I-526 is back on the table
T
he South Carolina Transportation
Infrastructure Bank voted to
approve $420 million for the
completion of I-526 at their meeting in
Columbia on Jan. 10.
The funding has been offered and
withdrawn multiple times, (2016, 2018)
starting with the initial allocation of the
same amount over a decade ago. The initial
$420 million amount was sufficient to
cover the cost of the entire project without
a direct cost to Lowcountry residents.
SIB’s ability to pool money is the result
of The South Carolina Transportation
Infrastructure Bank Act passed in 1997.
The funds are quilted together from one
cent/gallon of the gasoline tax, loans
from the Department of Transportation,

Money for projects like I-526 do not have
to be paid back, but the SIB typically
wants recipients to buy-in by shouldering
the additional expense of incidentals and
cost overruns.
Delays in completing I-526 while
permits were secured, studies done, and
plans drawn up gave inflation a chance to
kick in. Three-year-old estimates put the
cost of completing I-526 closer to $750
million, and opponents of the project
suspect the 2019 amount will inch closer
to the billion dollar mark before it’s all
said and done.
“The latest price estimate from
SCDOT says 526 would cost $750
million. But that estimate is from all the

way back in 2015 three years ago. If the
price of 526 increased from $489 million
to $750 million in the five years between
2010 and 2015, extrapolating that out
then … the cost of 526 now, even if it
could be built today, is $924 million…
and SIB intends to sign a new contract
with Charleston County for 526 without
bothering to ask SCDOT to prepare a
current cost estimate. It is reprehensible
to me that [County Council] are prepared
to sign taxpayers' name in blood to cover
an unknown quantity of money… Since
there is absolutely zero chance Charleston
County can ever actually come up
with this money, $420 million in state
infrastructure funds will be held hostage,”

T
he Wellness Center turned 10
years old last December. Despite
its maturity, the philanthropy
is the youngest chapter of Our Lady of
Mercy Community Outreach Services,
an organization started by the Sisters of
Charity of Our Lady of Mercy in 1989. The
center’s team didn’t want to say anything
until after the holidays, but have scheduled
a birthday “bash” for Jan. 24 from 6-8 p.m.
at its 1684 Brownswood Rd. Johns Island
location, and everyone’s invited.
The party will feature cake and ice
cream of course, hors d’oeuvres, drinks,
and a program highlighting updated
statistics on the Wellness Center’s
contributions to underserved residents of
Johns, James, and Wadmalaw Islands.
Centering on dental services, obstetrics,
and gynecology, they presided over the
birth of 18 babies, and 36 volunteer
dentists contributed $1.4 million in dental
services to 4,353 patients in 2018 alone.
"We feel very privileged and honored to be
able to provide ongoing health and wellness
services to the Sea Island community for
over… 10 years in our Wellness Center,
which is a testament to the dedication of
the community to create a space for those in
need," said Executive Director Ericka Plater.

is referred to their umbrella organization.

He reminded everyone that last June’s
emergency preparedness exercise was
based on an earthquake scenario. The take
away from that test left some question
about what to do in the absence of outside
help; what if bridges are out, staff is at
home and can’t get to the island etc. The
committee is producing an inventory of
residents willing and qualified to help
(e.g. medical backgrounds, backhoe
familiarity, experience in a commercial
kitchen, etc.). Steps for getting help to the
island and what to do until they arrive
will be incorporated into the Town’s
comprehensive emergency plan, Gregg
said.
Gregg said the Town recently met
twice with representatives of the Federal
Emergency Management Agency about
reimbursement for expenses incurred in
advance of hurricane Florence. One of
the requests (“projects” in FEMA-speak)
requires more documentation than the
award warranted, and was dropped by
SITC. However, the remaining projects
continue wending their way through
the approval process. This includes an
SC Emergency Management Division
funding agreement for the payment of
federal funds, as well as state monies, if
available. Gregg moved for allowing the
agreement under the Mayor’s authority,
which was met with unanimous approval.
He concluded his remarks with the
comment that the Department of Health
and Environmental Control would be in
town reviewing debris reduction sites on
Jan. 9.
Councilmember Skip Crane reported
completion of the purchase and
programming of the Town’s new HAM
radios. The purchase was made using
funds from 2018’s budget, he boasted. He
also announced SITC’s participation in
the Municipal Association of SC strategic
planning meeting scheduled for March of
2019.
Mayor Ciancio opened his remarks
by saying SITC would look at the
cost of raising Seabrook Island Rd. to
county standards. G. Robert George and
Associates will be tasked with scoping
the project for SITC. The matter was
broached during last month’s council
meeting amidst questions on the
adequacy of current repair efforts, given
the evolving need to consider flood
mitigation. Ciancio’s comment at the
time; raising the road any further will be
very expensive, and could possibly result
in SITC instituting a tax. He went on to
say such an effort would be for naught,
given the presence of choke points along
Bohicket and River roads which the Town
doesn’t control.
The Mayor continued with an update
of the encroachment permits along
Seabrook Island Rd., saying there really
wasn’t any news. Required mediation is
underway with a decision expected by Jan.
24. If all parties agree with the resulting
compromise, the measure will come back
to Council for a vote. Otherwise, the
matter will be the subject of litigation.

