1.0.0 DOCUMENTATION
In this section, all relevant documents on designer licenses and main designer
authorisation are added.

2.0.0 TECHNICAL DESCRIPTION

This design covers public lighting of access roads to Sloboda Bridge and on part of
Sloboda Bridge, not included in Sloboda Bridge Reconstruction Project. Existing
lighting is seriously damaged and is not in accordance with actual regulations for
this kind of installation. This design assumes dismantling of existing lighting and
rebuilding by new steel zinc coated columns, luminaries, cables and assembly
blocks.

a) Bridge approach from the left river side

This section starts near the crossroad at the beginning of the Bridge and from
the end of the ramp the pier 13. Length is 660m. Crossroad and 50 m of the ram
are not part of this design.

b) Tunnel approach from the Bridge side

This section starts from pier 20 and ends at Tunnel entrance. Length is cca
140m.

c) Tunnel access roads on the right river side

This section starts from Ruma road and covering loop ”Alibegovac” is in length
of cca 2100m

d) Tunnel access from Petrovaradin - Sremska Kamenica road.

Section covers roads from the tunnel over ”Trandzament” loop connecting this
section with mentioned road in length of cca 2000m.

Laws, technical regulations, norms, standards and recommendations respected in this design
are as follows:
1. Code on technical standards for electro energetic plants, nominal voltage over 1000 V,

2.1.0 LIGHT SOURCE


Basic light source is chosen according to actual requirements for this kind of
roads, heaving in mind functional and economical side of the Project. So, tubular
high pressure sodium lamps are chosen as follows:

 250W/33kLm for all roads sections except crossroads and loops and
 150W/17.5kLm for loops ”Trandzament” and ”Alibegovac”.

2.2.0 LUMINAIRES AND MOUNTING


In process of luminaires selection, special care is dedicated on present column
positions and on needed technical and lighting conditions for roads and on
previously designed public lighting for the Bridge.

As it was not possible to find original detailed design for bridge lighting, all
conclusions are based on Preliminary design (from the Tender for Bridge
reconstruction) and visual inspection. From mentioned preliminary design, it is
visible that the same column height and layout is to be kept for lighting renewal

as it was before bridge destruction. Designer accepted this recommendation (to


be compatible with renewed bridge). Height of columns on left river side is 12m,
centred in bridge axle and on distance of cca 30m. Columns are zinc coated
steel columns, conical, designed for wind speed of 35m/sec (obligation for Novi
Sad). On column top it is finished with element of ”T” shape for two luminaires
carrying. By this solution, using designed luminaire, average luminance is above
2cd/m2. Chosen luminaire is similar or higher quality as ONYX2N/1419/250/-
19/110/C1 (Minel-Schreder, Beograd, Serbia, the same that is calculated for the
rest of the bridge covered by Reconstruction project), complete with tubular
height pressure sodium lamp 250W (lamp flux 33.000lm).
Luminaire is made from aluminium alloy, pressure casted and painted in
electrostatic processing with powder paint. Mirror is manufactured in fine 99.8%
aluminium, electro polished and anodic protection. Protector is manufactured of
thermal and mechanical strengthened glass with dynamic strength of IK08.
Luminaire is equipped with the system for photometric characteristic of light
distribution tuning by tuning lamp position inside mirror. Level of mechanical
protection of luminaire is IP66 Sealsafe and for control gear min. IP43.
Luminaire is equipped with mounting accessories for horizontal and vertical
mounting. Maintenance should be possible without any tools and all parts must
be secured from dropping during intervention.
Similar luminaires, but of different outer dimensions, are chosen for the section
from tunnel exit to the road for Ruma. For this section, bigger luminaires are
chosen because of longer distance between columns and to insure evenly
luminance on road surface. Existing layout of columns is accepted, but with
lower columns, the same as on the Bridge.
On loop crossroads ”Trandzament” and ”Alibegovac” height of columns is 10m,
columns are the same quality as these of 12m. Designed layout of columns is
the same as actual layout. Luminaires are the same as these on bridge
approach, but with lamps 150W. Part of these luminaires are mounted directly
on columns and part on “T” shape girders.

