Segundo o autor, o fascismo surge das condições econômicas decadentes do capitalismo da

época. O capitalismo precisou se adaptar e sobreviver a todo custo. A classe trabalhadora, os
sindicatos e o comunismo se mostraram impotentes perante isso. Não só o comunismo se
mostrou impotente, como o regime político da URSS se mostra cada vez mais como uma
espécie de “fascismo vermelho”. Semelhanças são visíveis entre Stalin e Mussolini, assim
como a repressão das massas que as faz dependentes privilegiados. Esse tipo de opinião vem
cada vez mais não só da burguesia, mas de todos as classes de revolucionários — socialistas,
sindicalistas, anarquistas e até mesmo categorias de comunistas (trotskistas).

Segundo Voline, o que é ocorre é que na URSS existe um novo capitalismo, semelhante com o
de Mussolini, o capitalismo de Estado. Ele explica as motivações que geraram isso:

(..) The underlying factor in the successes of the fascists and the powerlessness of the forces of
emancipation is, as I see it, the poisonous notion of dictatorship per se. I would even go
further (…) in order to win in the struggle and achieve their emancipation, the toiling masses
have to be guided and led by some “elite”, some “enlightened minority”, by “far-seeing” men
on a level higher than the masses.

(...) In my eyes, fascism is primarily the notion of the masses being led by some “minority”,
some political party, some dictator (…) instead of leading to the emancipation of the working
class, the victorious revolution actually and despite all the theorising of the dictator-liberators,
brought forth the most comprehensive, ghastliest enslavement and exploitation of that
working class at the hands of a privileged ruling class.
