Jack Up Barge Technical Specifications

SECTION 1: GENERAL

1.0 GENERAL DESCRIPTION

The Unit shall be a Self-Elevating Jack-up Platform intended for


‘Restricted Service’ in Coastal waters. The Unit shall be used for
Piling operations and Soil Investigation. The vessel shall be designed
as an unmanned barge in which personnel will be present only during
construction activity.

The Unit shall be designed as a pontoon with 4 legs and shall be


provided with Hydraulic Jacking System. The equipment shall be
mounted on the Main Deck and Piling and drilling operations shall be
carried out from the deck. All generators and hydraulic power packs
shall be mounted below the Main deck. Rest rooms and office spaces
shall be provided above Main deck.

DESIGN CODES

The vessel shall be designed in accordance with the followings codes:

• IMO code on Intact stability

1.02 CLASSIFICATION

The jack up barge to be designed and built under supervision and


survey by ABS/IRS, with their relevant rules suitable for operations
along the Indian Coast for the given operating conditions and
machinery shall be as required for the operations required to be
carried out as specified in this document. The vessel shall be classified
and designed as an unmanned barge, which will be occupied by
personnel only during operations.

1.06 REGISTRATION

The vessel is to be registered with MMD under CV act. All certificates,


documents necessary shall be supplied.

1.07 DEAD WEIGHT CAPACITY

Dead weight capacity of the fully equipped vessel, i.e. Deck Load for
construction materials , fuel oil, fresh water, sanitary, misc
consumables &stores, Personnel and effects, provision, Construction
equipment etc. shall be around 670T

1.08 TEST & TRIALS

All tests as per the Classification Society requirements during the


construction, to be carried out by the Builder. After completion of the
vessel, the following test and trials are to be carried out:

1. Inclining Test
2. Anchor trials
3. Jacking System Trials.
4. All Machinery/Equipment Trials

1.09 STABILITY AND TRIM

On completion of construction of the vessel, inclination test is to be


carried out in presence of MMD Surveyors and stability data for all
relevant conditions to be furnished. Trim & Stability booklet, duly
approved by D. G. Shipping to be provided.

1.10 MATERIAL AND WORKMANSHIP

All materials used throughout the construction of the vessel,


machinery, fittings, installations etc. are to be of the highest quality.
The steel used is to be ABS/IRS Grades or equivalent approved steel
as specified in the respective drawings.

All materials used must confirm to the rules of specifications and


satisfy the requirement of the Classification Society.

The workmanship is to be the best of its respective kind and to the


entire satisfaction of American Bureau of Shipping / Indian Register of
Shipping & Mercantile Marine Department, Surveyors .and the Owner.
The cost of all tests and analyses is to be borne by the Builder. The
Owner will have the full authority to adopt any means they think
advisable to satisfy themselves to the quality of the materials used.

1.11 GENERAL

If any item(s) is/are repeated more than once in the specifications, it is


to be understood that these items(s) to be supplied and/or equipped
only once.

Any requirements specified by the Owner is minimum even though


they may be in excess of the requirements of the rules and regulations
of the Classification Society and / or Statutory Authorities as specified
herein and/or content of this specification. In addition to that, all rule
requirements for intended service are to be complied with. The Builder
shall comply with all specifications of the Owner and / or that of
Classification Society and / or Statutory Authorities whichever is
higher. If the finalised specifications is less than that of Classification
Society and / or Statutory Authorities’ rules, regulations and
requirements as on the date of signing of this contract, improvements
to the specifications of Classification Society and / or Statutory
Authorities shall have to be complied by the Builder.

If any inconsistency is found between the contract and this


specification and plan(s), the former shall prevail unless specifically
agreed otherwise.

After the first jack up barge is finished, any changes /non-conformities


noted with respect to the stated specifications to be incorporated in the
subsequent vessels.

1.12 EMBLEM & OTHER MARKS

The name of the vessel and the port of registration are cut out of 6 mm
plating and welded to the side shell at the usual locations, as per
Statutory Rules. Size of lettering shall be as per class requirements.

The Owner’s emblem shall be provided to the outsides of the funnel.

Draft marks are carefully marked on the hull before launching. Marks
are made of 6mm steel plates, are in metric units and are positioned
forward, aft, and mid-ship.

