What comes to our mind when we hear the term ‘Karnali’?


 Lack of basic infrastructure and institutions essential to Human development index (composite
drive local level economic opportunities, index of life expectancy, education, and
per capita income)
 Illiteracy, extreme poverty (in the media, photo
exhibitions)
 Country’s most neglected region (politically)
 Discrimination in various forms
 Limited access to education, housing and other basic
needs
 Migration

Huge potential for development


 Rich in terms of natural resources
 Possibility of huge revenue from tourism
 Perennial rivers in all districts for the greater
hydropower generation, irrigation and
other water uses

 Recently our country has adopted federalism


 Federal republics have a very different governance structure since
states have more autonomy specially in terms of policies and budget
 Karnali need to plan properly its rich resources for the sustainable
development
 Understanding and harnessing our collective capacities, instruments
and interests will enable people of Karnali to work more
collaboratively across government and civil society
How can we promote sustainable
infrastructure?

 Infrastructure – roads, bridges, power plants, water


supply – drive economic growth. However, infrastructure
development needs to be in sustainable manner.
 Sustainable infrastructure not only enables sound
economic development, job creation and the purchase
of local goods and services, it also enhances quality of
life for citizens, increases positive impacts (benefits),
helps protect our vital natural resources and
environment, and promotes a more effective and
efficient use of financial resources.
 It is necessary to plan, design, construct, and maintain
infrastructure in a fashion that properly manages any
potentially negative environmental, social and health
and safety impacts and risks

“Sustainable Development – is development that meets the needs of the present
generation without compromising the ability of future generations to meet their own
needs.”

Integrated Water resources management (IWRM): a
tool for sustainable water governance in Karnali
province

IWRM promotes the coordinated development


and management of water, land and related
resources in order to maximize economic and
social welfare in an equitable manner without
compromising the sustainability of vital
ecosystems and the environment.

Although Nepal is committed to IWRM according to its national plan, Nepal has
failed to implement IWRM due to several limitations:
o Lack of cohesion (co-ordination) between its institutions.
o Competition of resources
o Unstable government
o most of the projects for IWRM come from international projects and funding

Major steps:
Define the main institutions involved in water management in the region
Draft national, state and local objectives in terms of water management
Identify various uncertainties
Utilize IWRM model
Formulate robust strategies
Concluding remarks

 Identification of critical areas


 Improved prioritization of sectors
 Integrated nature based solutions can help in tacking various negative
implications of the infrastructure development
 Creation of knowledge platform useful to technical specialists who are
involved directly or indirectly with developing infrastructure
 Awareness raising to civil society leaders, stakeholders and the general
public
