Friday, September 14, 2018 Janet Yakopatz PEA President Prospect Charter School 160 Mill Creek Drive, Prospect, OR 97536 Re: PEA Complaint against Principal Dear Ms. ¥, ‘As the Chairman of the Prospect Charter School Board | am contacting you to follow up on the complaint that has been lodged by the PEA acting on behalf of Staff Members against the Schoo! Principal. Please bbe aware that the School Board takes all complaints seriously. Itis the firm belief of the School Board that the complaint process established under Board Policy GBM- ‘AR which addresses an internal complaint from Staff against another Staff member must be followed. GBM-AR establishes a set procedure for a complaint of this nature which the Board believes has not to date been followed. In Step 1 of that process it establishes that any complaint filed against a Staff/Administrator from another Staff member must first be addressed by the Complainant and Staff/Administrator to resolve the issues being brought out by the complaint before being brought to the Board. After reviewing the information provided we felt that this step was not followed and if the complaint is to be processed according to Board Policy GBM-AR it first must meet this requirement. ‘As we discussed after the School Board Executive meeting on June 27" the Board determined that Step ‘had not been met and directed that the process of the complaint by the PEA and the Staff Members first address the concerns directly with Mr. Purnell as required by Board Policy GBM-AR. The Board at our September 10" meeting reaffirmed the need to follow the Board Policy GBM-AR and would request that the process be followed and that the complainant first address the concerns with Mr. Purnell, if so desired to continue the complaint process. Please be aware that the process identified by Legal Counsel for the PEA in the July 31” letter appears to 'be addressing Board Policy KL which is the policy for external Public Complaints and not the policy for Staff Complaints. The School Board sincerely wants to resolve this issue for the benefit ofall concerned but wants to assure that Board Policy is followed as written and intended for protection of all individuals.
