III. Background Information on Nogas Island and its Surrounding Waters

The Philippines, apart from its archipelagic nature, is a distinctly tropical country characterized by less saline and
relatively warm waters (Bureau of Fisheries and Aquatic Resources [BFAR], 2004). These features among others make the
Philippine waters exhibit some of the richest ecosystems characterized by extensive coral reefs, vast sea grass beds and dense
mangrove forests. However, despite the country’s abundance of marine and coastal resources and biodiversity, it remains to be
vulnerable to the pressures induced by human activities. Threats in marine and coastal areas include overfishing and decline of
species, pollution and eutrophication, algal bloom, climate change, degradation and destruction of the sea floor, alien species
introduction, leisure and tourism and unregulated tourists activities (Convention on Biodiversity, n.d.). Over 70 percent out of
the country’s 27,000 sq. km. of coral reefs are in poor or fair quality and only five percent are in excellent condition (National
Economic Development Authority [NEDA], 2011).

But despite these problems faced by the Philippine marine and coastal ecosystems, it continues to be part of the top
list of island destinations which have enabled it to be a famous destination for tourists and beach enthusiasts. One such
example is located in the central part of Visayas, Region VI which is home to several island destinations and tourist attraction
sites. The tourism industry of Region VI continues to grow with the promotion of tourism campaign from the provinces in the
region. In the province of Antique, one of the island destinations frequented by local and foreign tourists in the south is Nogas
Island.

Nogas Island is a 24 ha uninhabited island located in the municipality of Anini-y in the province of Antique. The island
often dubbed as the “Coral Garden of Western Visayas” and surrounded by clear-blue waters, is home to a relatively large coral
reef area, white-sand beach, a mangrove forest, sea grass beds, and a lighthouse (Aguilar et al. 2010). It is comprised of 149.64
ha of coral reefs, two ha of sea grass cover and 24.86 ha of mangrove (Villamor et al. 2010). The island is most accessible by
riding a motorized pump boat from Barangay Nato that takes approximately 5-10 minutes.

Because of the aforementioned characteristics of the island and its proximity, it is often frequented by tourists both
local and foreign alike. Given the thriving marine biodiversity due to the presence of coral reefs, the surrounding waters of the
island is an ideal diving and snorkeling site. The island also functions as a nesting ground for sea turtles and birds. Aside from
these, the island also serves as a buffer zone for naturally-occurring disasters such as tsunamis.

Nogas Island was officially established as a Fish Sanctuary by Ordinance No. 94-01 of the municipality of Anini-y with a
defined no take zone in its upper north-eastern waters (Villamor et. al 2010). In addition, programs for conservation of the
island that have been initiated by the local government unit (LGU) include mangrove planting and underwater and coastal
clean-up with the representation and participation of residents from all barangays. Aside from that, the LGU has also allocated
a budget of Php 30,000 for its “Bantay Dagat” Program. Furthermore, the Bureau of Fisheries and Aquatic Resources (BFAR) has
also donated one fiber glass patrol boat to the LGU to be used by the “Bantay Dagat” to monitor and report cases of illegal
fishing activities especially in the surrounding waters of the island. But despite the presence of these rules and programs,
problems continue to persist because of the lack in strict monitoring of illegal fishing practices and in the lack in regulation of
overall activities in Nogas Island.

The main problem of Nogas Island is that the present state of its marine resources is under constant pressure and
threat of destruction or worse, extinction. The Department of Environment and Natural Resources (DENR) group of divers
conducted an underwater ocular survey in 2012 and found out that the coral reefs are in a poor and degraded condition.
According to the DENR, threats and issues identified in coastal and marine areas in Nogas Island includes the use of active gears
(modified muro ami), illegal diving and fishing (spear fishing and using compressors), lack of zoning of municipal waters
(including the MPA, diving sites and fishing areas), no regulated entrance for visitors, unregulated use of resources and
uncontrolled entry of people (Pinosa, n.d.). Further problems of visitors and tourists are the cutting of mangroves, hunting of
birds and gathering eggs of sea turtles endemic on the island (Villamor et al. 2010).

It is important that the more capable individuals or authority figures recognize that if they fail to address these
problems faced by the island, the resources that are available and enjoyed by individuals today may be gone in the near future.
This fact stresses the importance of the presence of conservation and management programs in islands such as in the case of
Nogas.

IV. Willingness-to-Pay

4.2 Conservation Program for Nogas Island

The island of Nogas is one of the many islands found within the province of Antique. Although uninhabited by the
residents of the municipality of Anini-y, it holds the distinction of having a thriving biodiversity that makes it an ideal place for
conducting research and a hotspot for recreational activities such as diving and snorkeling. Among the organisms that
surrounds the island are coral reefs that further strengthens its title as the “Coral Garden of Western Visayas’’. Apart from that,
the 24 ha island is also home to a mangrove forest and provides various ecosystem services such as serving as a nesting ground
for sea turtles and birds and acting as a buffer to large waves to the adjacent barangays. Nogas is one of the main tourist
attractions of the municipality and it also holds a cultural significance for the residents for the tale of the origins of the island
are part of the folklores passed by the elders to the present generations. However, over the years there has been no existing
master plan for the conservation and tourism development of the island. Programs spearheaded by non-government offices
and the private sector were the only one that were introduced and conducted in the island. Although there are programs, there
is still a need to implement policies that regulate tourist activities, monitor the entry of visitors, and strictly implement fishing
laws or ordinances that prohibit illegal fishing activities and capture, and encourage proper zoning of municipal waters including
the marine protected area, diving sites, and designated fishing areas that would eventually address the major problems such as
the degrading status of marine and aquatic resources and the lack of strict management of Nogas Island.