approval to suspend the Town’s ordinance
against the discharge of firearms. The
Town plans to kill 35 deer between the
hours of 5 p.m. and 5 a.m. from Dec. 19
to Jan. 31.
Asked if Seabrook’s piebald deer
would be spared, Cronin grinned in the
affirmative.
The operating report for the Seabrook
Island Utility was surprise free, though
similar to last month’s account. The
utility is down $75,000 for the year.
Consequently, there is a rate increase built
in to next year’s budget, which roughly
translates to $2.80/household/month,
with emphasis on Seabrook’s rates being
among the lowest in the area. There is also
a rate increase expected from Johns Island
Water of about $1.20/household/month.
Ordinance 2018-15 was on the agenda
for a first reading. Seems SITC was
technically out of compliance with its own
laws. Seabrook often exercised what had
been considered the option of changing
dates when council meetings fell in the

same week as a holiday. Turns out, the
ordinance on file used the term “shall”
move meeting dates for holidays, and
would have required such a move for any
meeting/holiday conflict. The Mayor was
very specific about the technical nature of
the affront, but moved to rectify the trifle
by using the word “can.” The measure
passed unanimously.
Ordinance 2018-13 was back for a
second reading. The measure is an effort
to make Seabrook consistent with SC’s
statutes. Seabrook determines the validity
of setback lines for three years, while the
state validates them for five. The measure
confirms the five-year setback and passed
unanimously.
Ordinance 2018-14 is Seabrook’s
budget for next year. To summarize;
SITC will be building a garage next
year, buying new vehicles for the town,
continuing with renovations to town hall,
and increasing the employer contribution
for staff health insurance from 50% to
100% to name a few.
There being no further business, the
meeting was adjourned. The next meeting
of the Seabrook Island Town Council will
be Jan. 22 at 2:30 p.m.

any indication, they don’t like committing
funds, that aren’t used while projects in
the rest of the state go begging.

intergovernmental agreement with SIB.
In a series of special meetings held the
same day SIB inked the agreement,
the County Finance Committee met,
followed immediately by a special meeting
of County Council. Public comments
were not allowed (there’s recording
of Councilmember Elliot Summey
eschewing a room full of “damned
residents”), and County Council decided
to use money from the recent half cent
sale tax increase.
The 2016 vote to “complete the penny”
was a close one as previously reported.
Very close, and county officials pitched
the idea in every way possible. They even
went to the trouble of developing and
distributing a list of what the money would
be used for. Completing I-526 was not on
the list. Measures to improve congestion
in Mount Pleasant, and initiatives to
improve public transportation were on the
list, for example, but not I-526.

declare victory. We are obviously a step
closer and a very important step closer,
but are still a lot of hurdles that have to
be jumped over before this thing is a done
deal. I would hope that the county and
state continue to work together and find
a way to get this thing done. Certainly
from my perspective and I believe a
vast majority of the people on Seabrook
Island’s perspective, we think it's a good
thing. Anything that will serve to alleviate
traffic on Johns Island… is a good thing.”
Ciancio didn’t recall how many times
the SIB had withdrawn funding only to
reinstate it, but is familiar with accounts
claiming the funds will be now be gleaned
from the half cent sales tax passed by
county council in 2016. “I know [that’s]