2.3.0 LUMINANCE
Design solutions, as visible from Section 5 CALCULATIONS are in accordance
with CIE 140/2000 “Road lighting calculation” recommendations. Defining
dominant light and technical parameters for roads is according to CIE 115/1995
“Recommendations for the lighting of roads for motor and pedestrian traffic”,

In accordance with CIE 115/95 are:

Access road to the Bridge (Axle 1), highway (Axle 1) and roads on
crossroad loops are of category M1,

Dominant parameters are: Lsr=2cd/m2, U0min=0.4, TI(%)max=10, Ulmin=0.7

By calculation, dominant parameters are:

observer 1: Lsr=3.2cd/m2, U0min=0.492, TI(%)max=6.8, Ulmin=0.768

Access roads on loops, marked as (Axle 46) are of category M2,

Dominant parameters are: Lsr=1.5cd/m2, U0min=0.4, TI(%)max=10, Ulmin=0.7

by calculation, dominant parameters are:

observer 1: Lsr=1.8cd/m2, U0min=0.515, TI(%)max=10.1, Ulmin=0.774


observer 2: Lsr=1.6cd/m2, U0min=0.528, TI(%)max=10.1, Ulmin=0.836

By comparing demanded values with calculated, it could be concluded that they


are satisfactory.

2.4.0 POWER SUPPLYING


Supplying of newly designed system is designed to be in two ways: directly from
transformer stations Miseluk and Most or via assembly blocks that are
connected on the same transformer stations. Because of the lengths, cables
PP00-4x150mm2 for assembly blocks and cables PP00-4x25mm 2 for individual
columns are adopted. On every first feeder, PVC plates with needed information
on cables and sections must be mounted.

Cables are to be laid on existing routes. In cable ditch, on 0.8m depth, on cable
girder or in PVC pipes on the Bridge (possible use of steel zinc coated pipes on
the Bridge). On crossing roads or other installations, cables are to be inserted in
existing or renewed PVC pipes 110mm properly marked.

Conclusion: Existing layout of columns and routes are to be kept as definite for
lighting renewal.

2.5.0 PROTECTION
Feeding cables for assembly blocks or lighting columns are protected against
short circuit by appropriate fuses in assembly blocks in transformer stations
Alibegovac, Miseluk and Most and in assembly blocks RB-M, RB-2 and RB-3.

Direct luminaire feeders are separately protected by a 10A fuse in every column.

Every column is earthen by conductor P30 according to JUS N.B4.901 laid along
all routes at 1m depth. On crossing points with existing lighting or crossing with

earthing of LV network, the tape is to be connected to the existing earthing tape.


Every lighting column is to be nulled by connecting PE and N conductors from
luminaire and neutral bond on connection board. On it, also screw connection for
earthing on inner column side is connected with PEN copper conductor section
16mm2, length 30cm.

2.6.0 MEASURING AND MANAGEMENT


Measuring of energy consumption is not part of this design. In all three
transformer station, measuring units are design or existing.

Management of this public lighting is designed in accordance with management


on City level. In TS “Most” command for on-off is connected with city command
centre. There is double possible regime: all or half night. From this transformer
station commands are sent to all assembly blocks for public lighting: RB-M, RB-
2 and RB-3 or in TS “Miseluk” and in TS “Alibegovac”. Command current in
every assembly block is taken from that block and after starting lamps on it’s
command, this signal is transferred to the next assembly block. In assembly
blocks RB-2 and RB-3 reduction voltage device is designed on steps to min.
175V. Reduced regime is not designed for the Bridge, so in RB-M and TS
“Miseluk” no reduction is designed.

2.7.0 REMARKS
Works are to be executed according to design drawings, bill of quantities, this
technical description and relevant regulations for this king of installations, with
quality materials, tools and qualified personnel. For every change that will result
in changing of designed solutions, contractor must contact the designer.
Connection to power source is to be arranged with authorized public department
of tne City of Novi Sad an electro distribution company.

3.0.0 TECHNICAL CONDITIONS


3.1.0 GENERAL
1. Installations works are to be performed according to conditions in this design,
drawings, state and local codes and regulations.
2. Before start of works, contractor is obliged to check all documents and if found that
certain changes should be done, consult with supervising engineer and if changes are
significant contact the designer.
3. All used materials are to be in accordance with Standards JUS for this kind of
materials.
4. Installing all elements is to be done according to descriptions in this design, bill of
quantities and all other relevant facts such as architectural solutions and positions of
all other installation present in the area.
5. Installing of elements from this design should be done in a way that will not generate
damages on other works or buildings. All damages of other works caused by the
contractor will be on his account.
6. After finishing works, contractor will perform all needed tests and measurements
according to relevant codes and to hand over all attests and measuring results to the
Client.
7. Warranty period for works carried out is two years from the day of technical
acceptance. All damages caused by pour quality of materials and equipment will be
covered by the Contractor.

