PRE-INAUGURAL SESSION

INTRO SPEECH 1. Respected guest of honor, distinguished guests, invited dignitaries


and delegates….a very Good morning and a warm welcome to the
Regional Conference on Good Governance Initiatives- focus on
Aspirational Districts. We are very happy to receive you all here on
day 1 of the conference and thank each one of you for your esteemed
presence.

ABT THE CONFERENCE 2. Ladies and gentleman, over these 2 days, this conference, organized
by IMG on behalf of DARPG (Dept. of Administrative Reforms and Public Grievances),
Govt. of India and Govt. of Kerala, would attempt to disseminate the
good governance practices and initiatives from various states in
India. This forum would provide you plenty of opportunities to
showcase the new good governance initiatives along with the well-
recognized ones, to discuss them, and to share the knowledge and
insights. We are privileged to have in attendance so many distinguished
experts and delegates from over 9 states and 5 UTs, representing the
western & southern India. With such a diverse & dynamic
representation amidst us, we are sure that your knowledge,
experience and expertise will provide important insights on good
governance initiatives.

With this note, we can’t further wait, but kick start our sessions.

3. To begin with our pre-inaugural session, and to acquaint you to this
2 day conference, it’s theme and objective, we have a special
dignitary with us and it’s my privilege to introduce him to the
gathering.
Shri V Srinivas a) Shri. V.Srinivas, Additional Secretary, Dept. of Administrative
Reforms and Public Grievances, Govt. of India is an IAS officer of
1989 batch. Prior to this, he served as the Chairman, Rajasthan
Tax Board with additional charge of Chairman, Board of
Revenue, Rajasthan. Among various other roles, he has served
as the
- Adviser to Executive Director, International Monetary Fund,
-Deputy Director (Administration), AIIMS,
-Joint Secretary, Ministry of Textiles and Ministry of Culture Govt of
India,
-Deputy Secretary, Ministry of Petroleum,
-Director General, National Archives of India
-and as the District Collector at Jodhpur and Pali
He is known for his inspiring and informative orations in his areas of
interests like public finance and planning. He has conferred numerous
awards and recognitions. Nomination for the Prime Minister’s Award
for Excellence in Public Administration for Digital AIIMS Project 2017,
AIIMS Leadership Excellence Award by Health Minister and Minister
for Urban Development are a few to mention.

So, without further ado, ladies and gentleman, please join me to


welcome to the stage, Shri.V.Srinivas, Additional Secretary, DARPG,
Govt. of India.

b) Next, to brief about the sessions, we have with us Dr. R. Ram Mohan,
Dr. R.Ram Mohan
Professor at IMG Thiruvananthapuram.
He has partnered with Dept. of Administrative Reforms and Public
Grievances in many innovative and path breaking research
initiatives including development of Competency Framework for
civil servants and has also undertaken several action research
projects of relevance to the realm of Good governance and
administrative reforms. He is the State Nodal Officer for this
regional conference.

INAUGURAL SESSION
INTRO Our inaugural session would commence by 11:30 am as soon as our
guest of honor arrives the venue. Before we begin, I’d like to take a few
moments in introducing to you, our esteemed panel of luminaries who
will be on the dais during our inaugural session.

ABT DIGNITARIES
Hon’ble Governor The Guest of honor for the day is Hon’ble Governor of Kerala, Retd.
Justice. P. Sathasivam.
A venerable personality, Shri Retd. Justice P Sathasivam, has
dominated the legal firmament for over decades. He has to his credit
several path breaking judgments and certain electoral reforms like
Nota, Paper trail etc owes to his decisions. From being an Additional
Govt Pleader to the post as the judge of Supreme Court in 2007 and as
the 40th Chief Justice of India in 2013, it was his great zeal and
patriotism along with hard work and positive attitude that has led
hon’ble Governor to this esteemed position. He, who assumed the
office as the 23rd Governor of Kerala, holds the credit of being the first
former Chief Justice of Supreme court to be appointed as the Governor
of a State. Hon’ble Governor has also pioneered the quality
improvement drive in higher education in State, by institutionalizing
Chancellor’s Award for the best university.
Shri. Tom Jose The presidential address will be delivered by Shri. Tom Jose, Chief
Secretary, Government of Kerala.
Shri. Tom Jose, with 35 years of administrative, managerial and
diplomatic experience at the state, national and international levels,
has held an array of positions of increasing responsibilities. The 1984
IAS batch officer began his career as the Sub collector of Thrissur and
since then, has held various important portfolios, both at the State and
Central levels. He has served as the first Director of Air, in the Defense
Ministry during 1999-2004. Subsequently, he also served as the Chief
Coordinator for the Military and Technical Corporation between India
and Russia. In the state, he served as the Principal Secretary of Public
Works Department, the first Managing Director of our prestigious
Kochi Metro Rail Ltd and also as the Managing Director of Kerala State
Industrial Development Corporation among others.