the county has done its legal homework,

Angel Oak Elementary School to assist younger students
in the classroom and help staff and administrators where
needed. Thirty percent of the school’s student population
is Hispanic, but nearly 10 percent receive English for
Speakers of Other Language instruction.
The Ambassador program is the brainchild of Sam
Duncan, a Spanish teacher and Director of Student
Activities at SJHS. Last year he noticed bi-lingual
students helping their non-English speaking classmates.
“Out of the kindness of their hearts they pitched in
to help because they had the ability to do so when their
classmates did not,” said Duncan. “Since the district
is willing to support creative ways to promote career
readiness I came up with this initiative to provide a
Work/Service Learning Credit.”
Ambassadors are chosen based on several requirements.
For example, students must be in good academic standing
and show proficiency in both English and the native
language of their assigned students.
“The Hispanic community is very influential on Johns
Island, and they make up a large part of our school,”
said Becks. “The Ambassador Program has helped the
Hispanic Community feel like their kids are being
supported in our school.”
Earning a service hour credit, world language credit,
and limited ESOL certification/credit is incentive enough
according to the participating students, but gaining the
leadership experience, cultural exchange opportunities,
and becoming invested in the success of their classmates
and the generation that will follow them to SJHS is the
real prize.
Duncan explained that he’s trying to demonstrate
to students that being bilingual can be a game-changer
when it comes to securing a lucrative career.
Josue Gonzalez, a 10th grader at SJHS, described
the program as a creative way to work with high school
students to ready them for the workforce.
“Being bilingual will be beneficial to me when I go
to apply for a job and perhaps allow me to earn better
wages,” Gonzalez said.
Gonzalez said he wanted to participate in the program
because when he was younger, he was fortunate enough to
be able to speak English. But many of his peers could not.
“Being able to speak both languages gives you
confidence, and I want to encourage these young students
to speak both because it will offer them better chances in
life,” Gonzalez said.

put many parents at ease by translating for them.
“I am a graduate of Angel Oak Elementary School,
so I am appreciative of the opportunity and honored to
help,” he said.
Britney Gonzalez is an 11th grader at SJHS. She’s
always wanted to work with children, and as the oldest of
five siblings, she’s been doing that most of her life.
She hopes to be a pediatrician one day and being
bi-lingual will be a useful job skill. For now, being able
to help these young students is her focus.
“I was working with a first grader who couldn’t learn
his numbers and after a week of me helping to translate
he was beginning to learn them,” Gonzalez said. “It
makes me feel good because when you’re only Spanish
speaking, it makes you feel closed in and judged. When
I am working with the students, they open up to me and
show me what they know. As they begin to learn English,
their education gets easier, and they’re better able to
interact with others and make friends.”
According to Duncan, this real-life experience is
showing his students that they have value if they are
bilingual. “They feel empowered and are motivated
because they’re representatives of not only the school but
the community,” said Duncan.

Ticket release dates are two weeks prior
to the event date. Posters state Kiawah

owners have a 3-day lead time on obtaining
tickets for Arts Council events. These
tickets are ONLY available in person at the

r. Shirley McGreal, founder of the
Summerville-based International
Primate Protection League, will
be the guest speaker for the February
SINHG Evening Program on Thursday
Feb. 14 at the Lake House.
Born and raised in Britain, Dr. McGreal
received her doctorate in education in
India and had been living abroad when,
while in Thailand in the early 1970s, she
witnessed the cruelties of the commercial
and mostly illegal traffic in gibbons
and macaques captured in the wild for

in 1973 to advocate for and protect

Selden is in her 18th year at University
of Lynchburg in Virginia where she served
in numerous leadership positions. Most
recently, as provost and vice president for
academic affairs, Selden helped lead that
institution’s strategic planning process
alongside the board of trustees. Prior to
that, she was a professor of management
in the College of Business and Economics
at UL.
“Dr. Sally Selden brings with her a
proven commitment to scholarship and to
leading high impact learning experiences.
Her expertise will help transform the
lives of our cadets and students as they
prepare for the future,” said Gen. Glenn
M. Walters, USMC (Ret.), president of
The Citadel.
The provost is a vice presidential position
responsible for all matters pertaining to
the academic functions of the college
and is the second-ranking official at The
Citadel. As the college’s chief academic
officer, the provost provides leadership in
all academic areas, including curriculum
and instruction, research and scholarly
activity, program development and
accreditation, admissions and financial
aid, and academic support services.
“It will be a great honor to serve
The Citadel with Gen. Walters and the
college’s esteemed faculty and staff,”
Selden said. “As I begin this new journey,
I am eager to meet with faculty, staff,
cadets, students and alumni to learn more
about The Citadel’s tradition of excellence
and the opportunities that lie ahead.”
Selden earned a Ph.D. at the University
of Georgia and a Master of Public
Administration and Bachelor of Arts
at the University of Virginia. Selden
holds the Senior Professional in Human
Resources certification, and her primary
teaching and research interests are in the
areas of management, human resource
management and leadership. She has
published more than 150 books, book
chapters, articles, papers and technical
publications.
“It is my goal to continue to cultivate an
inclusive, student-centered environment
to fully support The Citadel’s mission to
educate and develop principled leaders,”
Selden said.
The selection of Selden as provost
comes after national search that began
in April 2018. She will replace Mark
Bebensee, Ph.D., who has been interim

