MEMORANDUM OF AGREEMENT (MOA)

This agreement entered into and executed this 7th day of July 2017 at Inopacan, Leyte,
Philippines by and between:

INOPACAN NATIONAL HIGH SCHOOL, a public institution in a School Based


Management Scheme, catering Junior and Senior High School learners, operating under laws,
rules and policies of Philippines Education and duly Department of Education herein
represented by its school head, EDWIN C. SERINA herein referred to as first party.

And

The School Governing Council represented by its Chairman JOEL D. BERNALES herein
referred to as second party.
WITNESSETH

WHEREAS, Department of Education envisions to achieve the objectives of Education


for ALL by 2020, and pursue policy reform Basic Education Sector Reform Agenda (BESRA);

WHEREAS, BESRA is a policy reform package meant to institutionalize structural,


financial and other critical changes necessary in order to accelerate, broaden, deepen and
sustain quality education.

WHEREAS, Key Reform Thrust 1 (KRT 1) of BESRA is SCHOOL BASED


MANAGEMENT (SBM), which underscores the empowerment of key stakeholders in school
communities to enable them to actively participate in the continuous improvement of the school
towards the attainment of lighter students learning outcomes.

WHEREAS, one among the key stakeholders of INOPACAN NATIONAL HIGH


SCHOOL is the school Governing Council.

NOW THEREFORE, in consideration of the above premises, and their mutual


covenants herein after set forth, the Parties hereto agree, as they have agreed on the following:

1. That INOPACAN NATIONAL HIGH SCHOOL, shall facilitate in creating a learning


environment where all stakeholders commit to make change happen in a School Based
Management set by:

 Carrying out the department policies and standards.


 Requiring the best performance of its teachers and support staff.
 Facilitating the achievement of high performance and other desirable learning outcomes
among learners.
 Developing strategic relationship with the local community and other key partners
 Directing funds to intended program initiatives.
 Creating a safe and favorable environment where teachers and students can give their
best.
 Involving its stakeholders in the planning, implementing, monitoring & Evaluation
phases of the program & projects in the school.

2. That the SCHOOL GOVERNING COUNCIL, shall commit itself to be continuously


involved in the school’s improvement process for better learning outcomes by:

 Leading the community to continuously support school effort to attain quality


learning outcomes.
 Determining the general policies of the school on Student welfare, discipline and well
being
 Participating in the development of the SIP.
 Partnering for continual review & improvement of the Dev’t Plan.
 Assisting the school in installing the Monitoring and Evaluation System for school
performance based on SIP and reports accomplishments to the community and the
Department.
 Generating resources to support implementation of the SIP.
 Organizing committees to support the school head and staff in the implementation of
the SIP.

3. The Memorandum of Agreement shall take effect upon the signing hereto:

IN WITNESS WHEREOF , the parties aforementioned have set their hands on the date
and place first above mentioned.

The General Parents Teachers represented by its President JOEY B. JAGUINES herein referred
to as second party.
