1. INTRODUCTION:

General

M/s HPCL-Mittal Pipelines Ltd. (HMPL) is setting up a grass root refinery complex at
Bathinda in the state of Punjab. For this purpose, the crude oil will be received at Crude
Oil Terminal (COT) through SPM system via 48” offshore/ onshore pipeline of M/s
HMPL. A cross-country onshore pipeline approximately 1014 km long (424 km of 28” NB
and 590 km of 30” NB) for transportation of crude oil is proposed from COT to the receipt
terminal location at Bathinda, Punjab. The crude oil pipeline will pass through the assets
of Gujarat, Rajasthan and Harnaya.

Following facilities envisaged are a part of crude oil offloading & transportation.

(a) Single Point Mooring (SPM) terminal for handling very large crude carriers (VLCC)
near Mundra, Gujarat and associated 48” offshore pipeline from SPM to Land Fall
Point (LFP).( HMPL awarded this scope of work to VMML)
(b) Onshore pipeline of size 48” dia., from LFP to COT.
(c) Onshore Crude Oil Terminal (COT) including crude blending facilities at Mundra,
Gujarat.
(d) Cross-country pipeline (28” & 30” NB) approximately 1014 km from COT to Refinery
at Bathinda including dispatch and intermediate pumping stations, intermediate
pigging station and associated facilities.

5. RESPONSIBILITIES
This procedure shall be followed by all concerned personnel onboard pipe lay barge,
and all marine units involved. Specific responsibilities being as follows:

5.1 Barge Superintendent

The Barge Superintendent is responsible for the following activities:


a. Responsible for Barge movement in the field after obtaining necessary permits.

b. Responsible for implementation of Barge Management Manual.

c. Responsible for implementation of Company Quality & HSE requirement to ensure that
all personnel onboard follow Quality & HSE requirements.
d. Monitoring of progress of Barge Project Scope of Work.

e. Ensuring that all supervisory personnel have attended a project familiarisation and
HSE briefing prior to commencement of works.

f. Coordination with the General Contractors, Manager Operation and Field Engineer for
smooth execution of project.

5.2 Chief Engineer

The Chief Engineer is responsible for the following activities:

a. Overall in-charge of the Engine room department and in particular responsible to


ensure all equipments are made available in good condition required for this activity.

b. Reporting to the Barge Superintendent and Company management about the status of
all equipments on the Barge, their up keep & overall function of the department and
associated marine units.

c. Ensure periodic maintenance and availability of spares & consumables mainly for
equipment and machinery as mentioned in this procedure.

d. Planning and scheduling all technical crew activities for the up-keep of the Barge
equipments.

5.3 Field Engineer

The Field Engineer is responsible for the following activities:

a. Liasing with shore base, Barge management and Company representatives to ensure
that the requirements of Company Specifications and Contract are followed while
executing each activity of this project.

b. Completion of on site Technical Queries and Operational Requests as required during


buckle operations.

c. Ensure that operation is done in accordance with relevant procedure documents and
standards.
d. As the Field Engineer is the overall in-charge, he is authorised to adjust execution
methodology to suit actual site condition in coordination with VMML base and general
contractor representatives.
e. The Field Engineer will prepare the Buckle detection Report.
f. Prepare and obtain from Company approval of Daily Progress Report and carry out
other daily correspondence and issue DPR & other correspondence to VMML base.
g. Responsible to prepare all As-built Sketches / Drawings and to obtain completion
certificates duly approved by Company/Client Representative onboard.

5.4 Barge Foreman

The Barge Foreman reports directly to the Superintendent.


Responsibilities include:
a. Ensuring all tasks is carried out in a safe and efficient manner during his shift.
b. Ensure safe and proper operation of Plant and Equipment during his shift, especially
the crane.

c. Maintaining proper house keeping & general maintenance of the Barge Deck

d. Implement and follow permit to work system onboard.

e. To arrange tool box meeting before starting the job in co-ordination with safety officer.
f. Assisting the Field Engineer in the collection of data for Records.

5.6 HSE Officer


The HSE Officer reports to the Barge Superintendent; but has a direct link with the
Project Manager through Field Engineer and is responsible for the safety of all
activities on the project.

The primary responsibilities of the HSE Officer are:

a. Provide advice on HSE matters to the VMML Project team.


b. Periodic HSE inspection of the equipment before operational use.
c. Distribution and control of all operations reference books, safety notices and technical
data affecting HSE.
d. Establishment and maintenance of effective emergency procedures.

e. Advise site team on the occupational health and hygiene issues and raise the
occupational health awareness of the employees on the project.

f. Identify hazards at worksites and suggest preventive measures.


g. Ensure that the PPE is fit for the purpose, to the standards and adequate.

h. Ensure that the environmental guidelines on the project are adhered to.
i. Ensure proper waste management procedures are followed.

j. Investigate all near misses and accidents and suggest corrective actions to prevent re-
occurrence.

k. Collect and compile HSE data and communicate findings to the VMML management.

l. Assist in conducting risk assessments on board.

m. Provide topics for the toolbox talks and monitor/ record the same.

n. Ensure salient features of General Contractor’s safety requirements relevant to the


place of work are understood and adhered to all personnel, when ever working in such
area.

