1.0 SCOPE

This Procedure encompasses all work activities associated with excavations


performed by the GAS and describes QC Departments/Safety Department interfaces.
to ensure that excavation, backfilling and compaction work is conducted in
accordance with good working practices and work is inspected and verified as
meeting the Costumer’s requirements and Industry Codes, as required by the Project
Quality Control Inspection Plan. This procedure covers the Scope of work of Contract
No. 103695 KAEC IV NATURAL GAS NETWORK.

2.0 REFERENCES

Contract Codes, Standards, Specifications, and applicable IFC Drawings.

3.0 DEFINITIONS

RFI - Request for Inspection


IFC - Issued for Construction
ITP - Inspection & Test Plan
Excavation - Any man-made cavity or depression in the earth’s
surface, including its sides, walls or faces, formed by
earth removal and producing unsupported earth
conditions by reason of the excavation.
Trench - A narrow excavation made below the surface of the
ground. Excavation in general, the depth is greater than
the width, but the width of a trench is not greater than
4.50m (15 feet).
Shoring - Hydraulic, timer or mechanical systems that support the
sides of an excavation, designed to prevent cave-ins.
Benching or stepping - A method of protecting employees from cave-ins by
excavating the sides of excavations to form one, or a
series of horizontal steps, with a vertical rise between
steps.

4.0 RESPONSIBILITY

4.1 Project Manager

Ensure compliance by all parties to this procedure, the Quality Manual,


Inspection & Test Plan and relevant customer specifications, drawings and
Industry Codes.

4.2 Engineering Department

Provide technical supports to GAS Site Operation Section. Provide IFC


drawings, material specifications and standards and other related documents.
Submit to customer for review, qualification and approval, the remedial or
alternate methods of encountered restraints by Site Operation during the
performance of the work.

4.3 Civil Supervisor

Ensure compliance by all labor and equipment operators and other associated
craftsmen to the requirements of this procedure, Quality Control procedure/test
plans, relevant drawings, safety procedures and the Customer’s Specifications
during the excavation works. Secure all necessary work/excavation/confined
entry permits.

4.4 Quality Control Manager/Supervisor (Project)

Provide the relevant statistical reports on progress and quality to the Project
Manager. Ensure compliance by the relevant Site Operation Section to the
Customer’s Specifications, Quality Manual and Inspection & Test Plan. Monitor
the QC Personnel in their daily functions and conduct audits of documentation
and Inspection / Verification activities.

4.5 Quality Control Inspector

Monitor daily civil activities and verify compliance to customer’s Specifications.


Conduct activities in accordance with the Quality Manual and Inspection & test
Plan. Prepare daily QC records and final acceptance documentation where
required. Maintain close working relationship with the customer’s
Representative.

4.6 Safety Supervisor

Ensure that work permits are obtained prior to commencement of any work.
Check personnel and confirm compliance to safety requirements, such as
wearing personnel protective equipments. Check work areas for any unsafe
conditions. Liaison with the field supervisor ensuring that work is carried out in
accordance with Project Safety Plan/Procedure.

5.0 PROCEDURES

5.4 Survey, lay-out and place markings at the proposed


areas for excavation.

Excavated materials may be placed on side of


excavation to form safety barriers. All excavations
not protected in this manner shall have safety
barriers and shall ensure kept at least one meter

5.9 Excavation shall be checked for correct depth prior


to placement of foundations.

5.10 Visually check cable trenches are filled with dune


sand to correct depth as per project drawing prior to
placing cables.

5.11 Check sand is placed on cables to required depth as


per project drawing before placement of red concrete
tiles, PVC-coated mesh and backfilling.

5.12 Visually check that 2 layers of mils (0.15 mm)


polyethylene sheet vapor barrier is installed on the
sub grade/Under PCC

5.13 Document all pours and test results for concrete


foundation cast-in-place.

5.14 Over excavation of foundations shall be avoided,


however if over excavation occurs, the base shall be
raised by selected fill material compacted to 95%
density.

5.15 Formwork and rebar shall be placed and checked


prior to casting.

5.16 Precast bases shall be placed on polyethylene


sheeting and located accurately and dimensionally
checked prior to backfill.

5.17 Cast in place shall be cured for a minimum of 7 days


in accordance with contract standards and
specification.

5.18 Use machine excavation when there are likely to be


no existing underground utilities, and use of
machinery will not cause damage to existing
facilities/structure during normal operation of the
equipment. No man is to work in the
trench/excavation where they could be struck by
mechanical excavator.

5.19 Report to Customer any discovery of underground


facilities which are not shown on the reference As-
built Drawings. Stop excavation if required by
Customer and deploy workers elsewhere until such
solution or approval to continue has been issued.

5.20 If ground water is encountered during excavation,


dewatering will be carried out in accordance with
Project Procedure.

5.21 Provide adequate shoring if excavation is deeper


than 1.20 m (4 feet). Shoring may be of timber or any
other suitable material, such as steel sheet piling.
Preferred method to shoring is benching or sloping if
enough surrounding space is available.

5.22 Provide a secured ladder for access in and out of the


excavation. Where excavation is longer than 50ft.,
additional ladder to be provided. Provide walkways
complete with handrails where required for crossing
trenches.

5.23 Dump the excavated materials to a minimum of 1 M


away from the edge of excavation. Maintain a clear
space minimum of 1 M on all sides of excavation in
order to provide a safe footing at the edge and to
prevent spoils from falling into the excavation.

5.24 Inform Safety Supervisor when working in critical


areas where hazardous atmospheric conditions and
toxic materials exist or may develop during
excavation.

Safety 5.25 Provide emergency rescue equipment when the


Supervisor above conditions exist.

Civil 5.26 If the work area is inadequate for storage of


Supervisor excavated materials, the materials will be taken to an
approved area designated by the Customer.

5.27 When required by the Customer, all soils will be


prevented from becoming airborne by securely
covering with plastic sheeting, tarpaulins or by
constant wetting.

5.28 After excavation to approximate level, compact to the


elevation indicated on the IFC Drawing.

5.29 When required by the project approved ITP, submit


RFI to the site Q.C. Section for inspection.

Q.C. Inspector 5.30 Conduct inspection and verify compliance to Project


Drawings, Plans and Specifications.

5.31 Return RFI to Civil Operation Supervisor indication


results of excavation inspections.

Safety Officer 5.32 Inspect excavation before each shift to ensure that
there is no danger of collapse.

5.33 Conduct gas test as often as necessary to ensure


that the atmosphere remains safe on excavation
where oxygen deficiency or the presence of a
hazardous atmosphere is suspected. Where
necessary, mechanical ventilation will be used or
other appropriate precautions are to be taken before
men enter the excavation.
6.0 Inspection and Testing.

All inspections and Testing shall perform as per applicable inspection testing plan, Notification
shall be issued to client as per contract and applicable standards.

All Involved Crew shall follow the GAS Construction Health Safety and Environmental manual
and Client Construction Safety manual, when required permit shall be obtain for the specific
job.