3.1.1 GENERAL RECOMMENDATIONS ON CABLE LAYING


1. Cables could be laid in ground, water, and open space, through air, on girders, in
cable cannels, pipes and in closed areas.
2. Cables could be laid manually or by special cable laying equipment. During this
process all measures concerning allowed bending diameters, forces etc defined in
technical documentation and this design should be carried out.
3. Before laying cable that is on a drum, it is necessary to put the drum and appropriate
axle on suitable height to insure free rotation of the drum.
4. Cable should be taken from the drum in opposite direction to the direction marked by
arrow for drum rotation.
5. During process of cable laying it is important for the cable not to touch any hard
object and not to be bending over allowed level.
6. Cable must be carefully taken from the drum to insure that no break or other
damages appear.
7. If possible, special trailer for cable transport and laying it to be used.
8. During cable laying, contractor will follow data from manufacturer documentation
concerning minimal temperatures for cable laying. If there is need to lay cables in low
temperatures, following measures are to be carried out:
 Cable drum is to be in warm space at least 48 hours before works, or to be
heated by hot air or a king of heater from secured distance. Drum should be
rotated several times to ensure that all cable is on acceptable temperature.
 Cable could be heated with electric power via suitable transformer.
 After mentioned measures, cable is to be laid in shortest possible time.
9. Before execution of works, foreman is obliged to do following:
-if cable ends are not sealed and if cable is previously cut, to check cable by voltage
testing,
-after testing, cable ends are to be properly closed (sidle),

-to check shape of ditch before cable laying,


-to compare manufacturer attest with the plate on drum and if certificate of tests is
not present, cable is to be voltage tested.

3.1.2 CABLE LAYUING


Ground cable laying

Direct cable laying in ground ditch is recommended. Depth and width of the ditch
depends on: terrain, number of cables, dimensions of cables, cable voltage and
cable purpose.

Usual depth for cables laid in ground is as follows:


-0.8 m for cables 1, 10, 20 kV, if surface of terrain is regulated,
-1 m for cables 35 kV in case of not regulated ground surface,
-1 m for regulated terrains under roads,
-on the depth defined by urban conditions.

Cable ditch is to be dug as an open ditch. In situation on crossing other objects as


roads it is not opened. In case of manual digging, next instructions are to be
followed:
 in case of soft soil, ditch is to be protected,
 dug ground that consists of waste building material is to be separated and
changed by ordinary soil,
 in case of near underground objects, digging is to be done only manually.

If soil is chemically aggressive, it is necessary to change soil at least 20 cm


beneath the level of cable laying.

Ditch bottom is to be cleaned and levelled and sand layer of 20 cm is needed to be


executed before laying.

Cable is to be laid on ditch bottom. Curved cable shape is recommended, to insure


resistance on mechanical damages due to temperature changes.

If more than one cable is to be laid in the ditch, minimal distance between cables is
0.4 m, and next cable distances are to be followed:

Concerning cooling of cables, they should not be nearer than 7 cm, or the distance
is to be equal or greater than cable diameter.

If cables are laid manually, distance between workers should not be bigger than
3m.

It is forbidden to pull cable by motor vehicle, pulling on ground and to manipulate


the cable in a way that could damage it.

After cable laying it is obliged to carry out topographical survey and only after that,
ditch could be refilled.

Refilling is to be executed in layers of 15 to 20 cm high, and the first layer is to be of


fine soil or sand. 40 cm beneath terrain level, plastic tape with text "PAŽNjA
ENERGETSKI KABEL" (Attention energetic cable) is to be laid.

After refilling, the cable line is to be marked with appropriate signs.

Laying cables in pipes and cable pipes

Cables could be laid in different types of pipes: plastic, concrete and steel.

Applying pipe lying of cable causes worse cooling conditions and worse power
characteristics of cables.

Needed pipe dimensions in case of multiple cable laying in the same pipe is
estimated by the next formula:

Where:
D – Minimal allowed inner pipe diameter in mm,
i – number of cables in the pipe,
di – diameter of i cable in mm

If one cable is installed then:

D = d + 40

Concerning bad cooling conditions, it is not recommended to lay more than two
levels of pipes above each other.

Approaching and crossing other underground installation lines

Telecommunication cables:

Protection of telecommunication cables must be done in accordance with technical


conditions for protecting this type of cables.
Minimal horizontal distance between energetic and telecommunication cables are
as follows:
-0,3 m for cables 0.4 kV
-0,5 m for cables 1 kV

In case this distance is not possible, energetic cables must be mounted in cable
pipes.