6. DESCRIPTION

6.3 Buoy Installation

i. SBMA will supply the SPM at KANDLA Port on their own vessel and with their
own crane they will lift the SBM and put it in water. As per SBMA Installation
guidelines, VMML will tow the SPM, from Kandla Port to the Site installation as

per Drawing no. DSM81013, either by the mean of stud chain link with a IWRC
6x37.
ii. The barge is set up a few meters from the buoy center coordinates. Then slowly
moved into location on its own anchors such that buoy coordinates given above
coincides with the port mid ship of the barge. Orientation of the barge is also
adjusted considering prevailing sea and wind conditions.
iii. The Buoy is now moved in by one of the anchor handling tugs and moored to
port side of the barge such that buoy center line is in line with its coordinates. A
rubber fender or adequate protection is provided between barge & buoy to
ensure no damage occurs to the buoy while alongside the barge.
iv. Preparations are done on the buoy to connect the anchor chains. Turn-table
position is checked to confirm access is available to approach all 6 mooring
chains. Note that diving superintendent will make sure that the turntable is
secured before starting Diving Operations. Each chain hawse will be pre-rigged
with a suitable wire rope sling, one end of which passes through the chain
hawse to connect a specific chain leg being held on the barge deck.
v. Considering prevailing sea conditions, the first anchor chain leg is prepared for
installation. A chain link about 20 m from the chain end is connected by wire
rope sling to main hook of the barge crane or deck crane.
vi. One end of the pre-rigged wire rope sling through the chain hawse is connected
to the chain end link while other end is connected to auxiliary hook of the barge
crane.
vii. The barge crane auxiliary hook is hauled until the pre-marked link is in the chain
hawse and can be harnessed by the chain stopper.
viii. Next chain to be connected will be the diametrically opposite chain to the first
one connected. Balance two pairs of chains are also connected the same way
as mentioned above. Sequence of installation is decided with relevance to
prevailing sea & wind conditions.
ix. Once all six chains are connected, position of the buoy is inspected by the
Superintendent, Field Engineer, Surveyor, SBM Atlantia rep. and Client rep.
onboard. The buoy position will also be checked in relation to the Buoy
theoretical center (coordinates) and with PLEM orientation.

x. The inclination of the chain shall be measured with a chain angle indicator
provided by SBM Atlantia. Three measurements shall be obtained and the
average measured value shall be within the prescribed chain angle tolerance. If
necessary, adjustments will be made to the chain length to position the buoy on
its location, within the positioning tolerance with correct pre-tension angle set for
the actual water depth.
xi. Buoy offset relative to design position, environmental data such as water depth,
tide, buoy draft etc. number of chain links to be adjusted, attain required chain
angle (within tolerance) shall be computed for each chain with technical
assistance from SBMA representative onboard.
xii. The chain to be adjusted will be rigged and connected to barge crane, hauling in
or paying out will depend on the type of chain stopper provided by the buoy
manufacturer.
xiii. The same operation shall be repeated for each chain. Chain angle
measurements will be re-taken and final data compared with design
requirements. If deemed necessary, additional chain adjustment may be done.
xiv. Survey of final Buoy position is done by lowering a plumb weight from the center
of under-buoy to check Buoy / PLEM offset is within the required tolerance
between SPM Buoy Centre and PLEM Underbuoy hose connection. This has to
be performed at slack tide using a heavy deadweight and small steel wire.
xv. On completion of adjustments Buoy position shall be checked to be within
tolerance of 1 meter between SPM Buoy Centre and PLEM Underbuoy hose
connection, which shall be computed by SBMA rep. & surveyors onboard
considering Barge position. Excess length of chain from each Anchor leg is
then cut off leaving no more than 5m above the chain stopper. Cut lengths are
recovered to barge.
xvi. During the buoy installation period, the spool pipes must be installed before
installing the sub-sea hoses.
xvii. Limiting sea state for SPM Buoy installation and transportation will be as per
SBMA installation manual.
xviii. Client acceptance is obtained for the “Buoy Installation” works.

6.4 Hawser Installation


6.4.1 Equipment and Materials:

As per the SBM Atlantia drawing no. DSM86011, VMML shall supply :
Wrenches for heavy duty rope shackle nuts

Wire ropes and PP ropes to handle chafe chain


Rigging materials for lifting operations
6.4.2 Installation

The crane will land the chafe chain assemblies on the mooring arm
platform.

The chafe chain will be connected to the load pin shackle mooring arm
padeyes.
Position the hawser thimble shackles on the platform in their jaw ends
ready to receive the thimbles.

The light crane will pass over each thimble while keeping a good slack in
the hawser.
Pull each thimble into its shackle and install pin, nuts, and nut locking
pins.

Payout the hawser assemblies from the barge while moving away from
the buoy.
