveying the damaged scene to establish the origin
of the fire and eventually establishing the cause.

SMS Notification. Is a text messaging service component of most telephone, World Wide Web, and telephony systems. It uses
standardized communication protocols to enable fixed line/landline or mobile phone devices to exchange short text messages

Cost of Damage. Is the cost incurred by repercussions (effect) of direct environmental impacts such as the degradation of land or human
made structures and health effects. In environmental accounting.

Statistical Reports. The definition of a statistical report is the gathering of data and the generation of conclusions from a social setting.
This could be people's opinions and thoughts on a product or items that results in a survey.

Electrical Permit. Is required for work that involves installing, relocating, repairing, or maintaining any electrical wiring or device
designed for conducting, consuming or converting electrical current, as required by law.

Building Permit. A type of authorization that must be granted by a government or other regulatory body before the construction of a
new or existing building can legally occur.

Functionality. It refers to the evaluation of the users in terms of the capability of the system to upload and download reports and
documents

Usability. It refers to the functions and uses of the system on how it solved the problems encountered by the users without the use of
the system.

Security. It refers to the evaluation of the IT expert in terms of protecting database, user data, files, and the website from possible treat.

Information System. It is any combination of information technology and people’s activities that support operations, management and
decision making.

Database Design. Is the process of producing a detailed data model of database. This data model contains all the needed logical and
physical design choices and physical storage parameters needed to generate a design in a data definition language, which can then be
used to create a database. A fully attributed data model contains detailed attributes for each entity.

VI. RELATED LITERATURE/SYSTEMS

A. Foreign Literature

The Hong Kong Fire service is the statutory of emergency ambulance service in Hong Kong, as mandated by regulation from
the Legislative Council. The service employs some 2200 people and operate approximately 256 emergency ambulance and 35
motorcycles from 36 depots, located strategically around the Hong Kong territory. The service provides emergency transport to the 14
publicly operated Hong Kong Hospital Authority facilities which operate Accident and Emergency departments. The service follows
the Anglo-American model of EMS service provision. The statutory service is supplemented by two organizations- St. John Ambulance,
a charity. All 999 calls are answered by the Hong Kong Police Force. If an ambulance is the only response required, the call is passed
directly to Hong Kong Fire Service Dispatchers. If the call information is complex, as with a traffic accident, the police dispatchers will
notify the ambulance service when they suspect that ambulances might be required. Both ambulances and fire apparatus are co-
dispatched by the Hong Kong Fire Service dispatchers [1]. Hong Kong Fire Service Dispatchers.

The article above has the same aspects as the researchers’ developed project. The existing and the developed project are both
rescue assistance and dispatch services, and their main goal is to immediately deploy safety needs for emergencies like Web-Based
Information System with SMS Alert for BFP Sta Ignacia, Tarlac which aims to dispatch for medical services and victims of a fire
incident only.

To her “Information governance, auto-categorization and e-discovery focus attention on RM”. Records management is

took a large space in the office and overloading of documents are uncontrolled and locating important documents was so difficult and
some files are misplaced and destroyed by nature. The Web-Based Information System with SMS Alert for BFP of Sta Ignacia, Tarlac
will answer the needs of BFP Sta Ignacia Tarlac,

Defines an SMS gateway as a Web site that allows user to send SMS messages from a Web browser to people within the

be used on the system.

B. Local Literature

Stated that web site has a lot of purpose. Web site allows business or companies to save money. For example, instead of
printing out expensive marketing or advertising a brochures, the products information even and photos can be published on the web site
and is cheaper than printed copies. Web sites can help the business to introduce and sell their products popular [4]. Mr. Mangilit

save money through online advertising, related in the developed system, on-online submission of reports and other documents were also
ways to save money, with the developed study, sending it online would be a big advantage for them.

With the use of internet, people can access their online job to update, maintain and print out the records of university
employees, in this year using computer can do my work even if I’m at home or at the café, with the power of Internet. I can access
anytime anywhere the online system for the PDS of employees [5] Ponce

It tells about the capability of the internet to access any resources anytime and anywhere they want. Because of this
technology they don’t have to travel to our destination just to get a thing that is needed. With the use of internet we, can easily access it
in time.

Record Management is an important practice in any organization which more often than not are treated as minor task that
requires little focus our attention. Often handled by Human Resources [HR] or the finance/accounting department, Record Management
ensures that any and all information and documents of a company is up to date is compliant to all laws and regulations of the Philippines

the manual process of record keeping from filing cabinets. A record is the most valuable information for it stands as a concrete evidence
of an organizations profile, Web-Based Information System with SMS Alert for BFP Sta Ignacia, Tarlac. Ensures that all information
are up-to-date.

