Barbara Bush Middle School

National Junior Honor Society

CONSTITUTION

ARTICLE I NAME AND PURPOSE

Section 1. The name of this organization shall be the Barbara Bush Chapter of the National Junior
Honor Society.

Section 2. The purpose of this organization shall be to create enthusiasm for scholarship, to
stimulate a desire to render service, to promote leadership, to develop character, and to
encourage citizenship in the students of Barbara Bush Middle School.

ARTICLE II POWERS

All powers of the National Junior Honor Society are delegated to it by the School Administration. The National
Junior Honor Society advisers and school administrators have the right to veto any act of the National Junior
Honor Society membership or revoke any of the powers held by the National Junior Honor Society.

A. The Principal

Section 1. The principal shall reserve the right to approve all activities and decisions of the chapter.

Section 2. The principal shall annually appoint a member(s) of the faculty as chapter adviser(s), who
may serve consecutive terms.

Section 3. The principal shall annually appoint a Faculty Council composed of five members of the
school’s faculty who may serve consecutive terms.

Section 4. The principal shall receive appeals in cases on non-selection of candidates, and the
disciplining or dismissal of members.

Section 5. The principal shall notify candidates of non-selection.

ARTICLE III MEMBERSHIP

Section 1. Membership in the National Junior Honor Society of Barbara Bush Middle School is an
honor bestowed upon a student. Selection for membership is by a Faculty Council and is
based on outstanding scholarship, leadership, citizenship, service, and character. Once
selected, members have the responsibility to continue to demonstrate these qualities.

Section 2. Candidates become members when inducted at a special ceremony.

Section 3. A National Junior Honor Society member who transfers from another school and brings a
letter from the former principal or chapter adviser to the Barbara Bush Middle School
adviser shall be accepted automatically as a member in this school’s chapter. Transfer
members must meet the new chapter’s standards within one semester in or order to retain
membership.
Section 4. Members who resign or are dismissed are never again eligible for membership in the
National Junior Honor Society or its benefits.

ARTICLE IV SELECTION OF MEMBERS

Section 1. To be eligible for membership the candidate must be a second semester seventh or eighth
grade student. Candidates must have been in attendance at Barbara Bush Middle School
the equivalent of one semester.

Section 2. Candidates must have a cumulative scholastic average of at least a 90, (5.5) unweighted
or the equivalent standard of excellence. Candidates shall then be evaluated on the basis
of service, leadership, citizenship and character.

Section 3. The selection of each member to the chapter shall be by majority vote of the Faculty
Council.

Section 4. The selection procedure shall be determined by the Faculty Council and shall be
consistent with all the rules and regulations of the National Junior Honor Society. A
description of the selection procedure shall be published in an official school publication
that is widely available in a timely fashion to all students and parents of the school and
posted in prominent places on the campus.

Section 5. The National Council and the NASSP shall not review the judgment of the Faculty
Council regarding selection of individual member to local chapters.

ARTICLE V PROBATION/DISMISSAL

Section 1. The procedure for dismissal shall be determined by the Faculty Council in compliance
with the rules and regulations of the National Junior Honor Society. A written description
of the dismissal procedure shall be available to interested parties.

Section 2. Members who fall below the standards which were the basis for their selection shall be
promptly warned in writing by the chapter adviser and given a reasonable amount of time
to correct the deficiency, except in the case of flagrant violation of school rules or civil
laws a member does not necessarily have to be warned.

Section 3. The Faculty Council shall determine when an individual has exceeded a reasonable
number of warnings.

Section 4. In all cases of impending dismissal, a member shall have a right to a hearing before the
Faculty Council.

Section 5. For purposes of dismissal, a majority vote of the Faculty Council is required.

Section 6. A member who has been dismissed may appeal the decision of the Faculty Council under
the same rules for disciplinary appeals in the school district.