Shri. K. V. Eapen
We have our Keynote speaker, Shri. K. V. Eapen, presently the
Secretary to Government of India, Dept. of Administrative Reforms and
Public Grievances and Department of Pension and Pensioner’s
Welfare, Ministry of Personnel, Public Grievances and Pensions.
Shri. K.V. Eapen is a senior officer of Indian Administrative Services
with 35 years’ experience in public service. He was the Additional Chief
Secretary of Assam and was also the Chief Coordinator for the
implementation of the Sustainable Development Goals in Assam. He
has also been the
-Joint Secretary (Banking Administration), Dept. of Financial
Services, Ministry of Finance,
-Director, Dept. of Commerce, Ministry of Commerce and Industries,
-Director (Vigilance), Dept. of Personnel and Training, Govt. of India.
Shri. Eapen held significant international portfolio as the Senior
Adviser to the Executive Director, International Monetary Fund,
representing India in the G20 International Financial Architecture
Working Group and as the Alternate Deputy in the International
Monetary and Financial Committee of IMF.

Shri. K. Jayakumar, Director, Institute of Management in Government


Shri. K. Jayakumar
will formally welcome these eminent invitees.
To introduce to the gathering, Shri. K. Jayakumar, former Chief
Secretary to Govt of Kerala, began his career as a lecturer in the
University of Kerala. He joined the Indian Administrative Service in
1978 and thereafter this senior IAS officer has been in charge of
several distinguished roles. He served as the District Collector of
Kozhikode, the Director of Tourism Department, Govt. of Kerala, and
has been the Secretary for various departments; General Education
and Devaswom to name a few. He has also rendered his service as the
Joint Secretary, Ministry of Culture, Government of India. He was the
Additional Chief Secretary, Ministry of Home Affairs and was as Chief
Secretary, Government of Kerala, when he finally retired from service
in 2012. Apart from being a civil servant, Mr. Jayakumar is a noted
author, poet, translator, lyricist, artist, and scriptwriter who gave the
Kerala’s top bureaucrat’s post an aura of the artistic and the literary.

Now, that was the profiles of our eminent panel for the inaugural
session.

LAMP LIGHTING Light and brightness has always been equated with positivity. To start

To do the honors, may I humbly request, our guest of honor, the

INTRO
Shri.S.M Vijayanand I take the previlage of inviting the 1 speaker of this conference, the most

respected Former Chief Secretary of Kerala, Shri S.M.Vijayanand. He was also


the Former Secretary (Panchayati Raj), Govt of India. Besides serving as the
Member Secretary of the Sen committee on Democratic Decentralisation, he
was also the Member of 2nd and 4th Finance commission of Kerala and the 3rd
Administrative reforms panel of the state. Proudly adding to this, that
Institute of Management in Government has been under his able leadership,
whem he served as it’s Director General and President. Currently he is
Chairman, Centre for Management Development, Thiruvananthapuram.

from Kerala”

Prof.(Dr.) Rajagoplan Next we have with us, an ingenious innovator, a perseverant scientist and a
Vasudevan passionate teacher; Prof.(Dr.) Rajagoplan Vasudevan. He is the Dean,
Thiagrajar College of Engineering, Madurai and a Chemistry expert. The
‘Plastic Man of India’, as he is known, is the master brain who offered the
simplest solution to India’s intricate problmes of plastic waste management
and deplorable public roads. Prof. R Vasudevan developed a project of
converting and reusing plastic waste to make cost effective & durable all-
weather roads. Recognizing this innovation, Govt of India awarded him with
Padma Shri this year. Our distinguished speaker to present on the topic “Beat
plastic pollution”.

Dr. Jaya S Anand Dr. Jaya S Anand is the senior professor of Institute of Management in Govt,
Thiruvananthapuram. She pioneered many research projects of relevance
including the project on Capacity building for access to Information
partnered by UNDP & Govt of India. She is an experienced academician with
active involvement in research initiatives. Her areas of interest include Right
to Information and Right to Services Act, Administrative reforms &
governance and Rural Development among many others. Today she presents
on the topic Citizen Satisfaction on Public distribution system in Kerala.

Shri K. Veera Raghava Rao, District collector, representing Ramanathapuram


Shri K.Veera Raghava Rao
Dist., Tamil Nadu. He was a 2007 batch IAS officer who has served as District
Collector in Tiruvallur & Madurai districts. He was also the City
commissioner, Thrichirrapalli Corporation. He was awarded ECI National
Award for the Best electoral practices in creating voters education and
electoral participation in Madurai district from the hon’ble President of
India. He has also won several other laurels representing his district. The
national award for best district in implementation of schemes for the welfare
of Differently abled persons etc are among the other. Now I welcome sir for

Shri Rama Kamaraju We have our 1st speaker, Shri Rama Kamaraju, who is the Senior Consultant,
NITI Ayog to speak on the topic. He was the Snr. General Manager
(Consulting) in National Institute for Smart Government. He also served as
the Vice President for Sphinx Systemhouse and as Asst. Secretary, at
Institute of Chartered Accountants of India. His areas of expertise are SAP
functional system implementations, ERP etc.

INTRO initiatives.

Shri Ahsan “Unyan Banka”- an initiative in the Banka Dist, which envisages quality
education at the doorstep of the bottom of the pyramid using
technology. To share more about this initiative, I invite Shri Ahsan,

Shri Pranith Simha Shri Pranith Simha, one among the duo youngsters who formed a non-
profit organization “Bachpan Banao” determined to promote the
quality of education in the Maoist hotbed of Dantewada in tribal Bastar
