1. SCOPE OF WORK

1.1 GENERAL
 

 The Scope of WORK includes provision of Diesel Tanker Trucks for Intercity and Infield Diesel
Transportation for PETRONAS Carigali Iraq Holding B.V based on SERVICE AGREEMENT
following the request made by warehouse team as and when required. This Scope of Work
constitute a guarantee that all mentioned services will be utilized by PCIHBV but on required
basis. Total duration of contract will be 1 year with the provision of 1 year extension.

1.2 INTERCITY DIESEL TRANSPORTATION SERVICE

 To transport diesel from OPDC Diesel Depots at Nasiriya area to PCIHBV Diesel Storage Facilities
in Garraf Contract Area. The capacity of transportation tankers shall be 36,000 liters.
 Total number of tankers required for Intercity Diesel Transportation Service shall be in a range
of 4 (four) to 6 (six) numbers. Aforementioned numbers are for indicative purpose only, whereby
actual number utilized could be different in actual operations, and PCIHBV reserves the right to
change the numbers, without notice, at any time according to the operations requirements.
 PCIHBV makes no guarantee on the maximum or minimum usage of diesel transportation
tankers as it will be based on the actual diesel requirement of the project. The estimated monthly
frequency of the diesel tanker trips (usage) for 2019 are as per below table:

 From all PCIHBV diesel storage tanks to PCIHBV project locations in Garraf Contract Area.

 Tankers will be hired on daily rental basis (22 days per month).

 The tanker capacity for the Infield diesel transportation is 10,000 liter capacity.

 Total number of tankers required for Infield Diesel Transportation Service shall be in a range of
1 (one) to 4 (four) numbers. Currently PCIHBV uses one (1) number of 10,000 liter tanker and
one (1) number 14,000 liter tanker on daily basis. Aforementioned numbers are for indicative
purpose only, whereby actual number utilized could be different in actual operations, and
PCIHBV reserves the right to change the numbers, without notice, at any time according to the
emergency requirements.
 Diesel tankers for Infield Diesel Transportation Service must park at Garraf Base Camp, or any
other facilities operated by PCIHBV, at all times when diesel tankers are not in use.

2. EQUIPMENT AND PERSONNEL

 CONTRACTOR shall have a fleet of fuel tankers sufficient enough to ensure vehicles are readily
available all times to move bulky volumes without any delay attributable to the maintenance
schedule, licensing issues, drivers’ availability, security issue, and so on.
 Diesel tankers for intercity shall be provided with competent truck drivers with valid driving
license, TOC FOM certificate, and Social Security Registration at Thi Qar Labor Office. PCIHBV
reserves the right to request contractor to replace the drivers due to the non-compliance to the
HSE or local requirements.
 Diesel tankers for infield shall be provided with competent truck drivers with valid driving license,
I. Contractor shall also provide One Co-Drive with, TOC FOM certificate, and Social
Security Registration at Thi Qar Labor Office.
II. PCIHBV reserves the right to request contractor to replace the drivers and Co-Driver
due to the non-compliance to the HSE or local requirements.

 Diesel tankers for infield shall be provided one (1) escort to guide truck drivers from Nasiriya to
Garraf Contract Area (GCA).

 CONTRACTOR or its representative shall liaise with TOC or relevant security officials to get
endorsement for FOM (Freedom of Movement) to ensure tankers and drivers can move freely in
Iraq.
 Diesel tankers drivers shall be fully aware of Health, Safety, and Environment requirement while
carrying out the duty under PCIHBV diesel operations. Drivers must respect and abide by the
HSE rules and regulations set out by PCIHBV or its representatives, failure to which could face
disciplinary action by PCIHBV, and CONTRACTOR shall take responsibility for the
consequences.
 Diesel tankers drivers must use PPE (Personnel Protective Equipment such as coverall, hard hat,
safety boot, glove, etc.) during the duty, and while bunkering or de-bunkering at PCIHBV
facilities.
 CONTRACTOR is responsible for the fuel required to operate diesel tankers.
 CONTRACTOR shall ensure CONTRACTOR’s compliance with Iraqi Labor Law, Labor Code No.
4 which guarantees CONTRACTOR’s employees’ right to earn a wage which is adequate to meet
his essential needs and those of the worker's family and to enable the worker to benefit from
the results of economic progress. It is the responsibility of CONTRACTOR to observe and
comply with the Labor Code No. 4. PCIHBV reserves the right to instruct CONTRACTOR to
comply wherever is necessary as per requirements of local authority or Labor Code No. 4.
 Diesel transportation tankers shall be of good conditions, and fit for the purpose. CONTRACTOR
shall provide tankers completed with all required accessories to load or bunker diesel, such as
pump completed with flow meter, diesel hoses completed with couplings and fittings, fire
extinguishers, flame arrestor (for exhaust pipe) and so on. Acceptance of each tanker is subject
to the PCIHBV’s inspection, and CONTRACTOR must comply with PCIHBV recommendation
after inspection.
 CONTRACTOR is responsible to perform periodical inspection and maintenance of tankers and
equipment regularly, up to the standard of PCIHBV. PCIHBV reserves the right to inspect tankers
at any time, and recommendations shall be made based on the inspection findings.
CONTRACTOR must follow PCIHBV recommendations with immediate action. All defective
equipment including accessories shall be replaced within 7 days.
 Transportation Contractor must submit the following information to PCIHBV prior to start the
transportation services:

3. DIESEL TRANSPORTATION PROCESS

 For Intercity Diesel Transportation Service, CONTRACTOR or its representative shall liaise with
TOC officials as well as PCIHBV diesel supervisors in order to arrange transportation of diesel
from OPDC Diesel Depots from Nasiriya area to PCIHBV Diesel Storage Facilities in Garraf
Contract Area. This includes of collecting diesel token from TOC offices (Nasiriya).
 For Infield Diesel Transportation Service, CONTRACTOR or its representative shall follow daily
administration of PCIHBV representatives.
 CONTRACTOR’s diesel tanker drivers shall be available at all times at work site during working
hours, which is from 0800 Hour to 1700 Hour on daily basis.
 Due to the security and safety reasons, tankers arrived late to any PCIHBV facilities could wait
until the next morning to bunker the diesel. PCIHBV will not pay additional costs for the waiting
due to the late arrival of the tankers. It is the responsibility of CONTRACTOR to ensure they
come earlier to avoid delay in bunkering.

4. REGULATORY REQUIREMENTS

 CONTRACTOR shall prepare and follow up on submission of FOM application for its diesel
tankers and drivers at TOC offices.

 CONTRACTOR shall submit PCIHBV the social security certificate, from time to time, for all
CONTRACTOR’s personnel who involve in the diesel operations.
 CONTRACTOR shall submit PCIHBV the Transportation Association Membership certificate
which shall cover the entire contract period.
 The CONTRACTOR shall effect and maintain at its own cost all applicable insurances as may be
required to cover the CONTRACTOR’s liabilities under this SERVICE AGREEMENT or as may be
required by PCIHBV or any relevant law from time to time.
 Disruption to the transportation of diesel due to failure in securing FOM (Freedom of Movement)
for diesel tankers and drivers, or due to the fitness of tankers shall be considered by PCIHBV as
poor service performance, and necessary action will be taken.

5. SAFETY REQUIREMENTS

 The DIESEL is considered flammable liquid and shall be properly handled with care in
accordance with PCIHBV approved procedures and the CSDS (Chemical Safety Data Sheet) to
avoid any mishap. Procedures for handling the GOODS and for emergency response shall be
submitted to PCIHBV prior to commencement of the WORK. PCIHBV reserves the right to stop
the WORK in the event that unsafe act and conditions are committed by contractor’s personnel.
Work shall be continued only after unsafe condition is removed.
 PCIHBV shall facilitate any engagement with CONTRACTOR like HSE training, or to conduct
safety inspection on the CONTRACTOR’s tankers and accessories. It is the responsibility of
CONTRACTOR to follow up recommendations by PCIHBV after inspection or engagement.
 PCIHBV reserves the right to suspend, at any time, on any CONTRACTOR’s vehicle or staffs in
the reason of HSE performance or any HSE violations.
 Followings are the minimum safety requirement for the diesel tankers.
o All the wiring in the tankers shall be insulated.
o The battery shall be kept tightly inside the metal box.
o The exhaust shall be located away from the fuel tanks and the nozzle shall be equipped
with flame arrestor.
o The tanker shall be equipped with emergency stopper.

o The tanker shall be equipped with two powder type fire extinguishers of the middle-
sized (12 Kg).
o The tanker shall be linked with metal chain with a free trailing end to function as
earthling.
o Safety signage for diesel product shall be displayed on both side of the tank.
o A red line shall be painted along the middle of the tank with width of 30 centimeters.
o Internal petitions (baffles) shall be fitted in the tank to prevent movement or seismic
disturbances of the product inside the tank during transportation.

6. SPECIAL PROVISION

 The tank shall be dedicated for the diesel transportation only.

6.1 DELIVERY

 The CONTRACTOR shall provide Diesel Transportation Services to transport diesel from
Nasiriya to Garraf Contract Area,
 The CONTRACTOR shall provide Diesel Transportation Services within Garraf Contract Area.

6.2 GENERAL CONDITIONS

 CONTRACT prices and rates provided by the SUPPLIER represent the full and complete
compensation to comply with CONTRACT and SCOPE OF DELIVERY including all taxes applied
in IRAQ i.e. General Sales Tax for providing the equipment required except custom duties.
 All prices and rates are inclusive of all the SUPPLIER’s direct and indirect costs, incurred in the
execution and completion of the DELIVERY and in fulfilling all associated obligations and
liabilities of the SUPPLIER under the CONTRACT, including but limited to delivery, services,
warranty, taxes, financing, insurances, contributions to overheads, administration, profit and the
like i.e. shipment rate, port handling, land transportation, local charges, taxes, clearance service
charge etc.
 Except where it is expressly mentioned that an obligation shall be performed at the cost of
PCIHBV, all equipment, personnel and things required to be supplied or performed by the

SUPPLIER under CONTRACT shall be at the cost of the SUPPLIER and deemed to be included in
this SCHEDULE OF RATES.
 The prices and rates in this SCHEDULE OF RATES shall be deemed to be fully inclusive and cover
all the SUPPLIER’s cost, profit and all expenses, liabilities, obligations and risks which in line with
CONTRACT are to be borne by the SUPPLIER.
 Unless otherwise specified in CONTRACT, no other payments shall be due by PCIHBV to the
SUPPLIER other than those specifically mentioned in this SCHEDULE OF RATES.
 All amounts expressed in CONTRACT shall mean US Dollars (USD) unless otherwise specified to
be in another currency.