C. Foreign Studies

Malaysia Yemen Student Information System [YSIS] with SMS [Short Messaging System] Notification is takes important
role of developing integrated information about Yemen’s students that study at all Malaysia’s university. YSIS will develop in order to
overcome the problem with the current manual system. The system management will give a benefit to every Yemen student in Malaysia,
cultural attached to integrate, transfer, and get updated data and information faster and easier. Rational Unified Process [RUP]
methodology is used to develop the system. However, it used mobile technology within the web technology to develop part of SMS
notification. The system is available as long as internet connectivity is available. The system can access without limitation of the time

In the studies mentioned above, the researchers found out that management was needed to develop within a team to reduce
individual effort. Users will be able to store, access and manipulated basic information regarding students and their studies, like the
developed system users can store access and manipulated there reports and other files through online.

information to a very large audience. Moreover, web sites can be linked to each other through hypertext links. For citizens searching for

Connectivity or communication to another office or co-workers is very important in one organization. That’s why web sites
with quick links has been proposed for them to easily communicate with other personnel.

Web-Based Information System termed “Electronic Student Management” it is not a surprise that many learning institutions
in Nigeria, are still keeping records in files and gather them in filling cabinets where the accumulate dust. A great deal of routine
administrative work in secondary school is still done manually. Today, in most countries, computers and other IT resources are deployed
by institutions of learning to facilitate the dissemination, access and management of information. This project evaluates and analyzes
the processes, technology and methodologies implemented in the development of a web-based information system termed “Electronic
Student Management System” [E-SMS] to solve the basic problem of the manual method used by the administrators and staff of
secondary schools in Nigeria. The E.SMS which follows a rationally unified process is implemented using technologies in Microsoft
.Net Framework 4.0 and Microsoft SQL Server 2008 Express Edition software. As a result users will be able to store, access and

D. Local Studies

administrator should always update the website to have accurate and latest news about Makipamuhay, further, the system could also be

As mentioned in the study above, system aims to produce an accurate data and information as well as improving the handling
of data and the distribution of the information. As a conclusion, the above mentioned study focuses on refining the handling of data and
information and for them to have an accurate material. This system is quite related to developed system in terms of improving the
distribution and management of information and data precisely. The only thing is that, the developed project will be more precise in
terms of the distribution of the data. For the researchers this study shows the capability of incorporating IT.

Web-Based Information System Cuyapo II District. Composed of 23 elementary schools. The maximum distance of the
farthest school to the District Office is 20km. that’s why submitting of the reports is time consuming because they have to spend a couple
of hour just to send a report and they are doing this every quarter test, pre-test and post-test of the whole school year. Other reports is
submitted via Gmail process, one online solution but the district ICT coordinator is having hard time to manage and organize it because
of the disorder of the submitted reports. The ICT coordinator did not renamed by the sender. That’s why the researcher developed a
Web-Based Information System of Cuyapo II District with online submission of report. SMS Notification is added to the system to
ensure that the teacher will received a text message to notify them that they must have submit a report [11]. Mr. Marcos.

In this study it is stated that submitting reports is time consuming. The researchers developed a Web-Based information
system that will help the BFP in Sta Ignacia to send their reports electronically to the main office. The developed system will attached
the forms through the website and when the administrator saved their reports it will automatically retrieve the data, the system will have
a process of announcing an event and fire emergency.

Web-based Information System with the Transaction of Certificates and Diploma. The researchers wanted to develop a
Web-Based Information System which includes transaction of requesting and sending a copy of Baptismal, Seminar, and Youth camp

The system would provide some information of the church such as its mission and vision, upcoming events and activities,
newly announcement, and most importantly the preaching from pastors. Just like the proposed system, Web-Based Information System
with SMS Alert for BFP Sta Ignacia, Tarlac. The system will provide an information about the BFP and announcement upcoming events
and activities.

VII. DESIGN AND METHODOLOGY

This section presents the different methods of research, procedure and data gathering process. It also states the information
on how the data will be gathered. The setting of the study and, techniques used in collecting of data is also included.

Methods of Research

To be able to gather the needed information and fundamental facts for the developed project researchers used effective

instrument to facilities, data collection.

