“Juan” sa ilang bahagi ng Pilipinas. Umabot na
sa labing-isa ang kumpirmadong namatay, daan-
daan ang nasaktan, libu-libo ang nawalan ng bahay, at
malawak na pananim tulad ng mga palay, gulay at prutas
ang napinsala.
Kauna-unawa ang bigwas ng bagyong “Juan” dahil ganyan
talaga ang sakuna—mapanira, mapangwasak at pumapatay
ng tao at mga pananim. Lahat ng bagyo ay ganyan. Mabuti
nga at hindi kasing lupit ng “Ondoy” si “Juan.” Pasalamat
tayo sa Panginoong Diyos.
Ang hindi kauna-unawa ay ang bigwas ng “Buhawing
Juan.”
Ang tinutukoy ko ay iyong mga negosyanteng walang
pakundangang nanamantala sa atin. Mga negosyanteng hindi
nagpadaig sa bagyo. Mga negosyanteng nakipagsabayan sa
pagragasa ng bagyong “Juan.” Mga negosyanteng nagtaaas ng
presyo ng kanilang mga kalakal habang bumibira ang bagyo.
Ang tawag ko sa mga ito ay “Buhawing Juan” dahil kaparis
sila ng buhawi kung humataw.
Nasabi kong kasing lupit ng buhawi ang mga negosyante
mapagsamantala sapagkat habang binubugbog tayong mga
Pilipino ng bagyo, ang mga negosyante ay tila sinisipa naman
tayo palubog sa lupa kung magtaas ng presyo ng kanilang
mga produkto. Ang mga gulay ay hindi lang P10 ang itinaas
sa presyo kundi P20 pa nga. Sinabayan din ng mga isda,
karne, manok, baka at iba.
Ang paliwanag ng iba ay resulta ito ng “Law of Supply and
Demand.” Ang isa sa mga punto ng nasabing batas ay tataas

Services Administration (Pagasa) officer-in-charge Gra-
ciano Yumul will be replaced on Nov. 11 notwithstanding
his able handling of weather updates at the height of super
typhoon Juan’s fury. No less than the Department of Science
and Technology Sec. Mario Montejo announced that Yumul
will be sent back to his original position as head of the Research
Division of the agency.
No reason was given other than “Malacanang was consider-
ing someone to replace Yumul.” I doubt if his transfer would be
done on a negative note. It is more likely that Yumul’s transfer
is just part of a routine move. Maybe, he would perform best as
head of DOST’s R & D office.
Speaking of Pagasa, the government doesn’t actually need to
spend too much on sophisticated equipment to make its forecasts
more accurate. What the President should do is put someone
there with a sophisticated mind.

City reporter. There, I came
to know that our weather
forecasts are not only based
on the agency’s monitoring
but on data shared by other
weather stations scattered
in the Pacific. The United
States has its own weather
station in Hawaii and weathermen there usually conduct actual
aerial surveys of a brewing storm. Likewise, Japan, Taiwan,
Vietnam, China and all our Asian neighbors have their own
weather monitoring system.
And their methods are far more advanced and sophisticated
than ours.
This leads me to think that in order to come up with the most
accurate and timely report on the behavior patterns of cyclones and
other weather systems, maybe the Philippines and its neighbors
can forge a weather information sharing pact. This way, we can
access data gathered by these Asian countries’ high-tech equip-
ment. Isn’t that right, Sec. Montejo?
I wonder why former Pagasa officials had to whine over the
lack of financial support from the national government in order
to procure equipment such as Doppler radars when all they
could have done was contact their counterparts abroad, meet
and discuss possible areas of cooperation. That easy.
If we have standing agreements with our Asian neighbors in
the areas of economics, politics, crime prevention and terror-
ism, maybe we can initiate discussions for the establishment of
a Pacific-wide weather monitoring system, especially with our
nearest neighbors such as Taiwan and Japan. The agency’s job
would be to analyze, make reports and disseminate informa-
tion on an evolving weather disturbance simultaneously to all
its members.
By doing so, weathermen in the Philippines, for instance, can
be guided correctly on how they should react under threat of an
imminent cyclone. A unified weather reporting system in Asia,
therefore, is now in order.
If a forecast proved wrong, then Pagasa will be spared from
singular blame.

walang patawad kung magtaas ng presyo ng kanilang mga
produkto lalo na kung may bagyo tulad nitong pagpasok ni
“Juan” sa ating bansa—mga negosyanteng ang tanging inisip
at hinangad sa buhay ay kumabig nang kumabig ng pera kahit
ang pinagkukunan ng pera ay iyong mga salat na salat.
Iyan ang mga “Buhawing Juan.” Maraming ganyan sa

