A PROPOSED TRAINING DESIGN FOR BARANGAY OFFICIALS

Title : LEAD (Leadership Executive ADvancement) Training for


Barangay Officials

Introduction

In today’s rapidly changing environment, leaders must be proficient in all


aspects to build new capabilities as public servants. The barangay being the basic
political unit has always been the forefront of local development undertakings in the
Philippines. Collectively, the barangays are partners of the national development to
respond to development challenges because of their strategic situation at the grassroots
level especially in the delivery of basic services to the community. The pursuit of
excellence in local governance starts with a clear vision among our local leaders for a
governance of truth, development and service. It is of utmost importance that our local
barangay officials nurture in them the dedication and commitment in carrying out their
responsibilities and be of service to the people. Alongside with this is the need for them
to be knowledgeable of their defined tasks and be capacitated in their managerial skills
to help them become effective leaders as well as catalysts for change towards peace and
progress.
The current research has revealed that high awareness level on different
concepts of parliamentary procedures will result to high adoption rate among local
officials of parliamentary procedure. Hence, a need to capacitate the barangay officials
on the concepts of parliamentary procedures through conduct of trainings, special
classes through extension programs, and a simplified guidebook is necessary. This in
effect will improve barangay legislative practices that will redound to the benefit of the
citizens.

Objectives
LEAD aims to train the local officials in various aspects of good governance
to deliver the best services the community deserves. Specifically it aims to:
a. Conduct trainings and seminars to members of Sangguniang barangays in
the Municipality of Nabua and Buhi on the concepts of Parliamentary
Procedure
b. Capacitate barangay officials on the conduct of meetings and sessions and
the use of motions

c. Polish technical reports writing, resolution making, minutes preparation
and other legal documents for barangay governance.
d. Provide assistance in terms of barangay governance and affairs

Methodology
a. Participants. The participants of the LEAD program are the elected
barangay officials in the Municipality of Nabua and Buhi in the 5th District
of Camarines Sur
b. Activities. LEAD (Leadership Executive ADvancement) Training for
Barangay Officials uses a multidimensional approach of lectures, group
discussions, presentations, role playing, workshops and other strategies to
provide new insights and help gain opportunities to achieve favorable
results.
c. Key Personnel Involved. Faculty of Social Sciences in the College of
Education, Arts and Sciences shall compose the team of experts and
facilitators in diverse disciplines related to local governance.
Budget
Training expense which shall cover materials/supplies, meals, certificates, and
other incidental expenses, reproduction and binding of the simplified guidebook will
be agreed upon by the parties upon entering into a Memorandum of Agreement prior to
the conduct of trainings.

Course Training
The training will be a 40 hour/ 5 days program designed to capacitate local
officials in barangay affairs particularly on the concepts of parliamentary procedures.
The training shall be divided into 5 sessions: 1 – Fundamental Principles of
Parliamentary Procedures and the Conduct of Meetings and Sessions; 2 – Quorum,
Votes and Voting and Order of Business; 3 – Motion; 4 – Preparation of Committee
Reports and Resolutions; 5 – Role Playing.
Participants should finish the 40 hour course work before a Certificate of
Completion shall be awarded to them.
This undertaking shall also be made in consultation and partnership with the
Department of Interior and Local Government.

The Roberts Rule of Order and Parliamentary Rules by Antonio Orendain are
the primary reference for the conduct of Training, however, the Simplified guidebook
attached in this Training Design may also be used to familiarize the barangay officials
on the concepts of Parliamentary Procedure. The A-B-C of Parliamentary Procedure:
A Simplified Guidebook for Local Governance is specifically designed for local leaders
in the hope to fill a need among local organizations for simple yet functional guide in
parliamentary procedure. It also hopes to promote the use and adoption of
parliamentary procedure in all dealings to simplify manner of proceedings and expedite
processes. The application of this guidebook goes beyond the confines of the
barangays, for it has been the intention of the researcher to serve the purpose of every
local organizations, be it big or small, a parent’s club, a sorority and fraternity, a civic
group, business, religious and social group.