provost since March. He delayed retiring
from his 42-year career at The Citadel to
help lead the college during the search
following the departure of Connie Book,
Ph.D., who left to be the president of Elon
University.
The Citadel offers a classic military
college education for young men and
women focused on leadership excellence and
academic distinction. The approximately
2,300 members of the S.C. Corps of Cadets
are not required to serve in the military,
but about one-third of each class earn
commissions to become officers in every
branch of U.S. military service. Citadel

Seabrook Island Veteran’s Day Charitable Golf
Tournament to honor veterans for their service to our
country and raise money to support the Fisher House

The Seabrook Island Club course hosted 100 local golfers
who showed their generous support for veterans of all eras
by raising $8,000 for the Fisher House and Charleston
Veterans Hospital.

A
n elegant 1903 high-style Queen
Anne Victorian on Charleston’s
beautiful Rutledge Avenue, South
of Broad, will be featured as the 42nd
annual Charleston Symphony Orchestra
League, Inc. (CSOL®) Symphony Designer
Showhouse.
Opening Mar. 14, the house will display
three levels of exquisite spaces presented
by local interior designers. All proceeds
benefit the Charleston Symphony and
fund CSOL Music Scholarships.
The 2019 CSOL Symphony Designer
Showhouse sits on one of Charleston’s
premiere residential streets near Colonial
Lake. The home was built by Charleston
mayor Wilson G. Harvey, later Lieutenant
Governor and Governor of South
Carolina, who lived next door. The
Harveys are one of only three families to
own the house, which retains its dramatic
period exterior ornamentation and elegant
interior features.

and our talented and wonderful designers.

The CSOL Symphony Designer
Showhouse ribbon-cutting ceremony will

The three-story frame Queen Anne
generously provided by Wendy and
Allen Gibson and represented by
Margaret and Richard von Werssowetz
of Handsome Properties, is built in the
traditional Charleston side hall design,
with an entrance on the street, a long
stair hall, and living and dining rooms
to the side. Double entry doors and a
two-story projecting bay give the house
a grand entrance. Numerous Queen
Anne features include intricate shingle
cladding, decorative hoods, cast iron trim
and carved wood detailing. The beautiful
double piazzas span both the first and
second floors of the south side of the
house, giving it the look of a traditional
Charleston single house. The intricate
spindle work of the balustrade adds high
Victorian drama to this lovely home.
In addition to the foyer, living room and
dining room on the first floor, a kitchen,
great room and laundry room complete
that level. There are two bedrooms, a
study, and two baths on the second floor
above the principal first floor rooms. A
third bedroom and bath are accessed by
the back stairway at the rear of the first
floor. The third floor has two additional
bedrooms, a bathroom and a loft.

of more than 250 dedicated volunteers
whose purpose is to support the Charleston
Symphony, encourage talented young
musicians and inspire classical music lovers

Audubon SC urges energy reform in 2019 State Legislature

Assembly to pass an innovative,
comprehensive energy modernization
bill that expands access to solar energy
for consumers and businesses. Adopting
responsible solar energy benefits birds and
people by preserving the quality of South
Carolina’s natural resources, stimulating
job creation and the economy, and
providing consumers and businesses with
more energy choices.