Destabilization plot vs Aquino

A plot to destabilize the
Aquino administration was bared
by the President’s allies in Con-
gress who also warned those
behind a newly-emerged shadowy
group called Solidarity for Sover-
eignty (S4S) against agitating the
armed forces as it may backfire
on them.
House Speaker Feliciano Bel-
monte Jr. said the government
must monitor the activities of
the group this early to prevent it
from causing more harm to the
four-month-old Aquino govern-
ment.
Belmonte said S4S was behind
the publication of paid advertise-
ments last Tuesday that criticized
the government. The full-page ads
declared a vacancy in all elective
positions because of the supposed
“unconstitutionality” of the May
10 elections where Aquino won
by a very wide margin over his
closest rival.
Alarmingly, the group also
called on the military to “fulfill
its constitutional mandate” and
help in making sovereignty “a full
reality in our country.”
Belmonte said such call could
be deemed a “crime” as it clearly
bordered on subversion.
“These things always happen.
And if you are in this game and you
find it too hot, you should not be
in this game. Some people really
have nothing better to do than
criticize,” the House Speaker told
newsmen.
Muntinlupa Rep. Rodolfo
Biazon, who was a former armed
forces chief of staff who defended
the regime of the late Pres. Cory
Aquino from similar attempts
during the 80s, said government
security and intelligence forces
should closely watch the move-
ments of former defense secretary
Norberto Gonzales’ group which
declared that “liberal democracy”
is already “rotten.” Aquino ran and
won under the Liberal Party.
Biazon noted that Gonzales had
been monitored to be conducting
seminars in the Armed Forces of
the Philippines when he was still
national security adviser. Gon-
zales, who also became secretary
of the Department of National
Defense, was telling soldiers that
they need “radical change” to at-
tain full sovereignty.
“They may be bordering on
subversion by what they are saying
and what they are advocating,”
Biazon, also a former Marine
commandant, stressed.
The lawmaker said he was
informed by soldiers when he was
still a senator about the activities
of Gonzales’ group.
“Now that they are at it again…
government must monitor this
very closely,” he pointed out.
Apart from Belmonte and
Biazon, administration party
stalwarts and allies were one in
urging the people to reject the plot,
saying Aquino became president
because he won the support of
majority of Filipinos.
Deputy Speaker and Quezon
Rep. Lorenzo Tañada III, for one,
said S4S will not muster support
from the people because “the (Glo-
ria Arroyo) opposition cannot be
an alternative knowing her track
record as president.”

LRTA opens Polls in typhoon-stricken

THE Light Rail Transit Authority (LRTA) is
set to open its Roosevelt station in Quezon City
tomorrow.
LRTA officials will lead the ceremony that will
start at 9 a.m. at the Roosevelt station of the LRT
Line 1 in QC.
Transportation Undersecretary for Rails Glicerio
Sicat, Usec. for Public Information Dante Velasco,
LRTA Administrator Atty. Rafael Rodriguez, Deputy
Administrator Engr. Emerson Benitez and other
guests will attend the opening rites.
The new station is part of the LRTA’s project
“Closing the Loop, Opening New Horizons.”
The Roosevelt Station is part of the North Exten-
sion Project (“Closing the Loop”) which will link LRT
Line 1 with the Metro Rail Transit (MRT-3).
This railway project involves the construction
of a 5.7-km. elevated line seamlessly from Monu-
mento Station of Line 1 to North Avenue Station of
Line 3 with three new stations namely, Balintawak,
Roosevelt and Common station.
Last March 22, the Balintawak Station com-
menced its first commercial operation with an

Team Pacquiao wraps up Baguio training

AMERICAN trainer Freddie Roach yesterday
disclosed that the team of pound-for-pound king
Manny Pacquiao is scheduled to leave Baguio
City to set up another training camp in Metro
Manila.
Members of the Team Pacquiao also said that
Top Rank Promotions top honcho Bob Arum will
join the group in flying back to Manila before the
veteran boxing promoter will head back to the
United States.
The team arrived in Baguio City for a three-week
high altitude training of Pacquiao, who is scheduled
to fight for another boxing title against the Mexican
slugger Antonio Margarito on November 14.
Roach described the Baguio training of Pacquiao
as “very good” and added that the champion is no
doubt in tiptop shape to knock out Margarito.
Roach predicted a knockout win in favor of
Pacquiao. He said Margarito will hit the canvass
courtesy of Pacquiao’s right hand. The congress-
man from Sarangani is a southpaw and Roach is
intensifying the champion’s right punch.