SECTION 2: Owner supplied items

Owner shall supply the following:

The barge will be designed by M/s AB Marine Consultants and class
approved drawings will be supplied to the shipyard

2 Steel

The steel required for the barge shall be supplied by the owner

3 Jacking system

The jacking system used for elevating the hull to the desired height and
also to lower it into the water.

The supply shall consist of :

• Main Jacking system for Barge Jacking including jacks, powerpack

• Pin operating cylinders

• Limit switches

4 Mooring system

Mooring winches with powerpacks

Anchors & wire ropes

5 Gensets

The Unit shall be a Self-Elevating Jack-up Platform intended for ‘Restricted


Service’ in Coastal waters. The Unit shall be used for Piling operations and
Soil Investigation.

Elevated load is the total load of the hull and the variable load.
Jacking System
The Jacking System comprising of 12 Hydraulic cylinders of 150 T capacity
each, arranged as 3 cylinders per leg with a central power pack powered by
electric motors.

The load transfer between the legs, cylinders and the Hull shall be by means
of a positive locking system comprising being of pins mounted on the Hull
and the Cylinders, the Legs being provided with Holes at a pitch of 750 MM.

Design Environment
The Mooring System shall be designed for the following environment.

reasonable accuracy before jacking up for construction.

Anchors & Ropes

4 no. Anchors of Weight 4.50T each shall be provided on the Barge. The
Anchors may be Stockless Bower Anchors or High Holding Power AC 14
Anchors. IWRC Ropes of 32mm dia and 300 mm length per anchor shall be
provided.

STABILITY CRITERIA

In the afloat condition the vessel shall satisfy the following stability
criteria.

Intact Stability
The Metacentric Height shall be to be at least 0.5 M.
The area under the righting moment curve to the second intercept, or a
lesser angle, shall be not to be less than 40% in excess of the area under the
wind heeling moment curve to the same limiting angle, the wind velocity of
50 Knots.
The second intercept of the righting moment and the heeling moment curves
shall be to occur at an angle of heel of at least 30 deg associated with a wind
velocity of 70 Knots.
The curves for the wind heeling moments are to be calculated according to
Chapter 3, Section 2 of the IMO code for the Construction and Equipment of
Mobile offshore Drilling Units.
Minimum Standard of closing of openings leading to spaces which are
assumed buoyant, for the purpose of achieving the necessary area under the
GZ curve shall be to be as follows:

SECTION 3: STRUCTURE

3.01 GENERAL

The hull has a double chine form with a transom stern and a tapered
bow as per G.A. plan. Construction of the vessel to be with
Shipbuilding quality steel plates & sections of IRS/ABS Grades as per
the respective drawings.

The structural work to be executed in accordance with standard


shipbuilding practice meeting the requirements of Classification
Society.

The vessel is to be of all welded construction. The welding shall be


carried out as per welding scheme approved by the Classification
Society. Electrodes to be used must be of approved quality. X-ray
photographs of welds of hull and deck seams, machinery seating, etc.
will be taken at locations indicated by Class.

Hull & Scantling shall be in accordance with the requirements of


Classification Society for Coastal Service vessel. Scantlings as per
rule requirements to be mentioned on the drawings.

3.02 BOTTOM CONSTRUCTION

All spaces to have single bottom construction. Floors in way of


machinery room to be strengthened for foundations and fulfillment of
Classification requirements.

Height and construction of floors are to be in accordance with


Classification Society requirements.

Drainage holes on the bottom of floors and side girders to be properly


distributed and to be large enough to ensure proper bilging.

The transom stern to be well attached to the keel plating and transom
floor plate.

3.03 SHELL PLATING WITH FRAMING


Shell plating, girders, framing etc., to be designed as necessary to
meet Class requirements.

Thicker plates or doublers to be arranged in way of openings such as,


sea chests, mooring fittings and elsewhere as necessary

3.04 LEGS

The jack up barge is to be designed with four circular legs of 55 m


length. The legs are to be fabricated with Shipbuilding quality steel
plates of ABS/IRS Grade as per the drawing.
These are to be operated with the help of jacking system.

LEG INSTALLATION

All four legs of length 55 m each shall be erected in the shipyard.

3.05 BULKHEADS
Watertight transverse bulkheads stiffened on one side to be arranged
as shown in the G.A. Plan.

Bulkheads in machinery room and above are to be constructed in line


as far as possible.