field by increasing options within South

The Clean Energy Access Act (S. 332)
was introduced this week by Senator Tom
Davis (R-Beaufort). Similar legislation is
expected to be introduced in the House of
Representatives. The Clean Energy Access
Act will:
• Eliminate the net metering cap
that limits home solar projects;
• Allow large energy consumers that
create jobs to contract directly
with energy suppliers to save on
energy costs;
• Establish a “Consumer Bill
of Rights” to ensure South
Carolinians receive fair and
transparent energy rates;
• Encourage large-scale solar
facilities through increased
transparency and streamlining;
and
• Create a neighborhood community
solar program to expand solar
access to low-income customers.
“Audubon South Carolina thanks
Senator Tom Davis for leading clean
energy reform,” said Richardson. “Our
20,000 members across the state are
committed to working with legislators
to ensure we expand solar energy access
and make South Carolina a clean energy
leader.”
In last year’s legislative session,
Audubon SC worked with partners to
pass H.4727, a bill that reauthorized the
South Carolina Conservation Bank in
perpetuity. Both legislative chambers had
overwhelmingly approved a compromised
version of the bill, thereby reaffirming
their commitment to continue South
Carolina’s policy of land conservation
providing the opportunity to leverage
private and federal investments for the
public benefit. Since 2002, the South
Carolina Conservation Bank has protected
nearly 300,000 acres of South Carolina’s
most critical conservation lands and
iconic landscapes, including Audubon’s
Beidler Forest Sanctuary in Harleyville,
and Silver Bluff sanctuary near Aiken.
Protecting landscapes like Audubon’s
Beidler Forest and Silver Bluff Sanctuary
is necessary to safeguarding public health
and wellbeing, attracting tourism and
investment to our state and preserving
the South Carolinian heritage and natural
resource based economic drivers.
In addition, the Audubon-driven Solar

Habitat Act passed with unanimous
support in the state Senate. This legislation
created voluntary incentive for developers
to choose indigenous plants over turf
or gravel by which commercial solar
developers can market their facilities as
“pollinator and bird friendly,”—helping
set commercial the state’s growing solar
industry on a bird and pollinator-friendly
path.
Audubon supports pragmatic,
bipartisan solutions to advance clean
energy policies that help birds and people.
In 2014, Audubon released its Birds and
Climate Change Report, which showed
more than half of the bird species in
North America at risk of disappearing by
2080 due to shifting and shrinking ranges
as a result of a changing climate. Included
in the list of 314 were many found in
South Carolina, including the American
Oystercatcher, the Black Skimmer and
the Clapper Rail.
As part of a grassroots effort to urge
legislators to adopt the bill, Audubon
South Carolina will be working with a
broad coalition of industry, conservation
organizations, and clean energy advocates
to pass comprehensive energy reform in
the first 100 Days of the 2019 legislative
session that began this week.

insurance can protect your family if
something were to happen to you.
But you might not realize the many ways
in which insurance can help you preserve
your plans for the future, whether for
yourself, the next generation, or those
charitable groups you support.
Specifically, life insurance can
potentially help you address several areas,

Help in covering final expenses –

The proceeds of a life insurance policy can
provide immediate funds at the time of
your death to pay for your funeral costs,
your debts and your final income taxes.
Transfer wealth (with potential
tax advantages) – Some wealth
transfer vehicles carry significant tax
consequences. But the proceeds from life
insurance are typically free of income
tax, so if your death benefit is $1 million,
your heirs will receive the full $1 million.

potential tax consequences beneficiaries
might face.)
Provide charitable gifts – You can use
life insurance in various ways to support
charitable organizations. One option is to
donate a policy you may no longer need.
Either you or the charity would continue
paying the premiums, but the charity
would become both the owner and
beneficiary of your policy. Alternatively,
you could purchase a permanent life
insurance policy and donate it to the
charity, which could then use the policy’s
cash value when you’re alive and receive
the death benefit when you die.

allows you to distribute your financial
assets over time, and in amounts that you
specify, which may be quite appealing, if,
for example, you’d rather not give your
children a large amount of money at once.
Life insurance can help fund your living
trust, you just need to name the trustee
(which may well be yourself while you’re
alive) as the owner and beneficiary of the
policy. However, you will need to consult
with your legal advisor before creating and
funding a living trust.
Help cover long-term care costs
– You may never need any type of long-
term care, but if you do, you’ll find it
quite expensive. It now costs, on average,
more than $100,000 per year for a private
room in a nursing home, according to
the 2018 Cost of Care Survey, produced
by Genworth, an insurance company.
Medicare typically pays little of these
costs, so the burden will fall on you.
To avoid using up your financial assets
or, even worse, having to rely on your
adult children for help, you may want to
purchase insurance. Some life insurance
plans offer long-term care coverage, either
through a special “rider” or by accelerating
your death benefit, but you might also
want to consider a traditional long-term
care insurance policy.
As you can see, one of the most flexible
tools you have is life insurance. Start
thinking soon about how you can put it
to work.