Figure 1 shows about on how the researchers work on their developing a system, first the researchers met the locale to gather
information about the developed system second is planning about the system third is planning about the system third is developing the
design of the system after of developing the system the researchers testing the developed system in their locale.

Research Design

Designing the study helped the researchers to plan and implement the study in a way that will helped the researchers to obtain
the intended result, thus increasing the chances of obtaining information that could be associate with the real situation.

The purpose of research design is to gather information on how the system design and what the locale want to design in the
developed system. The researchers set a plan of research study. First the researchers gather what is the main problem for the study and
think about the possible solution, Researchers used descripted, correlation, semi experiment, experiment and review. We ask the member
of our locale is what is main issue our problem with the process. The researchers combine all the information and produce the possible
solution which is to create a Web-Based Information System with SMS alert for Bureau of Fire Protection Sta. Ignacia.

Research and Development

The aim of the research and development is to improve the effectiveness or make the production of the develop application
more efficient.

The researchers gather information about the development of the project on how the project work and what the technique
that used by the researchers to work fast in developing the system. The researchers had a meeting after listing the product backlogs and
discussed every task that will be prioritized in every sprint. A feedback to the locale has been done after every sprint and the locale made
some request which the researchers made possible to include in the system.

Interview Method

This is the form of question and answer that can lead the researcher to their purpose. The researchers interviewed SPOF3
Cedric T. Cruz, MBA. He provided the information about the Sta. Ignacia Bureau of Fire Protection. The information included the
process of how to apply for the building permit electricity connection. All information gathered will help the proponents for the
developed of the system.

The purpose of the interview is to gather information on alternative ways in providing announcement and information to the
users. It also revealed that using the developed system, the locale will promote awareness of a new technology that will give a competitive
advantage.

Library Research Method

The method is considered as one of the major sources in terms of collection data relevant to the study. It is a process of
searching pertinent information through books, newspaper, journals, magazines, and unpublished theses related to the study. In this
method, the researchers visited Tarlac State University Library, TSU San Isidro Campus, and Tarlac College of Agriculture to gather
some information about the related literature/system.

Internet Research Method

The researchers used the internet for their guideline to get information and data. This is the modern and useful way to
accomplish the goal and effectiveness of the system. It is one of the most convenient tools used especially in research work. By using
the internet, the researchers could gather information needed for the completion of the project, the researchers did a research about the
web – based information system.

The researcher used the gathered data to a system required on this project. This study will apply the various techniques in
system development in IT related guideline.

System Development Methodology

Agile System Development Life Cycle (SDLC) methodology was used by the researchers to have adequate information in
developing and improving the developed system. Agile Development Methodology provides opportunities to assess the direction of a
project through the development life cycle. This is achieved through regular cadence of work, known as Sprints or iterations, agile
methodology is described as “iterative” and “incremental.” In an agile paradigm, every aspect of development requirements, design and
the like are continually revisited. When a team stops, and revaluates the direction of a project every two weeks, there’s time to steer it
in another direction. The methodology provides six (6) steps from conceptualizing the project up to the retirement of the project. The
six steps are Concept (iteration - 1), Inception (iteration 0, warm up), Construction iterations, Transition (end game), Production
and Retirement.

The concept phase that is sometimes-called Iteration – 1 is the pre-project planning. In this stage, the researchers defines the
big picture of the project. The researchers outlined the business opportunity of the project to the fire officers of the BFP in Sta. Ignacia
considering the effect of the project to the municipality fire stations. The researchers identified problems with caused and effect by the
existing office workflow through fishbone diagram to analyze and resolve it based the developed system.

After assessing the feasibility of the project, the second phase is inception or the first week that is often called iteration 0
(cycle 0) or in the Eclipse way the “Warm up” iteration. In this stage of the project, the researchers gathered the initial support from the
BFP Fire Officers. The researchers will be actively working with the clients to gather information and database they need in developing
the system and to implement it to the project. Through the method of interview, the researchers acquire ideas to what will be the
manifestation of the developed system that will be developed. It gives ideas to the researchers as to identify how long the developed
system will be developed. The development of the project started on September 30, 2016. The researchers planned to give at least one
(1) week for every stage of the development of the project. Furthermore, the researchers analyzed and created initial designs like Context
Diagram, Dataflow Diagram, Systems Flowchart, Class Diagram and Entity Relationship Diagram to be guided in the development and
testing of project to find solution if possible problems will occur.