3.06 JACK HOUSE

A jack house constructed above deck with steel encircles the jack up
leg with suitable stiffening to house/mount the jacking system. The
material grade for jack house has to be ABS/IRS Grades as per the
drawings.

3.07 DECKS

All decks are to be constructed of steel and to be of all welded


construction.

Plating at corners of large deck openings to be well rounded as


required by rules. The deck plating shall be strengthened in way of
foundations, mooring fittings, and any other load transfer points to the
hull.
3.08 TANKS

Ballast water tank to be provided in order to adjust the trim of the


vessel and also to function as preload tanks. Fresh water tank, bunker
tanks, and daily service tanks for fuel oil to be arranged in machinery
compartment as shown in the G.A. Plan.
Tanks to hold fresh water for making bentonite solution to be provided
along with other tank of similar capacity to store the bentonite solution.
These tanks will be located in such a manner that the combined COG
of the vessel during operation will be at the center of the barge.

3.09 FOUNDATIONS

All welded foundation seats of substantial construction to be fitted for


the auxiliary machinery arranged in the machinery room and/or on
deck. Engine/Machinery manufacturer’s recommendation to be
considered.
Suitable reinforcement by appropriate means shall be provided where
necessary.

3.10 DECK HOUSE

Three tier deck house is to be arranged aft as shown in G.A. plan. The
deck house is made of steel and has welded construction. The form
and layout is according to the G.A. plan. Scantlings of deck house to
be as per Class requirements.

All outside walls and engine casing including the inner wall of galley,
WCs & lavatories to be of mild steel bulkheads with necessary
stiffeners.

SEA CHEST

Two sea inlet wells shall be provided in the engine room. These shall
be of dimensions as given in the drawings and the openings in the
shell shall be fitted with galvanized mild steel grids held in position by
bolts and nuts. The area of flow through the grid shall be a minimum of
2.1/2 times the area of flow through the respective pipelines.

Aluminum anode shall be fitted in each well.

The sea valves attached to the wells shall be class approved. For each
sea chest, one strainer and isolating valve shall be fitted on the suction
line immediately after skin opening.

The sea chests shall be inter connected with a pipe line of adequate
diameter.

3.11 RAILING

Railing of 1000 mm height shall be arranged on the main deck and


around the control cabin as shown in the G.A. plan.

3.12 FUNNEL

A self stayed funnel of adequate size and aesthetic looks as shown in


the G.A. plan to be fitted.

The funnel to be suitably stiffened. The funnel shall be provided with


louvers of adequate size for mechanical ventilation of the machinery
Room.

The Owner’s insignia shall be marked and painted on either side of the
funnel.

3.13 ENGINE CASING & SKYLIGHTS

Engine casing of suitable dimensions shall be positioned as shown in


G.A. Plan and shall be trunked through the deck house.

Engine Room skylights to be arranged with hinged openable flaps


having port holes fitted on. Flaps to be complete with toggles etc., for
water tightness.

The engine casing, skylight and funnel to be bolted on suitable steel


coaming, so that in case of any major maintenance, the machinery
parts can be removed through this space.

3.14 MASTS

A mast shall be provided on the Control cabin top as shown in the G.A.
Plan.
The masts, made of steel pipes shall be fixed type and shall be
supported by means of wire rope stays with rung ladders for mounting.

3.15 LADDERS AND STAIRWAYS

Ladders and stairs are made of steel and as per Class and Statutory
requirements as applicable. Stairs from main deck to control cabin
shall be of 600 mm width. The machinery Room stairs shall be made
of steel. All stairways shall have handrails of galvanised pipe.

Steel Rungs to be fitted for access to ballast /F W Tanks, vertical rung


ladders to be fitted generally in all tanks, store spaces, to control cabin
top, machinery room for emergency and elsewhere as required.
Ladders and stairs shall be fitted with railings of galvanised pipes on
one / both sides as required.

3.16 SKEG

The skeg shall be double plated and sufficiently stiffened. Two


numbers as shown are to be provided.

3.17 FENDER

All half round steel pipes should be of 200 mm. dia. and 8 mm.
thickness, stiffened by semi circular steel brackets are to be used as
fender. Lugs to be welded on the deck for providing tyre fenders all
long the sides.