ARTICLE VI CHAPTER OFFICERS

Nomination and election of officers will be held during the first general meeting after induction.
Candidates for office must complete an “Intent to Run for Office” form not later than the established deadline.
Section 1. The officers of this chapter, their duties, and the method of their elections shall be
determined by the members of the chapter, approved by the Faculty Council and the
principal. All offices are open to any National Junior Honor Society member in good
standing.

a. The President’s duties shall include:

 Presiding over all meetings


 Preparing for chapter functions, appointing committees and chairpersons
 Assisting with the plans and agenda for each meeting with the adviser(s)
 Facilitating democratic and courteous discussions
 Working to generate excitement about chapter activities
 Evaluating committee work and monitoring their progress
 Serving as official representative of National Junior Honor Society involving
campus, district, or community events
b. The Vice-President’s duties shall include:

 Presiding over meetings in the absence of the President


 Helping to coordinate all committee work and sharing the responsibility for
accomplishing chapter activities
 Supporting the President and encouraging harmony within the chapter
 Assisting with the calendar of events for the year, distributing material at meetings,
communicating necessary news to members throughout the year

c. The Secretary’s duties shall include:

 Recording the attendance at meetings


 Recording the actions and discussions of the official chapter meetings, as well as any
executive committee meetings
 Communicating necessary news to members throughout the year
 Helping to coordinate all committee work and sharing the responsibility for
accomplishing chapter activities
 Assisting with the calendar of events for the year, distributing material at meetings,
communicating necessary new to members throughout the year

d. The Treasurer’s duties shall include:

 Assisting with the counting of money after any fundraiser


 Keeping track of the amount in our funds
 Helping with Secretarial duties
 Helping to coordinate all committee work and sharing the responsibility for
accomplishing chapter activities
 Assisting with the calendar of events for the year, distributing material at meetings,
communicating necessary new to members throughout the year

e. The Historian’s duties shall include:

 Helping to coordinate all committee work and sharing the responsibility for
accomplishing chapter activities
 Assisting with the calendar of events for the year, distributing material at meetings,
communicating necessary new to members throughout the year
f. the Parliamentarian’s duties shall include:

 Helping to coordinate all committee work and sharing the responsibility for
accomplishing chapter activities
 Assisting with the calendar of events for the year, distributing material at meetings,
communicating necessary new to members throughout the year

Section 2. New officers shall be installed at the first meeting immediately following elections.

ARTICLE VII EXECUTIVE COMMITTEE

Section 1. The executive committee shall consist of the officers of the chapter and the chapter
adviser(s).

Section 2. The executive committee shall have general supervision of the affairs of the chapter
between its business meetings, make recommendations to the chapter, and determine and
perform such other duties as are specified in the chapter by laws.

Section 3. The executive committee shall have the responsibility for ensuring the chapter activities
and procedures follow school policy and regulations.

ARTICLE VIII MEETINGS

Section 1. The National Junior Honor Society of Barbara Bush Middle School shall meet once a
month on days designated by the executive committee and in accordance with school
policy and regulations.

Section 2. Special meetings approved by the executive committee may be


called by the chapter president or other designated student leader.

ARTICLE IX ACTIVITIES

Section 1. The National Junior Honor Society of Barbara Bush Middle School shall determine one
or more service projects for each year.

Section 2. All members shall regularly participate in these projects.

Section 3. These projects shall have the following characteristics: fulfill a need within the school or
community; have the support of the administrations and the faculty; be appropriate and
educationally defensible; and be will planned, organized, and executed.

Section 4. Each member shall have the responsibility for choosing and participating in a service
project that reflects his or her particular talents and interests. This is in addition to the
chapter projects to which all members contribute.

Section 5. This chapter shall publicize its projects in a positive manner.

ARTICLE X OFFICIAL INSIGNIA

Section 1. This organization shall have the official emblem of the National Junior Honor Society.
Section 2. Each active member shall be entitled to wear this emblem.

Section 3. Any member who resigns or is dismissed shall return the emblem to the chapter advisor.

Section 4. The official colors of the National Junior Honor Society shall be blue and white.

Section 5. The motto of the National Junior Honor Society shall be “Light is the Symbol of Truth.”

XI BYLAWS

Section 1. The bylaws of the Barbara Bush Middle School National Junior Honor Society will
amplify sections of this Constitution and clarify operating procedures of this chapter.

Section 2. The chapter bylaws shall contain information concerning the election and duties of
officers, the schedule of meetings, member obligations, dues, and so on.

XII AMENDMENTS

This Constitution may be amended at any meetings of the National Council or by mail by an affirmative vote of
five members of the National Council.