Laying energetic cables over telecommunication cables is forbidden.

Minimal angle between telecommunication and energetic cables on crossing spot is


45 degrees.

Vertical distance should be more than 50 cm.

Water and sewer installations:

Minimal horizontal and vertical distance is 50 cm.

Laying energetic cables over water and sewer pipes is forbidden.

Gas pipelines:

At gas pipelines crossing, recommendations from gas distributor should be


followed.

Energetic cables:

On crossing places with other energetic cables, minimal cable distance should be
more than 20 cm.

3.2.0 SUPPLYING AND MOUNTING ASSEMBLY BOCKS

Assembly blocks should be supplied completely finished, tested and with all
equipment mounted in accordance to this design.

During manufacturing of assembly blocks following are to be fulfilled:

 LV blocks have to be manufactured and tested according to JUS N.K5.503;


 Inside block elements must insure easy approach and maintenance;
 Block itself and all components inside to be properly marked in accordance
to this design;
 Equipment and wiring to be done in a way that will eliminate negative
influence between them;
 Insulated conductors must have insulated level according to nominal voltage
they are designed for;
 Cables and conductors must be marked on both connection ends;
 Cable colours must follow relevant regulations;
 Cables to be tightened not to influence contact places.

All needed tests are to be carried out in presence of the Client, primary to delivery.

All blocks will be delivered with appropriate attest documentation and test protocols.

Primer to mounting, functional testing is to be carried out.

Blocks must be mounted on previously designed places in accordance to this


design.

Casing of assembly blocks must be connected to earthing.

4.0.0 ANNEX ON DANGERS AND LABOUR


PROTECTION MEASURES DURING
EXPLOATATION PERIOD

4.1.0 DANGERS CONNECTED TO ELECTRIC LIGHTING


INSTALLATIONS
During exploitation of electro energetic installations, following dangers could appear:
- short circuit danger
- indirect touching (contact)
- overloading
- influence of humidity, water and dust
- direct contact with parts under voltage
- dark areas

4.2.0 MEASURES TO BE TAKEN TO ELIMINATE DANGERS


OF ELECTRIC LIGHTING INSTALLATIONS
- Short circuit protection is achieved by adequate fuses and good design of
electric equipment.
- Indirect contact protection is achieved according to Lit No 3. Protective
conductors coloured in yellow-green are to be used according to JUS
N.C0.010.
- Direct contact danger is avoided by choosing adequate equipment and by
applying adequate protective measures.
- Protection against humidity, water and dust is achieved by choosing
adequate equipment in accordance to conditions in situ.
- Light intensity is secured by choosing adequate luminaires in accordance to
recommendations CIE 115/95.

4.3.0 CONCLUSION
Annex on dangers and protective measures are in accordance to Lit No 12.

5.2.0 COORDINATION IN PROTECTION AGAINS


OVERLOADING AND SHORT CIRCUIT

In LV networks and in building installations, protective measures against


overloading and short circuits have to be carried out by appropriate security
equipment (JUS N.B2.743).

Protective equipment have to cut off the power of overloading before presence
of high temperatures that could damage insulation coat, connections or
environment. Working characteristic of protective apparatus must be in
accordance with:

Where:

IB - current intensity for which electric circuit is designed for


Iz - permanent acceptable intensity
In - nominal fuse intensity
I2 - current intensity suitable for secured work of fuse (melting intensity that
insures secured work of fuse)

In this case, permanent acceptable current intensity according to tables 4,11 and
14 - JUS N.B2.752 and JUS N.E5.210 are:

cable PP00 3x2.5mm2 – Iz = 23A; I2 = 1.6xIn = 1.6x10 = 16 < 1.45x23=33.35


cable PP00 4x6mm2 – Iz = 40A; I2 = 1.6xIn = 1.6x16 = 25.6 < 1.45x40=58

5.4.0 CHECKING EFFICIENCY OF PROTECTION AGAINST


CONTACT WITH DANGEROUS VOLTAGE - NULLING
Checking will be carried out for most dangerous short circuit loop. That is the
loop on line TS – the last lamp.
According to lit.No.3: "In LV cable of network are nulled ...metal columns for
public lighting... " Conditions for secured protection are given the same Code,
Par 11 and Par. 12.

high-pressure sodium tubular lamp 150W
(lamp flux = 17.500lm/16000 hours), in
compensated connection. Luminaire is