After conducting an interview, identifying the targets and creating the initial designs and architecture in the inception phase,
the third phase is construction iteration. This is when the implementation of all the initial designs will be performed. The researchers
continue the close collaboration to the clients to reduce risk through tightening feedback cycle and improving communication. The
researchers need to achieve the goal every week and each week will have sprints, this means that each execution of the target should
have analysis, design, actual implementation, and testing, for each week the researchers will have a quality assured output for the develop
system. The table next page will show the target sprint of the researchers every week that is classified in backlogs in the development
of the system.

The researchers had a meeting after listing the Product Backlogs and discussed every task that will be prioritized in every
sprint. A feedback to the locale has been done after every Sprint and locale made same requests which the researchers made possible to
include in the system. The researchers allotted twenty (20) hours to finish the sprint 1. Sprint 2 have allotted of twenty six (26) hours to
finish. Sprint 3 have allotted of twenty two (22) hours to finish. Sprint 4 also have allotted of four (4) days to finish. Sprint 5 allotted of
three (3) days to finish. Sprint 6 allotted of forty five (45) hours to finish. Sprint 7 the admin database and main database allotted of
sixteen (16) hours and to the cases database, permit database and SMS database have allotted of three (3) weeks to finish and the last is
sprint 8 have also allotted of thirty two (32) hours to finish the sprint.

The researchers had 1 week of meeting to address these backlogs to finish the design of the system. On day 1, the researchers
discussed the project backlogs of the system for thirty (30) minutes, while designing the homepage/banner takes four (4) hours to
complete. The researchers gave twelve (12) hours on day 2-4 for the news and update, BFP Teams and about us. On day 5, the researchers
allotted four (4) hours for contact and information, the locale suggested the design of the banner was not suitable so, the researchers
made a solution right away to meet the suggestion of their locale. After the time allotment, 5 backlogs were successfully finished.

supports tabbed editing, which allows working with multiple
open files in a single window.

The Notepad++ is the tool that the researchers used to create a


PHP, HTML5, CSS3 and JavaScript. This system used to code
the program.

A web browser (commonly referred to as a browser) is a


software application for retrieving, presenting and traversing
information resource on the World Wide Web.

It is a web browser developed by Google Inc. that combines a


minimal design with sophisticated technology to make the web
faster, safer, and easier.

The researchers choose the Google chrome to use as the Web


Google Chrome Browser because it is compatible for testing the system.

C. Peopleware.

Peopleware is a term used to refer one of the three core aspects of computer technology; it forms a kind of “conceptual
triangle” with hardware and software. Peopleware can refer to anything that has to do with the role of people in the development or user
of computer software and hardware.

Project manager- is the one who is in charge to lead the team and sometimes called as the head or the leader.

Website Designer- engage in the construction of the navigation schemes of a website. Their job also includes putting together online
content and applications in the internet. They also work on the web page’s layout as well as the strategic placement of the useful and
practical information about the website.

Programmer- a programmer, computer programmer, developer, coder, or software engineer is a person who writes computer
software. The term computer programmer can refer to a specialist in one area of computer programming ot to a generalist who writes
code for many kinds of software.

Administrator-An administrator is the owner of the locale the administrator has the power to change the content of the system like
updating the news and update, changing the team profile, encoding the report or cases.

Staff- a staff is the member of the locale, when we say staff they are the members.

D. Network Communication

Figure 2 shows the network topology, the user must use a computer device connected to the internet to send data to the web
host, the web host then replies with the system feedback to the internet, upon receiving the system feedback the internet will send an
SMS notification to the provider and finally the provider will send the content of the SMS to the mobile user. On the admin, the admin
will manage system, but the system will need internet connection. The admin will manage all the modules, on the report module, the
admin will generate reports, and it also manage the encode permits, the electrical and building permits before the applicant finish all the
requirements. The admin will also manage the SMS module to send an alert to the Bureau of Fire Protection member of Sta. Ignacia.

IX.DESIGN OF SOFTWARE, SYSTEMS, PRODUCTS AND PROCESSES

A. Process/Data Flow

Figure 3 shows the context diagram of the developed system. On the user, the users will gather information on the system.
On the admin side, the admin will login, send SMS, Upload image, Register accounts of another admin, update the website and encode
permit. On the login, the admin will type her/his username and password, the admin also send SMS if there’s a fire case, he/she also
upload images. The website contains Permits, Receive the reports, admin dashboard, list of reports, member information. On the encode
permit, the admin will be able to encode permits.