BYLAWS

ARTICLE I NAME

The name of this organization shall be the National Junior Honor Society of
Barbara Bush Middle School.

ARTICLE II PURPOSE

The purpose of this organization shall be to create enthusiasm for scholarship, to


stimulate a desire to render service, to promote leadership, to develop character,
and to encourage citizenship in the students of Barbara Bush Middle School.

ARTICLE III POWERS

All powers of the National Junior Honor Society are delegated to it by the School
administration. The National Junior Honor Society advisers and school
administrators have the right to veto any act of the National Junior Honor Society
membership or revoke any of the powers held by the National Junior Honor
Society.

ARTICLE IV MEMBERSHIP

Membership in the National Junior Honor Society of Barbara Bush Middle


School is an honor bestowed up a student. Selection for membership is by a
Faculty Council and is based on outstanding scholarship, citizenship, character,
leadership, and service. Once selected, members have the responsibility to
continue to demonstrate these qualities.

A NJHS member who transfers to another school and brings a letter from the former principal or chapter adviser
to the new school chapter adviser shall be accepted automatically as a member.

Members who resign or are dismissed are never again eligible for membership or its benefits.

Members are subject to dismissal or probation if they do not maintain the standards of scholarship, leadership,
service, citizenship, and character that were used as a basis for their selection.

All members of the national Junior Honor Society of Barbara Bush Middle School
must maintain a 90 (5.5) cumulative average and satisfactory conduct in all
classes. If these criteria are not met, the individual may be placed on probation by the chapter adviser. If, at the
end of the next nine weeks grading period, this criteria is met, the probation will be lifted. If, by the end of the
next nine weeks grading period, this criteria is not met, the individual may be dismissed from the National
Junior Honor Society. Only the Faculty Council can dismiss a member after following the guidelines of the
National Constitution.

The National Junior Honor Society shall meet once a month. All meetings are
considered mandatory and attendance will be recorded. After three unexcused
absences, a member may be placed on probation.

To demonstrate service to community and school, members are required to earn a minimum number of service
hours per semester as set by the Executive Committee.
Service is considered those actions undertaken by the member which are done with or on behalf of others
without any direct financial or material compensation to the individual performing the service. Any member
failing to meet the standards of service may be placed on probation.

The Principal will be informed in writing of any probations and/or suspensions


from the National Junior Honor Society.

Any National Junior Honor Society member placed on probation


will be notified in writing as to the reason for, and length of, their
probation.

Appeal Process. Any National Junior Honor Society member receiving


notification of probation or suspension may appeal this process in writing.
appeals should state why the student feels that he/she should not be placed
on probation/suspension. Clearly stated extenuating circumstances or other
pertinent factual information should be placed in the written appeal. Appeals
are to be addressed to the Principal of Barbara Bush Middle School for final
disposition.

ARTICLE V NOMINATION/SELECTION OF MEMBERS

To be eligible for membership the candidate must be a second semester seventh or eighth grade student.
Candidates must have been in attendance at Barbara Bush Middle School the equivalent of one semester.

Candidates must have a cumulative scholastic average of at least a 90, (5.5) or the equivalent standard of
excellence. Candidates shall then be evaluated on the basis of service, leadership, citizenship, and character.

The administration of Barbara Bush Middle School will have input on each of the candidates for review by the
Faculty Council. The general faculty of Barbara Bush Middle School will also have input on each of the
candidates for review by the Faculty Council. This input will be provided by an anonymous ranking system
based on scholarship, leadership, service, citizenship and character. The selection of each member to the
chapter shall be by majority vote of the Faculty Council.

Candidates shall pay a membership fee prior to induction that will cover all dues, fees, and costs of membership
per year.

ARTICLE VI MEETINGS

The National Junior Honor Society of Barbara Bush Middle School shall meet
once a month on days designated by the executive committee and in accordance
with school policy and regulations.

Special committee meetings approved by the executive committee may be called by the
chapter president or other designated student leader.

ARTICLE VII DUTIES/RESPONSIBILITIES

The National Junior Honor Society of Barbara Bush Middle School is a service-
oriented organization. Its membership is selected on the basis of scholastic
achievement, character, citizenship, service and leadership.

