SPECI limits are defined in the METAR.rti configuration file


For TNCC the limits are defined as

Wind = 1,60,10,10,15,10
Visibility = 1,800,1500,3000,5000
RVR = 1,150,350,600,800
PXOn = 1
Sky = 1,100,200,500,1000,1500
TDP = 1,2

The first number in each list item is the enable.


0 = the item is disabled
1 = the item is enabled

WIND

SPECI are generated by the Wind parameter when one of the following conditions occur:

a) when the mean surface wind direction has changed by (A) or more from that given in the
latest report, the mean speed before and/or after the change being (B) or more;
(A) normal value = 60°
(B) normal value = 10KT

b) when the mean surface wind speed has changed by (C) or more from that
given in the latest report;
(C) normal value = 10KT

c) when the variation from the mean surface wind speed (gusts) has increased by (E) or more
from that given in the latest report, the mean speed before and/or after the
change being (D) or more;
(D) normal value = 15KT
(E) normal value = 10KT

d) when the wind changes through values of operational significance. The threshold values
should be established by the meteorological authority in consultation with the appropriate
ATS authority and operators concerned, taking into account changes in the wind which
would:
1) require a change in runway(s) in use; and
2) indicate that the runway tailwind and cross wind components have changed
through values representing the main operating limits for typical aircraft operating
at the aerodrome;

VISIBILITY
e) when the visibility is improving and changes to or passes through one or more of the
following values, or when the visibility is deteriorating and passes through one or more of
the following values: (A), (B), (C)
1) (A), (B), (C) Normal values = 800, 1500 or 3000 m;
2) (D) in cases where significant numbers of flights are operated in accordance with the visual
flight rules;
(D) Normal value = 5000 m,

RVR
f) when the runway visual range is improving and changes to or passes through one or more
of the following values, or when the runway visual range is deteriorating and passes
through one or more of the following values: : (A), (B), (C), (D)
: (A), (B), (C), (D) Normal value = 150, 350, 600 or 800 m

PRESENT WEATHER
g) when the onset, cessation or change in intensity of the following weather phenomena or
combination thereof occurs:
• freezing precipitation
• freezing fog
• moderate or heavy precipitation (including showers thereof)
• low drifting dust, sand or snow
• blowing dust, sand or snow (including snowstorm)
• duststorm
• sandstorm
• thunderstorm (with or without precipitation)
• squall
• funnel cloud (tornado or waterspout);
This means any of combination ot the following

BLDU, BLSN, BLSA
DS, SS, TS, SQ, FC

CLOUDS
h) when the height of base of the lowest cloud layer of BKN or OVC extent is lifting and
changes to or passes through one or more of the following values, or when the height of
base of the lowest cloud layer of BKN or OVC extent is lowering and passes through one or
more of the following values: (A), (B), (C), (D), (E)
1) (A), (B), (C), (D) Normal values = 100,’ 200’, 500’,1000’ (30, 60, 150 or 300 m)
2) (E) Normal value = 1500’ (450m) in cases where significant numbers of flights are operated in
accordance with the visual flight rules;

i) when the amount of a cloud layer below (E) changes:


1) from SKC, FEW or SCT to BKN or OVC; or
2) from BKN or OVC to SKC, FEW or SCT;

j) when the sky is obscured and the vertical visibility is improving and changes to or passes
through one or more of the following values, or when the vertical visibility is deteriorating
and passes through one or more of the following values: : (A), (B), (C), (D)

TEMPERATURE
k) an increase in air temperature of (A)2°C or more from that given in the latest report, or an
alternative threshold value as agreed between the meteorological authority, the
appropriate ATS authority and operators concerned;
(A) Normal value = 2°C

Note that, in the SPECI audit record, the event that generated the observation (a ~ k) is indicated
in the clause column.

Generating SPECI

0 SPECI can only be generated 10 minutes after the previous observation.


1 In the autit, the parameter identifier is written next to the parameter name (Wind(16)) for
easier identification in the data file
