The following is my best recollection of the timeline of the County Board

Ordinance I was requested to draft.

In approximately June 2018, I was asked by Dave Fiduccia if I could help draft an
ordinance to protect Carl Paschal's position as County Board Administrator. Dave
didn’t have a copy of the ordinance so he call Carla and asked for her to forward
a copy to me. Dave put me on the phone to give her my email address. She
stated it might be a while because she needed to send it off her personal
email. (carlad.paschal@gmail.com) End of Conversation. After receiving the
copy of the ordinance I made minor changes to the DIVISION 2-
ADMINISTRATOR Sec. 2-124.- Duties.

Then in Early October 2018, I was requested by Gary Jury and Fred Wescott to
amended additional sections to limit the Chairman's authority. On October 09,
2018 I email Gary Jury, Fred Wescott, Dave Fiduccia and Dave Boomer a slightly
modified Sec. 2.49 and Sec. 2.124 with the following comment:

"I have slightly revised the duties and responsibilities of the County Board
Chairman and County Administrator. These are only minor changes but
protect Carla and slightly limit the chairman's authority.”

On the same date October 9, 2018 they wanted additional changes to limit more
of the Chairman's authority. This time I reviewed and amended the entire
ordinance with the following comment: "As we discussed this moves a lot of
responsibility to Carla without totally disabling the Chairman. I believe it is a good
compromise”

Later on that night I sent a followup email stating as follows: "Even without
passing the new ordinance Carla is protected under the current ordinance. She
can only be demoted or fired with the approval of the county board.” End of

Moving forward to December 7, 2018, I was requested to email Dave Fiduccia

and Dave Boomer the ordinance previously requested from the October 9, 2018
email string.

I simply forwarded it without comment;

Then on December 13th Dave Fiduccia requested that I send a copy of the
ordinance to Carla Paschal for her review prior to him presenting to his
committee for action. The discussion became more evident that there was a
move coming to totally isolate the Chairman's position and that is went I reached
out to you..

Earlier I sent you all the supporting emails and attached documents. As you can
see in the email chains, I was concerned about protecting the integrity of the
Chairman's authority all along. But it became vary apparent that individuals were
attempting the hi-jack the Chairman’s authority. There maybe additional
communications that I was unable to find in my archives but the timeline above
clearly represents the events.
