A notice of an application to amend a planning permit has been lodged with council, and
residents in the area are not happy.
Maddingley Brown Coal Pty Ltd (MBC) has submitted the application to ‘Amend the
Wording’ of Condition 11 and 21 on their permit, to enable putrescible waste to be accepted
at the site.
Currently the permit allows for Use and Development of the Land for a Landfill, Production
of Soil and Soil Products (including Composting) and Works Associated with those Uses;
Materials and Recycling (Metals and Construction and Demolition Waste) at 11 Tilleys Road
in Maddingley.
At the Ordinary Meeting of Council on 6 February, resident Mr Gerard Miller asked
councillors to consider a greater distance than the 500-metre radius distribution of notices to
residents, which he believes is “inadequate.”
“There are neighbours who live closer than me, and they don’t have a notice. Can the
notices be sent to at least a one-kilometre radius, or even two-kilometres, as this proposed
amendment application will have a great effect on everyone in the area.
“The Grammar school didn’t even know about it, and they are on the door step of the mine,”
Mr Miller said.
Council officers agreed to an extended mail out distance to one-kilometre.
Another resident Bob Levy took to social media to inform residents of the proposed
amendment and possible impact on the saleability of homes and land.
“The changes concern a larger area than the mail out reached.
“I feel very confident in saying there will be a number of days each year where a greater than
2.5km distance will be impacted by odours and dust,” Mr Levy said.
However, Hemla Reddy - on behalf of MBC - said in a letter (26 Oct 2018) to a Council officer
that the amendment application submitted to Council requires no further engineering for the
acceptance of municipal/putrescible waste.

Objections to the application were due to expire on Tuesday 19 February, but due to the extra
mail out advising further landowners of the application, the expiry date for objections will
now be Tuesday 5 March 2019.
Council officers will then prepare a report on the amendment application with a
recommendation to grant or refuse the amendment at a future council meeting.
Member for Melton Stephen McGhie told the Moorabool News he is aware of the application
to amend the planning permit.

Charity bins become eyesore

All too often this photo depicts the site that greets visitors
from the southern entrance to Bacchus Marsh.
The three Enviro Recycling bins are situated on Grant
street directly outside Maddingley Park oval and opposite
the Bacchus Marsh College.
Has it become a dumping ground or is it genuinely a
drop off point for useable goods?
John from Enviro Recycling returned a call to the
Moorabool News and said January was a terrible month.
“Every year in January we have this problem. We used to
empty the bins once a week, but now with new measures
in place we will be trying to manage the emptying of
the bins twice a week on our run from Melbourne to
Ballarat,” he said
Monday and Friday are the scheduled days for collection.
“We may also be updating these old looking bins, as
they have a fair bit of graffiti on them, with new ones,”
John said.
Inside the bins John said is “usually beautiful stuff in the
bags for charities.”
“Ninety per cent of items are usable to be recycled. Some
people are very good but unfortunately a few dump
broken items, and yes it does not look nice for the area,”
he said.
A Vicroads spokesperson told the Moorabool News their
responsibilities only extend from kerb-to-kerb.
“This is located in an urban area therefore the land these
bins are located on is the responsibility of Moorabool
Shire Council,” the spokesperson said.
Council responded with General Manager Growth and
Development Satwinder Sandhu saying Council liaises
with charity bin providers to ensure sites around their
bins are kept clean and clear of items.
“We have recently contacted the providers of the bins in
Grant St, Bacchus Marsh, regarding cleaning up around
the bins.”
Mr Sandhu said they implore community members who
want to drop goods off at these bins not to leave a mess.
“If an item is too big to put in a bin, please go into an op
shop to donate or, if it’s not suitable to donate, take it to a
transfer station. Please do not create or add to any mess
around charity bins.”

Let there be light please

The Halletts Way southern extension officially opened with the Moorabool 4 Fun Run on
Sunday 13 August 2017, but it hasn’t been much fun for pedestrians and night road users ever
since.
The street lighting has not been switched on or connected with many users of the new
roadway complaining via social media pages.
In the last two weeks orange roadside bollards along with workmen have adjourned the
road, implying the power might finally be switched on. Unfortunately, the current roadworks
and lighting issue are not related.
Moorabool Council responded to questions from the Moorabool News in regard to the
works.
“The works currently being undertaken on site involves the installation of a watermain
to connect the new Underbank estate to reticulated water. A new roundabout will also
be constructed on Halletts Way commencing soon as part of Underbank estate,” General
Manager for Infrastructure Phil Jeffrey said.
“Council approached the developers to undertake these works at the same time as the
Halletts Way extension project in 2017, but the developers were not in a position to contribute
at the time,” he said.
In terms of lighting, Mr Jeffrey said the contractor (Winslow) is still required to rectify a
small number of electrical non-conformances.
“This work is being undertaken in the coming weeks and subject to Powercor acceptance,
will enable energisation of the lighting.”
The Halletts Way/O’Leary Way 1.4 kilometre southern extension is the largest infrastructure
project delivered by Moorabool Shire Council and provides a western link road for Bacchus
Marsh, and is modelled to carry 10,000-12,000 vehicles per day.

Ballan lost the toss and bowled first; they bowled an excellent line and
length all day with no extras being recorded against them. Unfortunately,
the fielders let the team down with dropped catches. Ballan’s best bowler
was Sam Dehnert taking five wickets in an innings for the first time his
career. Ballan bat next week.

Golden Point won the toss and batted; they were all out in the 38th over
for 258. Ballan fielded much better this week with only the one dropped
catch. Ballan made 215 being bowled out in the 39th over with Rob Lindsey
batting through the innings for 98 not out. Jordon Conroy and Thomas
McGregor combined for a good run out.

Ballan come up against some excellent bowling with very few extras, with
majority of batsmen getting runs. The night produced a lot of highlights
for the kids. Tom Norman, James Burton, Eamon Grigg and Darcy Smits
reached their highest scores. Tom Norman and Darcy Smits hit their first
boundaries. Tom Norman was the stand out bowler with 2 wickets, Albie
Eskdale got his first wicket for the year, Jayce Bower took two excellent
catches and Samantha Horan also took an excellent catch being wicket
keeper for the first time. Some excellent fielding by Sarah Burton, Conor
Durante, Clancy Matheson and Kenzie Nicholson.

Batting first, Ballan struggled to score runs. The players committed 100
per cent to defending the total with an amazing effort in the field applying
pressure from the first ball to the last, never giving up. They achieved this
with hard chasing, diving, backing up, catching, runouts and working
