niya si Ismael na bumaba ng jeep. Nang
makababa na si Ismael, tinutukan niya
ito ng baril at tinadtad ng malulutong
na mura. Todo-todong pagmamakaawa
ng jeepney driver sa pulis at paghingi
ng dispensa kung anuman ang kanyang
naging kasalanan. Ngunit hindi alintana
ito ng pulis.
Nang mapansin ni Ismael na nan-
lilisik na ang mga mata ni Borromeo
habang nakatutok ang baril nito sa
kanya – sa takot na baka ito’y pumutok,
kumaripas siya patungo ng kanyang jeep.
Ngunit hinabol siya ni Borromeo. At ng
maabutan, pinukpok ni Borromeo ang
ulo ni Ismael gamit ang kanyang baril.
Habang namimilipit sa sakit si Ismael
sa pagkapalo sa kanyang ulo, sinaman-
tala naman ng pulis ang pagkakataong
iyon para posasan ang kanyang bik-
tima. Nang maposasan na si Ismael,
kinaladkad siya ni Borromeo patungo
sa kanyang motor para isakay. Ngunit
sa bandang huli, inutusan na lang ni
Borromeo si Ismael na imaneho ang
kanyang jeep.
Habang nagmamaneho si Ismael, na-
kaposas ang kanyang kaliwang kamay sa
manibela at nasa tabi niya si Borromeo.
Dumiretso sila sa Jose Reyes Memorial
Hospital at doon, inutusan ng pulis ang
kanyang biktima na sabihin sa doktor
Pagkatapos sa ospital, dumiretso
ang dalawa sa presinto tres. Pagdating
doon, tinakot siya ng desk officer na
ikukulong at kinagalitan na rin. Ngunit
hindi naglaon, animo’y biglang bumalik
sa katinuan ang pag-iisip ni Borromeo

ito. Kahit na wala, sinabi ni Ismael na
mayroon para siya ay kaawaan at agad
na pakawalan.
Sa puntong iyon, bumubot ng P200
si Borromeo at iniabot ito kay Ismael
para daw pasalubong sa kanyang mga
anak. Hindi tinanggap ni Ismael ang
suhol na pera ni Borromeo. Ngunit bago
niya pinakawalan si Ismael, pinapirma
ni Borromeo ito sa isang papel kung
saan nagsasaad na siya ay hindi magr-
ereklamo at hindi siya sinaktan.
Nang dumulog si Ismael sa WANT-
ED SA RADYO (WSR), bakas ang mga
sugat at pasa sa kanyang ulo, kamay,
tagiliran at dibdib. Dala rin niya ang
isang medical certificate mula sa ibang
ospital na magpapatunay na siya ay
minaltrato.
Gagawin ng WSR ang lahat upang
pagbayaran ni Borromeo ang ginawa
niyang paglapastangan sa pobreng si
Ismael.

THE impeachment of Ombudsman Merceditas Gutierrez
plays a crucial role in the prosecution of Pampanga Rep. Gloria
Macapagal Arroyo and her cohorts. Gutierrez’s perceived loyalty
to the Arroyos has prevented and would continue to prevent
her from making the right judgment in the plunder cases that
have and will be filed against Arroyo, the Bagong Alyansang
Makabayan (Bayan) said.
Bayan is a respondent in the impeachment complaint filed
before the House of Representatives’ Committee on Justice.
Two impeachment complaints against Gutierrez have been
filed in Congress, one by former Akbayan representative Risa
Hontiveros, and another by Bayan secretary general Renato

five years, but until now she has not prosecuted nor was she able
to hold accountable erring government officials involved in a
number of high-profile cases of graft and corruption. Instead, she
has allowed her office to be used as an instrument for covering
up the impropriety of the previous administration,” Pagbabago
said in an open letter addressed to the House of Representatives,
asking the lawmakers to support the impeachment complaint
against Gutierrez.
Pagbabago said Gutierrez, an appointee of Arroyo, has been
ignoring cases involving Arroyo, her family and other high-ranking
government officials such as those named in the impeachment
complaint. The cases include the NBN-ZTE deal, the fertilizer
fund scam, the Mega Pacific deal, the Hello Garci scandal, and
the Euro Generals scandal, all of which have already been found
anomalous either by the Senate or by the Supreme Court.
“There is a crime but there is no criminal– that seems to be
the rule under Ombudsman Gutierrez,” the groups said in its
complaint against Gutierrez.
For example, the groups said, the Supreme Court has already
found irregularities in the Mega Pacific deal, but Ombudsman
Gutierrez still found no criminals to prosecute. Irregularities
were also unearthed in the congressional investigation of the
NBN-ZTE deal, the Hello Garci scandal, the fertilizer scam, and
the Euro Generals, but again, Ombudsman Gutierrez has not

