Introduction to EN 16001 - Energy Management Standard

Introduction

“Energy Management” is the most crucial issue of our times. The strained energy sources
and continually rising prices have put tremendous pressure on business for it is a
fundamental utility for all organizations. It also represents a significant cost component.
Savings on energy therefore directly have an impact on the costs and thus business
performance. Energy savings measures must begin with a systematic approach towards
integrating energy management into organizational business structures, without which
energy saving will be a one-time exercise and not an ongoing energy performance
optimization activity as a part of routine operation of the organization.

Brief on En 16001

The EN 16001:2009 Energy Management Systems Standard was developed to ensure that
energy management becomes integrated into organizational business structures, so that
organizations save energy, save costs, reduce carbon emissions, and improve energy and
business performance. The aim of the standard is to put practices in place that are
effective, and result in measurable energy savings. In practice, an effective energy
management system should result in

 Organizations taking action to improve energy efficiency,

 A continual improvement year-by-year and an improved performance in energy usage,

 More thorough analysis of areas with potential for energy saving being carried out.

EN 16001 is suitable for any organization – of all sizes, sectors or geographical locations. It
is particularly relevant if for the organizations that operate in an energy intensive industry
or are facing GHG emission legislation.

EN 16001 Implementation Stages

The various steps of EN 16001 are explained as under

Data Collection – This step includes collection of energy consumption data for past and
present based on measurement along with corresponding factors such as production
volume or weather conditions. Trends in energy use if any should be understood. Various
sources for the energy use data can be meter readings, estimations, monthly utility bills.

Understanding energy requirements - Areas which are significant users of energy should
be identified. Such areas can be the ones that are maximum users of energy or the ones
that are most variable in energy usage or have maximum potential for savings. Such areas
can be a plant or a particular process or particular equipment. Better data quality and
granularity ensures correct identification of significant energy use. The approaches to
identify the significant energy use can be process maps or energy balances or surveys. This
step ends with the breakdown of energy use to enable identification of each significant
energy use and its drivers.

Identification and prioritization of reduction opportunities - This step should be a part

of ongoing process, but can also be analyzed periodically, outcome of which can be input
to target setting and planning exercise. Methods for identification of reduction
opportunities include audits, models, pareto-analysis or a continuous monitoring.
Identified opportunities must be documented at a central location in the Register of

Opportunities for common viewership and usage of information. Opportunities can be

selected based on their cost-benefit analysis and appropriateness for planned reduction.

Target Setting - Targets can be set on the basis of past performance or best practices
analysis or theoretical limit for process/plant/equipments under discussion. Targets
should be set at a normalized to take into consideration foreseeable factors which affect
energy consumption such as the production volumes. Each significant energy use must
have associated with it associated target in the form of an Energy Performance Indicator
(EPI). Such EPIs can be set at both management and operational level. Management EPIs
relate to the overall control of significant energy use, while the operational EPIs relate to
the particular plant or process or equipment.

Implementation - A clear implementation process including clarifying resources, roles,

responsibilities and authorities should be made to ensure right implementation of the
energy management system.

Measuring and monitoring - Each significant use must be metered, monitoring as per an
established plan. This way, it can be integrated into the business management processes.
Organization must plan responses to non-conformities, including short term actions and
long term preventive actions

Management review and Performance statement - Top management can make decisions
on the activities to be carried out in the coming period and review the status of Register of
Opportunities to choose opportunities to act on. It can bring changes to the energy
management system and constituent programmes that can result into energy saving.
Management should produce an energy performance statement to be reviewed by the
certification body. Such a statement provides energy performance information and
evidence on the continual improvement of the energy performance of the organization.

organizations mindset or psyche.

An organization should avoid falling into various traps as it implements since these traps
present an easy fix to a problem at hand and in the process destroy value in the initiative.
Common traps are listed below

1. Making system complex and bureaucratic with multiple layers of approvals and
controls

2. Focusing on doing and not recording

3. Maintaining two systems – one for actual use and one for audit

4. Restricted communication which prevents wide scale understanding and adoption

5. Under-allocation of financial or human resources for running the system

The Energy Management Standard EN:16001 is easy to integrate with other common
international standards such as ISO9001, ISO14001 and OHSAS 18001 due to the same
structured “Plan, Do, Check, Act” approach common to all ISO management system
standards. This approach of using a common management system structure allows
organizations to use their existing resources and management systems when
implementing their I.S. EN 16001 energy management system and hence doesn’t cost
much to implement.