The Data Flow Diagram shows the flow of the back-end of the system, it starts with the login admin will login admin, the
admin will login the system using their username and the admin, then after he/she login to the page, the system will redirect to the select
tab. The admin will choose the tab, the tab are Cases, Permit, SMS, Reports, News, Manage, and the setting. If the admin click the case
tab, he/she can generate cases. The next one is permits, the admin will encode after him complete the client requirement. Then the SMS
tab, the admin will be able to send SMS. Next to SMS is the Report, the admin will be able to generate reports for expenditure during

operation and cost of damage. The next one is the manage, the admin can manage account and add the phone numbers of the fire fighters,

D. Conceptual Framework

This study is intended to provide of better solution to specified research problem. The study helped the researchers to act for

Figure 7 shows the conceptual framework of the system. The admin of the Bureau of Fire Protection are the only ones
allowed to have an access and use the system. The main button will process the total amount of the electrical permit, business permit
and Cases and it will records to the database, the next button is the permit, there are two kinds of permit on the system, the electrical
permit and the business permit, after they encoded the information of the permit, it will be registered to the database of the system. the
next button is the SMS button, the process of the SMS is to write the notification message and it send to the members of the Bureau of
Fire Protection (BFP) if there's a case. The setting button, it will provide a view of the information saved, and can be changed if needed.
The last button of the back-end of the System is Audit trail if you login on the admin part it will log the time when you login or logout.

XI. RESULTS AND DISCUSSION

This section represent the summary of findings with respects to the developed system’s objectives and based on the evaluation
conducted by the researchers. A conclusion was stated to finalize the findings of the proposed system according to the respondents and
recommendation of the researchers.

Summary of Findings

The researcher’s general objectives is to developed an Web-based Information System with SMS alert of Bureau of Fire
Protection of Sta. Ignacia for the Bureau of Fire Protection (BFP) of Sta. Ignacia that aims to automate the manual process of locale.

The researchers achieved their objectives specifically by the following:

1. The main objective of this study is to design and developed a Web-based Information System with SMS alert for Bureau
of Fire Protection Sta. Ignacia.

3.2 I.T Expert;

3.2.1 Functionality
In terms of functionality, the IT Experts rated the developed systems of 4.0 for the function of each buttons are
understandable; 4.66 for the buttons are well organize and easy to find; and 4.66 for developed system is easy to use, with a total of 4.40
which means Very Satisfied equivalent for descriptive rating scale.
3.2.2 Database Design

The developed system in terms of database design interface of 4.40 with an equivalent of Very Satisfied in
descriptive rating scale. The database category is composing of; the content of the system is readable, provide an appropriate choice of
color; graphics attractiveness; and website layout and design.
3.2.3 Security
In terms of security, the IT Experts rated the develop system 4.0 for the user account password is encrypted; 4.0
for the developed system allows authorized person to access the system, with a total of 4.40 which means Very Satisfied in the descriptive
rating scale.

XII. CONCLUSIONS

1. Based on the evaluation conducted by the researchers is that, the “Web-based Information System with SMS alert of Bureau of Fire
Protection for Sta. Ignacia” had met the expectations of their respondents. The researchers answered the general objective of the
developed system and therefore conclude that the Bureau of Fire Protection of Sta. Ignacia (the respondent) is willing to adapt the
developed system and therefore ready to implement an automated System. The functionality of the system provides effective and
efficient office work.

2. In terms of the locale a web based information system with SMS alert for BFP Sta. Ignacia, based on the result of the survey conducted
to different respondents who evaluated the develop system most of them answered excellent. This means that the system developed by
the researchers truly helped the locale. Online encoding of application form of permits, to easily keep a record and find some record
when you need.

3. Based on the evaluation conducted by the researchers in the users/administrator and the IT expert, the researchers had met the
expectation of the developed system the users/administrator evaluate of excellent and the IT experts evaluate of excellent.

XIII. RECOMMENDATIONS

Based on the summary of findings and conclusion, the researchers recommended the following:

1. If ever the BFP Sta. Ignacia will propose or add another feature for the system, proper arrangement between Tarlac State University
should be done.

2. For the future researchers, you can enhance this system for further improvement by the Following:

2.1 SMS notification for the applicant


2.2 To improve and add functionalities on chat box where the respondents can attach document. Files or photos

2.3 The researchers recommend adding additional forms of other reports that is being accomplished by the BFP aside
from the personal, fire incident and fire truck status

3. The researchers also recommend the future researchers to develop newsfeed page wherein the BFP admins can attach
downloadable reports files that are in different format and Mr. Gilbert Gonzales also recommend the standard change
password.