Ang Nogas Island sara sa mga isla nga ma kita sa probinsya kang Antique. Ang presenysa kang nasari-sari
nga dunang manggad sa isla bagay gid nga lugar para obserbaran kag tun-an kag para sa mga aktibidades kang
mga turista maski wara ti naga istar sa isla. Sara sa mga dunang manggad kang isla ang baruha nga naga palibot
sa baybayon kang isla kag naga pamatuod sa titulo kang isla nga “Coral Garden of Western Visayas”. Ang 24 ka
hektarya nga isla may lapad nga bakhawan kag naga serbe nga pangitlogan kang pawikan kah pispis kag naga
protekta sa mga iningud nga barangay sa daragkul nga balud. Sara ang Nogas sa name nga aragtunan sa
munisipyo kang Anini-y kag may importansya man ang kamaragtas kang isla sa mga labi run gid ang ana kaja nga
istorya nga gin pasa kang mga kamal-an sa kaja nga henerasyon. Pero sa mga nag ligad nga tinuig, wara pa ti
plano nga nahimo ang lokal nga gobyerno para ma protektahan kag mapa uswag ang turismo kang Nogas. Ang
programa nga gin hiwat kang mga NGO kag pribado nga sector amu lang ang mga programa nga na ubra para sa
isla. Kinanglan man gyapun kang programa nga maka tugro atensyon sa problema sa isla parehos kang pag hagan
hagan kang mga akitibidades ka pag sulod kang turista sa isla, strikto nga pag tukod kang ordinansa para sa ilegal
nga pag pangisda kag pag butang kang lambat para sa lugar nga indi pwede kag pwede pangisdaan para ma
solbar ang problema sa pagguba kag paggamay kang dunang manggad kag ang indi strikto nga pag dumara kang
Nogas Island.

One way to directly address these problems is through the implementation of a comprehensive conservation
program. Suppose the local government proposes a comprehensive conservation program entitled “The Nogas Island
Comprehensive Conservation and Management Program”. This program will have the following components:

para sa konserbayson. Kuno abi ang lokal nga gobyerno maga himo kang programa nga may titulo “The Nogas
Island Comprehensive Conservation and Management Program”. Ang ja nga programa may mga:

1.) Conservation Awareness Campaign: This program will help raise the awareness of residents on taking proper actions for
conservation and protection of Nogas Island. It will include a lecture that will tackle about the current status of marine
resources in Nogas Island and dissemination of information education materials about conservation of Nogas Island. This will
be annually conducted on each barangays initiated by the barangay officials.

paano aksyonan ang pag konserba kag pag protekta kang Nogas. Abay sa ja nga programa ang pag talakay kang

tuig nga paga unahan kang mga opisyales kang barangay.

2.) Underwater Clean-up and Coral Restoration: This program will be enacted in order to clean up waste materials
accumulated under water that disrupts the marine and aquatic habitat and coral reef plantation that is substantial to replace
destroyed and bleached corals. This will be led by a group of scuba divers expert in coral restoration from the Department of
Science and Technology and Department of Environment and Natural Resources.

2.) Underwater Clean-up and Coral Restoration: Ang ja nga programa paga hiwaton para ma limpyohan ang
basura sa dalom tubig nga delikado para sa mga sapat nga nagapangabuhi sa dalom tubig kag ang pananum
kang mga baruha para islan ang mga na nga karaguba. Paga unahan ja kang mga eksperto sa pagtanum kang
baruha halin sa Department of Science and Technology kag Department of Environemnt and Natural Resources.

3.) Strict Enforcement of Marine Protected Area: This program aims to strictly enforce the no take zone areas in Nogas Island
and strictly prohibit fishing activities in the protected areas through putting up demarcations such as buoys that will indicate the
boundaries of the marine protected area. It will also enhance an active operation of bantay dagat in monitoring and penalizing
fishing activities operating in the protected area. This will be supervised by the Municipal Agricultures Office to organize a strict
management of the marine protected area.

3.) Strict Enforcement of Marine Protected Areas: Ang ja nga programa maga tugro atensyon sa strikto nga pag
bantay kang lugar nga bawal pangisdaan kag pag butang kang marka ukon lambat para ma lat-an kun diin ang
protektado nga lugar nga bawal ang pag pangisda. Ang ja man nga programa maga tugro atensyon sa strikto nga
operasyon kang bantay dagat kag ang pag dakup kag pag tugro pina sa mga naga pangisda sa bawal nga
pangisdaan. Paga unahan ja kang Municipal Agricultures Office para implementar and strikto nga pagdumara.

The program will be in partnership with different multi sectoral groups that includes the local government unit of the
municipality of Anini-y, NGOs, youth organizations, religious sector, environmentalists and the communities of the municipality.
But since this program will require a significant amount to be fully implemented, the local government will have to collect a
specific amount per month from the residents. The amount collected will directly go to the Nogas Island Conservation Fund to
defray the expenses for the activities that will be conducted by the conservation program. The multi sectoral groups involved
will also function as the monitoring team and present a monthly financial report of the conservation programs to the residents
of Anini-y. The duration of the collection of funds from the residents will last for five years and will be collected monthly by the
assigned finance committee. The payment vehicle could be in the form of electric bill, water bill or community tax.