patakaran sa pagpapatakbo ng negosyo na gaya ng online
gaming. Isang lantarang pagmamaliit sa kakayahan ng
COA ito na halos insulto na.
Naniniwala ako na may mas malalim na paliwanag
dito na karapatang marinig ng taumbayan at sana ay hindi
balewalain ng COA ang naging pahayag ng Philweb tungkol
sa isyu. Sana ay panindigan nila ang kanilang rekomen-
dasyon lalo pa kung alam nila na ang pagsilip sa kontrata
sa pagitan ng Philweb at PAGCOR, ang pagsilip na rin sa
kwentahan ng buwis na para sa bayan, ay makakapagdulot
ng dagdag na tulong sa mamamayan.

and Astronomical Services Administration
(PAGASA) said the potential cyclone is
presently still a low-pressure area (LPA)
just outside the Philippine area of respon-

like Juan, forecasters said.
“For now our models show the LPA
may become as powerful as “Juan” and
may even take a similar path,” an official

MMDA grants five independent films for the Metro film fest
AS a prelude to the annual Metro Manila Film Festival (MMFF), the Metropolitan Manila
Development Authority (MMDA) yesterday said that it will show at least five independent
films from December 16 to 21 at selected theaters.
In coordination with the Independent Filmmakers Cooperative (IFC) headed by Raymond
Lee, the MMDA has formed a special committee to screen the films to be shown and to super-
vise the actual pre-MMFF exhibition.
MMDA Chairman Francis Tolentino said the event aims to promote quality independent
films and to encourage small filmmakers.
“This is our way of helping independent filmmakers. It is a viable avenue for them to
showcase their movies and to increase public awareness on these kinds of movies which are
normally not shown commercially, but are internationally acclaimed in foreign film festivals,”
Tolentino said.

MMDA grants five independent films for the Metro film fest
AS a prelude to the annual Metro Manila Film Festival (MMFF), the Metropolitan Manila
Development Authority (MMDA) yesterday said that it will show at least five independent
films from December 16 to 21 at selected theaters.
In coordination with the Independent Filmmakers Cooperative (IFC) headed by Raymond
Lee, the MMDA has formed a special committee to screen the films to be shown and to super-
vise the actual pre-MMFF exhibition.
MMDA Chairman Francis Tolentino said the event aims to promote quality independent
films and to encourage small filmmakers.
“This is our way of helping independent filmmakers. It is a viable avenue for them to
showcase their movies and to increase public awareness on these kinds of movies which are
normally not shown commercially, but are internationally acclaimed in foreign film festivals,”
Tolentino said.

Forum discusses stakeholder
approach to climate change
A FORUM on climate change provided
a multi-stakeholder approach to this global
environmental concern, with inputs from
the sectors of government, business, civil
society and the academe.
The International Academy of Manage-
ment and Economics (iAME) for Foreign
Studies, in cooperation with the British
Embassy Manila, the British Alumni
Association and the British Chamber of
Commerce of the Philippines (BCCP),
conducted a climate change forum on
Thursday to discuss the worsening effect of
this environmental concern, how people –
as a collective and as individuals - can bring
about social change by going green.
“The UK Government has put climate
change at the heart of its foreign policy.
We realize that as the world becomes more
networked, the impacts of climate change
in one country or region will affect the
prosperity and security of others around
the world,” said British Ambassador to the
Philippines Stephen Lillie.
With this is mind, the forum presented
the idea of an RP-UK Climate Bayanihan
that embodies the spirit of solidarity and
volunteerism in achieving a common goal. It

Binay welcomes RP stronger ties with UAE
VICE President Jejomar C. Binay
welcomed the interest of the United
Arab Emirates (UAE) to invest in agri-
culture, saying such investments would