3.18 PAINTING

Steel plates to be blasted to bare steel, SA 2.5 standard by either shot


blasting or sand blasting and coated with shop primer before use. The
DFT of the shop primer to be of required standards. After fabrication,
steel hull to be prepared for painting. Any dust, rust or corrosion is to
be removed prior to the application of paints. Prior to application of
paints, the surfaces are to be cleaned by spraying fresh water.

All paints shall be of reputed brand. Painting works shall be executed


in accordance with the paint manufacturer’s recommendations for
marine use. Color scheme followed to be according to Owner’s
choice. Epoxy based painting scheme to be followed. Anti slip epoxy
coating for all external floors shall be applied.

Plates will be sand blasted to SA 2.5 std. Epoxy based painting scheme is as
follows:

SECTION 4: MACHINERY,EQUIPMENTS AND


MISCELLANEOUS ITEMS

4 OUTFIT & DECK MACHINERY

4.01 ANCHORS & ROPES

A four point mooring system shall be provided to station the barge with
reasonable accuracy before jacking up for construction.

4nos. Stockless Bower anchors of 4500 Kg. each, secured to 4 nos.


steel wire rope capacity of 300 m of steel wire rope size 32 mm.

4.02 ANCHORING/MOORING WINCHES

4 nos. Hydraulic winches to be fitted as shown on the deck.. Deck


under winch foundation to be adequately stiffened. Capacity of such
winch shall be at least 15 Ton static pull and speed shall be 9 Mtrs. per
minute minimum. The winches to serve dual purpose of anchoring and
mooring.

The System is to be complete with power pack, controls, relief & pilot
valves. The whole system is to be designed, manufactured and
supplied with Class certification.

4.03 MOORING FITTINGS

4 sets of Roller fairleads shall be arranged. Doubler plates shall be


provided in way of fairleads.

4.04 ACCESS HATCHES AND MANHOLES

Access hatches with size prescribed by Rules with water tight steel
covers for access, wherever required, to be arranged as shown in GA
Plan. Covers of access hatches are to be provided with stainless steel
swing bolts and butterfly nuts.

Sufficient number of water-tight manholes to be provided for good


access to all tanks. Manholes flush with the main deck to be provided.
Studs and nuts of manholes not to project above the deck.

4.05 PORT HOLES & WINDOWS

All cabins shall be provided with windows fixed or openable to be of


aluminium anodized/MS outer frame fitted with toughened clear glass.
All toilets shall be provided with port holes to be fixed type of MS
Frame fitted with frosted glass. If windows are permitted instead of port
holes by rules, those are to be fitted.

Windows to be of rectangular type and except windows on the front


bhd. of control cabin which are fixed, all other windows shall be
openable, complete with hinge and stopper. Numbers and position of
port-holes and windows as per GA Plan.

Wipers on all windows for control cabin.

4.06 DOORS

Doors to be arranged as shown in the GA Plan. All inside doors for


accommodation shall be made of wooden panel boards. Machinery
Room steel door shall be gas-tight. All exposed doors, i.e.
Accommodation and Bridge shall be of steel and of water tight design.
All doors shall be fitted with lock releasable from both sides of door,
handles and door-stoppers.

4.07 DECK COVERING

All exposed steel decks and accommodation decks to be of bare steel


and coated with marine type deck paints.

Deck sheathing /sleepers to be provided in way of crane operating


areas on the Main Deck.

All life saving equipment provided shall be approved / type approved by


MMD. Life saving appliances to be provided to meet Statutory Rules and

SECTION 6 : MACHINERY SPECIFICATIONS

6.01 GENERAL

All machinery and equipment are to be manufactured, inspected and fitted in


accordance with Classification Society’s rules and requirements and relevant
certificates to be provided. Owner has the right to witness the testing and
should be informed of testing date 10 days in advance.

6.02 HYDRAULIC JACKING SYSTEM

General

The jacking system is intended for use on a Jack-up Barge of the following
dimensions:
The jacking system is used for elevating the hull to the desired height and
also to lower it into the water

The jacking system is further used to hoist/lower the legs.

SECTION 7 : PIPING, VALVES AND PUMP SYSTEM

7.01 GENERAL

All the piping systems shall be installed in accordance with best marine
practice and to be to the satisfaction of classification. The piping system in
general shall be laid out neatly and shall be accessible for maintenance and
repairs. Securing arrangement with proper clamps shall be arranged.

