1 General
First Solar and Orascom are under process to award to contract for the turnkey supply of a photovoltaic
power plant for Benban – Kom Ombo Power Generation. The Solar Plant will consist of solar modules,
steel post foundations, steel mounting structures, harnesses, combiner boxes, inverters, transformers,
cabling, switchgear and ancillary equipment. Plant will connect to a new 22 kV / 220 kV Benban
Substation No 1 by EETC. The plant construction will begin in 2016.

1.1 Objective
This document covers the requirements for, detailed Electrical Design Engineering and Permitting
services for the project named above. All designs shall be consistent with this specification, attachments,
all laws and applicable standards including, without limitation the applicable codes and local
government requirements. The scope required is generally described as follows:

1.1.1 Engineer shall develop a Permitting Matrix defining the regulatory authorizations required for
the construction of the PV plant, including the timelines and documents required for submittal.

1.1.2 Engineer shall prepare and process a request for Egyptian Code based on actual weather data for
the area. This shall be the first task required of the Engineer on the project.

1.1.3 Engineer shall identify all design documents (e.g. drawings, calculations, etc.) that are required
to be certified by registered Egyptian authorities. Engineer shall review, comment and certify
all such drawings.

1.1.4 Engineer shall utilize Contractor’s Basic Design Package, defined later herein, to develop the
complete electrical design and construction package for the project.

This section lists and comments on attachments to this Scope of Work. Engineer is expected and
encouraged to reference local standards as applicable. Unless noted otherwise, these attachments are
integral to the scope and requirements of this specification.

1.3 Definitions
Capitalized terms used but not defined herein have the meaning ascribed to such terms in the agreement.
Agreement documentary conventions apply.

“Constructor” shall mean the OC Company selected to install the project.

“Contractor” shall mean First Solar/OC consortium

“DC” or “dc” means direct current

“DOR” means Division of Engineering Responsibilities

“Engineer” means Contracted Engineering Firm performing the scope of

work specified herein

“FS” means First Solar


“Hz” means hertz.

“IFC” means Issued for Construction

“kA” means kilo amperes.

“kV” means kilovolts.

“MW” means megawatts.

“Owner” shall mean New & Renewable Energy Authority (NREA)

“Plant” means Benban – Kom Ombo Solar Power Station– 60.8 MWdc Photovoltaic Power Plant.

“PLC” mean programmable logic controllers.

“POI” or “Point of Interconnection” means the point of interconnection which defines the location of
the physical electrical interconnection to the Transmission Provider.

“Project” means the turnkey Solar Power Station – Photovoltaic Power Plant.

“RFQ” means Request for Quotation

“Works” means all works required to construct and connect the complete PV Plant, and to operate and
maintain the PV Plant. This includes the PV array, and all associated works (civil, electrical, structural,
SCADA, etc.). Also referred to as the Project.

1.4 Quotation Terms


The Engineer shall prepare a proposal in response to this RFQ at their own expense.

1.4.1 Clearly define any clarifications and assumptions that are included in your proposal.

1.4.2 Engineer shall provide a firm quotation for the scope of work specified herein as follows:

1.4.3 The bidder shall price this scope of work on a lump sum basis and provide a cost break down per
scope package, e.g. electrical design, Review and Certification, Permitting, etc. Proposal shall be
priced to fullest extent practical on a fixed fee basis.
1.4.4 Proposal shall clearly and completely identify any tasks or deliverables which are excluded from
its scope of work.

