1.0 PURPOSE
The purpose of this procedure is to lay guidelines and requirements and to establish a
method to control the clearing and grading of right of use activity to be used in the 16"
pipeline construction works for Pipeline Replacement Project In GujaratRegion
Ankleshw~r - Baroda (Part-A) by JSIW.

2.0 SCOPE
Tha scope of work covers the minimum requirements of clearing and grading of right of
use (ROU) for the pipeline route fixed by company for Pipeline Replacement Project In
Gujarat Region Ankleshwar - Baroda (Part-A)

3.0 REFERENCES
Following documents in totality or in part shall form the reference documents:
• Specification For Mainline Construction (Onshore) specification no: MEC/S/05/21/01·
• AFC- Alignment Sheet

4.0 RESPONSIBILITY

Project Manager - Shall report to Project Director.

6.0 METHODOLOGY
The ROU boundary lines on left and right side of exiting ROU with reference to direction
·offlow shall be staked so as to prepare the strip for laying the pipeline. All construction
activities shall be performed within the prescribed width (limits) of the ROU. JSIW will
inform the variation in this width caused by local conditions or installation of associated
. pipeline facilities or any existing facilities of Owner. Prior to the start ~ing

6.1 Stacking
Install benchmarks, Intersection pOints and other required survey monuments. Stake
two ROW markers every 50 meters. Set out marking of working area boundary and a
reference line with respect to pipeline centerline at a location as per SOP & decided by
MEGON I GAIL. Marker on reference line shall be ata distance of maximum 50 meters
for straight-line sections and maximum 10 meters for horizontal bends.

Install distinct marks on the ref line locating and indicating special points, such as
contract limits, obstacle, crossings, change of wall thickness, including corresponding
Ghainage etc..

All markers shall be of suitable materiel and shall be colored red with numbers printed in
white. Number shall be identical to centerline marker number with letter A (left site) B
(right site) added, looking to. flow direction for easy identification and shall be maintained
till permanent markers are installed and as built drawings are approved submitted.

6.2 Monuments I Fencing

All shrines, monument, border stones, stone walls and the Iike shall be protected and
shall be subjected to no harm during construction. Any re-routing if required will be done
after approval of the same by MEGON I GAIL. After taking the possession of the ROW
and prior to clearing al!d grading of ROU fences crossing the ROU shall be opened and
temporary. gate similar suitable quality shall be installed and on completion of
construction shall restore such fencing to its original condition. Temporary fencing shall
be installed on either side of ROU wherever it is considered essential to ensure safety
and noninterference.

Fencing shall be removable type wherever necessary, to permit crossing of traffic. The
type of fencing must be suitable for the situation in accordance with user. The pole
distance shall not be greater than 6m. The minimum height of the fencing shall be 1.0 m
above grade. Fencing can consist of one or more rows of smooth wire I nylon rope I
warning tape.

6.3 ROW clearing and grading

Any obstacle in ROU hindering installation of pipeline along the pipeline route shall be
removed. Grading of ROU shall be done as required for proper inst~ the

All grubbed stumps, timber, bush, undergrowth and roots and or removed from the ROU
shall bedisposed of in a manner and method satisfactory to GAIL / MECON, land owner
and / or tenant, and Government Authorities having jurisdiction and as soon as practical
after the initial removal. In no case shall it be left to interfere with the grading and laying
operations: Whenever stumps are grubbed and a hole is Jeft in the ground, JSIW shall
back-fill the hble and compact it to prevent water from gathering in it and making a big
hole.

JSIW shan grade sharp points or low points to allow the pipe to be bent and laid within
elastic limits and shall drill, blast or excavate any rock or other material which cannot be
graded off with ordinary grading equipment in order to make an adequate working
space along the pipeline.

No temporary or permanent deposit of any kind of material resulting from clearing and
grading shall be permitted in the approach and any other pOSition, which may hinder the
passage and / or the natural water drainage.

In the case of natural or artificial deposit of loose soil, sand, heaps of earth or other fill .
materials, these shall be removed till stable natural ground level is reached so as to
ensure the construction of the pipeline ditch in stable ground.

In the case of ROU clearing and grading on the hillside or in steep slope areas, proper
barriers or other structures shall be provided to prevent the removed materials from
rolling downhill. The ROU cross fall shall not exceed 10%.

Wherever the pipeline ROU runs across, through or alongside farmyards, built-up areas,
groups of trees, groves, horticultural spreads, gardens,grass-fields, ditches, dikes,
roads, paths, railways or any other area with restrictions of some kind, JSIW shall grade
only the width of the Right-of-Way necessary for digging the pipeline trench and
constricting the pipeline. In the said places JSIW shall carry out the works in such a
way that damages resulting from the pipeline construction is kept to a minimum.

6.4 Provision of Detours I,

JSIW shall do all necessary grading, bridge and detouring at road, water and other
crossings and other locations where needed, to permit the passage of its men and

equipment. JSIW shall be responsible for moving its equipment and men across or (:
around watercourses. JSIW shall ensure that temporary bridges L-~erts, if ~

morphology unchanged and shall not unduly damage the banks of water courses, lights,
lanterns, signs, barricades shall be provided wherever required to protect public. For
filling, if any, of any public ditches or drains,. JSIW shall obtain written permission from
the authorities having jurisdiction over the same. Copy of such approvals shall be
submitted to GAIL I MECON prior to start of activity.

6.5 Steep and rocky terrain I ROW damages

In rough or steep terrain, JSIW shall grade ~ccess roads and temporary bypass roads
for its own use, if required. Where such access roads do not fall on the ROU, JSIW shall
obtain necessary permissions from landowners and tenants and shall be responsible for
all damages caused by the construction and use of such roads, at no extra cost to
GAIL. Wherever rocky terrain is encountered grading shall be carried out in all type cif
solid rocks by blasting if required as per MECON specification. Where use of explosives
Is required in connection with ROW grading & trenching contractor shall comply fully
with the requirements of use of explosives as provided under clause 6.3 of this
specification.

JSIW shall confine its operations within limits of the Right of way. Any damage to
property outside ROU shall be restored by JSIW and also settle claims from the account
of the JSIW.

7.0 HEALTH, SAFETY AND ENVIRONMENT

• JSIW shall ensure that the machine operator Involved must be an experienced
person.
• PPE is a must in this activity.
• Personnel around the machine must be cautious about overhead falling objects.
• During the movement of earth moving equipments the operator must blow horn to
caution the people around.
• All Measuring & Test Equipments used must bewell maintained.
• All lifting devices & Tolls used shall be well maintained and approved by a competent
authority.
• Regular awareness program shall be arranged .
•:. JSIW shall ensure that the Standard operating procedure as given in tender

document and approved HSE procedure shall be applied for Right Of Way Clearing &

Grading activity to lay the proposed pipeline in common ROU parallel to exiting

8.0 QUALITY ASSURANCE I QUALITY CONTROL

Clearing & grading activities shall be executed in accordance with the requirements of
this procedure.
Quality Records of ROW clearing & grading inspection Qctivities shall, be retained. The
respective .department shall' retain original quality records. The company shall forward .

copies of all quality records to the. QA/QC department for review.
