Case of the Manila Film Center Tragedy

Background

The Manila Film Center is located in the Cultural Center of the Philippines Complex in

Pasay, Philippines. It opened last January 1982 hosting its first international film festival, the 1982

Manila International Film Festival. It houses a 360-degree theatre, film laboratory , and film

archive center. It was built to rival the other film festivals in Cannes and Venice. The Manila Film

Center was designed by Foilan Hong and was conceptualized by Ramon M. Ignacio. It costed $25

million to build the film center.

Problem

Great ambitions were put on the design of the Manila Film Center that’s why the start of

the construction is near the target date of opening, more or less three months prior to the opening.

With this, the construction was really tight and must be rushed in order to reach the deadline. It

required 4,000 workers taking three shifts across 24 hours in order to achieve the ambitious

building. One part of the film center, which is the lobby, would need six weeks of labor just took

72 hours to complete with 1000 workers. As the building was rushed to be built there might be

inconsistency in the construction materials and some may be not that durable. This rushed

construction caused an accident to the workers 3:00 AM, November 1981, two months prior to the

opening. The accident that happened was that a scaffolding collapsed in the middle of construction.

Approximately 168 workers fell into a pool of cement.

Solution
As a solution to the accident that happened, it was rumored that to prevent delays in the

construction, the project supervisor, Betty Benitez, ordered to pour the cement into the victims.

This accident would not have happened if the construction was not rushed and was built with

proper time allotment. They should just have opt for a simpler building then expand or reconstruct

it later instead of rushing the construction of the film center.

Conclusion

Projects like the film center which happened to have ambitious designs and layout needs

proper time allotment and right construction of materials. Rushing of construction may lead to

accidents to the workers or to the people going to the building. It can also weaken or lessen the

durability of the building thus can cause problem in the long run. The project supervisor or leader

does not have proper management skills as they should have anticipated the accidents or problems

that might have happen and have ways to prevent them.