1.4.5 Provide rate sheet for time and material work, as may be required and determined necessary by
Contractor.

1.4.6 Please clearly define the deliverables and which, if any, are priced on a time and material basis.

1.4.7 All engineering work prepared by the Engineer shall remain the property of contractor.
2 Project Description

2.1 Project Data

2.1.4 Owner’s Engineer: ?

2.1.5 Plant Location: 24.42 ° N, 32.72 ° E

2.1.6 Plant Elevation: 145 m

2.1.7 Photovoltaic System Parameters:

 53.56 MWac Nameplate Capacity (Nominal Output)

 60.80 MWdc Nameplate Capacity (Nominal Output)

 28 - 1.913 kVA Inverters (1500 Vdc x 608 Vac)

 14 - 4 MVA Transformers (608 V x 22 kV)

 1 - 22 kV Medium Voltage Switchgear


3 Engineer’s Scope of Services
Engineer shall provide the engineering, design, permitting support activities as described below. It shall
be the Contractor’s right to add or replace tasks as necessary.

3.1 General
Engineer shall participate in an orientation phase. This is intended to synchronize the project with local
standards, install the engineer-of-record as needed, and let the Team develop a report. This list
encompasses activities that span the entire contract engagement, from orientation and design through
construction and project closeout. The following items will typically be required to accomplish this:

3.1.1 Participate in a Project Kick-Off Meeting and review the project requirements.

 Review the Contractor provided design basis, basic engineering drawings, and specifications
For adequacy in Electrical design. Identify missing information, if any, to complete the assigned
scope of work.

 Review “Division of Engineering Responsibilities– Contractor / Engineer” (attached) delineates


the documents that will be developed by Contractor.

3.1.2 Review vendor supplied documentation as directed by the Contractor.

3.1.3 Review the Contractor provided basic engineering drawings, calculations and specifications for
technical adequacy and for compliance with the applicable codes, standards, and regulations.

3.1.4 Comply with Contractor specifications, requirements etc. for the execution of the Plant design.

3.1.5 Permit full access for the WORKS and Provide permit expediting services as required to obtain
construction permits.

3.1.6 Use the Contractor designated document management system to issue technical
documentation.

3.1.7 Rearrange/redraft the Contractor provided drawings under the Engineer’s title block if required
to comply with permit application submittal requirements.

3.1.8 Modify design plans to address any and all comments by a 3rd Party review of the drawing set.
3.2 Communications and Meetings
Engineer shall communicate with the Contractor and Project Team as needed in a timely manner. This
list encompasses the entire contract engagement, from orientation and design through construction and
project closeout. The following items will typically be required to accomplish this:

3.2.1 Participate in Periodic Conference Calls with the Contractor’s design team.

3.2.2 Engineer shall appoint a Project Manager to be the single point of contact for the project.
Coordinate with Contractor’s Project Engineer as required.

3.2.3 Engineer shall allow a minimum of 5 business days for each review by the Contractor.

3.2.4 Project Meetings will be held as deemed appropriate by Contractor and or requested by
Engineer.

3.2.5 Engineer shall develop issue and maintain a two week Look-Ahead schedule and an Engineer’s
Document List with the latest drawing titles, revision numbers and document issue dates for its
deliverables. The attached Document List [Attachment F] is a preliminary document that
estimates the number of drawings required. Notwithstanding the number of drawings,
Engineer’s scope of work shall encompass development of documentation to cover its scope of
work.

3.2.6 Review the relevant Minutes of Minutes, RFIs etc. issued by Owner or Owner’s Engineer that
impact the quality and design requirements of the Plant

3.2.7 Represent the Contractor on technical matters, as required and requested by Contractor, at
meetings with Owner or Owner’s Engineer.

3.2.8 Engineer shall be available to answer questions concerning technical aspects of the Works when
requested by Contractor. The Engineer shall be available for consultation with Contractor and
Owners personnel both by telephone and in person at places designated by Contractor. When
requested by Contractor, the Engineer will attend pre-bid and pre-construction meetings, make
site visits as necessary to review specific construction issues, check Constructor proposed plan
deviations/ field fixes and assist Contractor with a recommended course of actions.

3.2.9 Answer Request for information (RFI) received from equipment suppliers and Constructor
pertaining to the design.

3.2.10 Engineer shall prepare monthly progress reports to monitor project costs and schedule.
3.2.11 Project Documentation and Communications shall be in English; however, the Engineer should
anticipate that some translation from Arabic will be necessary from time to time.