The President’s duties shall include presiding over all meetings, preparing for
chapter functions, appointing committees and chairpersons, assisting with the
plans and agenda for each meeting with the adviser(s), facilitating democratic
and courteous discussions, working to generate excitement about chapter
activities, evaluating committee work and monitoring their process, and serving
as official representative of National Junior Honor Society involving campus
and district, or community events.

The Vice-President’s duties shall include presiding over meetings in the absence
of the President, helping to coordinate all committee work and sharing the
responsibility for accomplishing chapter activities and goals, supporting the
President and encouraging harmony within the chapter, assisting with the calendar
of events for the year, distributing materials at meetings, and communicating
necessary news to members throughout the year.

The Secretary’s duties shall include recording the attendance at meetings,


recording the actions and discussions of the official chapter meetings, as well
as any executive committee meetings and communicating necessary news to
members throughout the year.

The Treasurer’s duties shall include assisting with the counting of money after
any fundraiser, keeping track of the amount in our funds, and helping with
secretarial duties.

The Historian’s duties shall include keeping a history of the chapter, assisting with committee assignments and
meetings, and helping plan meetings.

The Parliamentarian’s duties shall include assisting with keeping order in meetings, assisting with committee
assignments and meetings, and helping plan meetings.

The Executive Committee shall consist of the officers of the chapter and the
chapter adviser(s). the executive committee shall have general supervision of
the chapter between its business meetings, make recommendations to the
chapter, and determine and perform such other duties as are specified in the
chapter bylaws. The executive committee shall have the responsibility for ensuring that chapter activities and
procedures follow school policy and regulations.

The Principal’s duties shall include the right to approve all activities and decisions
of the chapter; appointing a member(s) of the faculty as chapter adviser(s) who
may serve consecutive terms; appointing a Faculty Council composed of five
members of the school’s faculty who may serve consecutive terms; and receiving
appeals in cases of non-selection of candidates, and the disciplining or dismissal
of members, and notifying candidates of non-selection.

The Chapter Adviser(s) shall be responsible for the direct, day-to-day supervision
Of the chapter and act as liaison between faculty, administration, students, and
Community; maintain files on membership, chapter history, activities, and
Financial transactions; send the annual report to the national office; regularly
Review each member for compliance with Society standards and obligations;
Help the chapter officers understand and carry out their duties; be an ex-officio,
Non-voting, sixth member of the Faculty Council; be a ember of the faculty,
Appointed annually by the principal, and ay serve consecutive terms.

The Faculty Council shall consist of five voting faculty members appointed annually by the principal for a one-
year term. The chapter adviser(s) shall be ex-officio, non-voting, sixth member of the Faculty Council. No
principal or assistant principal may be included on the Faculty Council. The Faculty Council shall meet a least
once a year to review the procedures of the chapter, select members and to consider non-selection, dismissal,
other disciplinary actions, and warning cases. The Faculty Council will develop and revise, when necessary, all
chapter procedures for selection, discipline, and dismissal of members, all of which must remain in compliance
with the national guidelines.

ARTICLE VIII ELECTION OF OFFICERS/REMOVAL FROM OFFICE/FILLING VACANCIES

Nomination and election of officers will be held during the first general meeting following induction.
Candidates for office must complete an “Intent to Run for Office” form not later than the established deadline.
Candidates must run for a specific office, may give a speech to society members, and are elected to office by
receiving the most votes. An officer may be removed from office for failure to perform the duties of that office
or failing to maintain the high standards of membership. The Faculty Council will determine a member’s
removal from office.

Any office vacated during the academic year will be filled by appointment. The Executive Committee is
responsible for selecting the replacement which must be approved by the Faculty Council. The individual will
be introduced to the membership during a General Meeting.

ARTICLE IX RATIFICATION OF BYLAWS

The bylaws of Barbara Bush Middle School Chapter of the National Junior Honor Society must be accepted and
approved by the Faculty Council and the administration.

ARTICLE X AMENDMENTS TO BYLAWS

The National Junior Honor Society may amend the bylaws upon approval by the Faculty Council, provided that
they are consistent with the Constitution. A specially appointed bylaws revision committee will prepare a draft
of those proposed revision.