Gun metal non return valves shall be fitted on all overboard discharges. All
sea cocks shall be gun metal screw down valves and readily accessible. All
other valves shall be generally of cast iron body with gunmetal internals.

Suitable bulkhead pieces shall be fitted in each place where pipes pass
through bulkheads, decks, etc. Quick closing valves shall be provided on fuel
oil tanks. Slip on flanges and stud flanges shall be used for pipe joints.

Piping layout drawings for each major system shall be approved by


Classification Society.

7.02 PUMPS

Bilge/Ballast/Fire system

Two no. Bilge cum Ballast pump and One no. General Service cum Fire
Fighting pump to be provided with inter connection between the pumps.

Bilge/Ballast pump shall be electric driven. The General Service cum Fire
pump to be electric motor driven. Both pumps shall be of BE make, the
engine of KIRLOSKAR make and motor of Crompton make. Capacities to
be suitable for the respective services, (about 65 Cu. M. per Hr. at 30
MWC).

An additional electric driven fire pump to be provided of 50 m3/Hr of 25 MWC


on main deck with a suction line capable of pumping water during jacked
up(highest) condition.This pump can be used to supply SW to overhead tank
supplying SW to water closets.

Fresh Water

2 nos FW pump of capacity 25 m3 /Hr to be located in the machinery room to


pump water from FW tanks for the purpose of making bentonite solution and
to serve overhead tank for FW.

7.03 Sanitation And Water Supply

A sewage-holding tank of 5t capacity has to be provided in the bottom for


holding sewage water from closets, bathroom, galley etc. A suitable motor
driven pump of 10 m3/Hr of min 5 m head is to be provided for the discharge
of sewage from the holding tank.

The water supply for, bathroom, galley shall be made available through
overhead FW tanks of total 2T capacity. These tanks shall be serviced by
FW pump to supply water from under deck Fresh water tank.

Water supply to Water closets shall be serviced by an overhead tank of 2t


capacity and these tank will be supplied with sea water.

Potable water for drinking purpose shall be stored in portable tanks kept at
suitable height.

SECTION 8 : VENTILATION

The machinery room shall be provided with forced mechanical ventilation,


consisting of one supply and one supply / exhaust system. Each system shall
be capable of at least 20 changes per hour. Or as per rule requirements
whichever is higher.The system should be suitable for the machinery room
housing 2 gensets of 250 kva and 1 gen set of 60 kva.

Ventilation system for the machinery compartment shall consist of forced


supply system and distribution system. The air supply shall cater for
generator engine combustion air requirement and cooling requirement of the
compartment.

Living spaces shall be naturally ventilated and shall be provided with wall-
mounted fans.

The ventilation layout and calculation shall be approved by the design


consultant

All enclosed spaces to be provided with air pipes / goose neck ventilators.

SECTION 9 : ELECTRICAL SYSTEM

GENERAL

Electrical apparatus and wiring systems shall comply with classification’s


requirement. All electrical fittings used, shall be of good quality and suitable
for tropical and marine environment. All electrical fittings shall comply with
the relevant IEC requirement. Electric cables to be as per IEC 92-3. The
insulation class of electrical equipment shall be as per rule requirement.

SYSTEM OF SUPPLY

24 V DC for control panels and electronic equipments, Navigation Lights.


220 V, 1 PH, 50 Hz AC for general lighting.
220 V AC for navigational lights.
415 V, 3PH, 50 Hz for machinery.

MAIN SWITCHBOARD

The switchboard shall be of dead front marine type in accordance with


classification requirements. The apparatus mounted thereon shall consist of
all necessary double / triple pole switches, HRC fuse instrument for the
control of gen. Set, earth testing and illuminating lamps and fittings insulated
hand-rails.

DECK & CABIN LIGHTING

All lightings shall be incandescent. All deck lighting to suit 24 hr operations.

NAVIGATION LIGHTS

AC supply navigational lights shall be fitted and controlled by a switchboard


panel in the control cabin.

SEARCH LIGHT

One no. Searchlight 1000 W shall be provided with about 1 meter stand and
remote handle in control cabin for movement. To be operational for 24 hrs.

BATTERY BANK

Four nos. lead acid batteries each of 12 V, 180 AH capacity to be provided.


One set of batteries shall be used for engine starting. The batteries shall be
charged by the battery charging alternators provided with the auxiliary
engines for gensets through selector switch.