3.3 Engineering Phase Deliverables

3.3.2 The electrical Work shall comply with the requirements of this specification as, as well as all
other requirements of the Statement of Work and Attachments. Scope for the electrical system
includes (see attached Division of Engineering Responsibilities),
But not necessarily limited to, the following:
 Review of PV Modules
 Review of DC Cabling (Wiring harnesses, DC Feeders, etc.)
 Review of Combiner Boxes
 Review of DC Protection and Isolation
 Review of PCS (inverter(s), Transformer(s), switchgear)
 Backup power systems
 Auxiliary Power System
 MV AC cabling
 PVCS
 Grounding System including fence grounding
 Lightning and Circuit Protection
 Review of Tracker control system components

3.3.3 Complete the detailed electrical design of the Photovoltaic Power Plant including, but not
limited to, the following:
 Electrical engineering as identified by Contractor (see attached Division of
Engineering Responsibilities)
 Instrumentation and Controls engineering as identified by Contractor (see attached
Division of Engineering Responsibilities)
 Site telecommunication and surveillance and security systems design by FS shall be
integrated into overall electrical design

3.3.4 Perform electrical calculations required for Design and permitting or as directed by the
Contractor, which may include but not be limited to:
 Protective Device Coordination Study (Relay Settings for Protection)
 Earthing / Grounding Study
 Cable Ampacity Study
 Arc Flash Study (AC & DC)- If required.
 Protection Control Philosophy (includes interlocking if required)
3.3.5 Engineer shall develop and maintain the Permitting Matrix and revise it as needed to identify
any additional permit required to install and operate the PV plant.
 Permitting Matrix shall be developed and issued within three weeks of receiving
notice to proceed on project.
 Engineer shall identify submittal requirements for the permit, and associated
approval time frame from application submittal.
 Prepare and issue permit application packages as required to obtain construction
permits for the Project.
 Environmental permits should already be in-place. The permits and EIA/EIR/CUP
may be provided to Engineer.
 Modify design plans to address any and all comments generated during the
Permitting review of the drawings.

3.3.6 Attend factory acceptance tests as requested by Contractor (Engineer will be compensated on
“time and material” basis for this activity using rate structure in his contract).

3.3.7 Provide field engineering support during installation and testing (preparation, review, and
approval of engineering design changes).
 The Engineer shall ensure any design changes proposed by the Constructor will not
have an adverse influence on the performance of the photovoltaic system.
 Prepare responses to RFIs received from equipment suppliers and Constructor.

3.3.8 Upon construction completion, the Engineer shall prepare and submit to the Owner a set of ‘As-
built” CAD drawings based on site field verification and constructor mark-ups and submit as
follows:
 Record Drawings based on as-built drawings submitted by the Constructor showing
all areas and items constructed differently than shown on design documents. In
addition, Consultant shall provide a letter certifying compliance of Record/As-Built
drawings with applicable codes and standards.

3.3.9 Submit electronic (PDF and AutoCAD) files to the Contractor as requested.
4 Contractor Scope of Services
Contractor will supply the following items and services:

4.1.1 Development of Basic Electrical Design package.

4.1.2 Project design documentation and records for the project (See attached Document List).

4.1.3 Management of allied consultants, including but not limited to electrical, structural,
geotechnical, and surveying.

4.1.4 Review and approval of Engineer’s design. Such review and approval in no way relieves the
Engineer from total responsibility of engineering and design to local codes and standards.

4.1.5 Be responsible for obtaining any relevant approvals and reaching any relevant agreements
required with Authorities and third parties in relation to access, where not explicitly agreed to as
within the Engineer’s scope.

4.1.6 Provide site supervision services, as required, by the local authorities to comply with the local
permit requirements including field engineering support during installation and testing including
preparation, review, and approval of engineering design changes. However, Engineer shall
review and ensure any design changes proposed by the Constructor will not have an adverse
influence on the performance of the photovoltaic system.
