MESSAGE

Our new set of barangay officials are entering public service at an


opportune time when the country is gaining ground in terms if transparent
and accountable governance, as well as inclusive growth.

The continuing success of government interventions at the community


level cannot be fully realized without the active support and leadership
of our barangay officials, who are not only the face and the voice of
the government, but our first line of vigilance and development in the
grassroots communities.

As we strive to broaden bottom-up participation in all areas of community


building, our new barangay officials are in a strategic position to ensure
the success of the national agenda in spurring enterprise, fighting poverty
and promulgating criminal justice.

The DILG shall continue to be a strong partner of our barangay officials in


their individual and collective efforts to serve our people, in this pursuit,
the Department has developed the Barangay Newly Elected Officials
(BNEO Program) to further empower our barangay leaders and equip
them with modern skills of good governance.

Let us all continue to champion the tenets of “Daang Matuwid”,


empowering every barangay, no matter how small, with the will and the
capacity to participate in the national vision and agenda.

MESSAGE

The barangays are the most fundamental organizational building blocks of


our country. In the hierarchy of our governance systems, each barangay
acts as monolith providing strength and support to make stable pillars
of government. As such, the DILG is the institutional partner that
will bind the palisades to make a solid foundation for good barangay
governance. It is also our mandate to ensure that the performance of our
local officials is at par with the noble standards of public service. Being
the most basic grassroots representation of all local government units,
their strategic presence cannot be overlooked. There lies the importance
of mainstreaming transparency, accountability and good governance
paradigms. On the other hand, in the spirit of local autonomy, we should
also allow them to grow among themselves and develop strategies to
deliver their basic functions and services to their constituencies. Be that
as it may, the Department strives for excellence in barangay governance
that will serve as a strong driving force in our efforts to pursue progress
and development in the countryside. For this reason, the Department
is offering the Barangay Newly Elected Officials (BNEO) Program for this
purpose. This is our holistic response to the overall capacity building
needs of our new barangay officials.

The BNEO Program will aim to strengthen the basic foundation of


governance. This initiative will make them able to withstand the demands
and challenges that may arise in the course of implementing national
thrusts and local concerns. Given this scenario, it is likely that we will be

seeing our barangays as effective channels of development in our path of
sustaining self-reliant communities. As our way forward, the Department
will always be here hand in hand with the barangays in a reassuring way
to provide guidance and support through policy issuances and capacity
development programs.

This material is just one of the many training aids to be provided to our
barangays. In light of this, let us be certain in developing our barangay
agenda for development and making it as a valuable tool in living up to
the expectations of your respective constituencies.

MESSAGE

The 2013 barangay election has produced a new batch of reelected


and newly-minted barangay officials. Regardless of their status, it is the
responsibility of the Department to enhance their performance through
our capacity building programs. This poses an immense challenge to train
officials in 42,026 barangays in the whole archipelago. Thus, new ways of
doing things in program delivery is considered to reach the targets and
accomplish the objectives.

This led the Local Government Academy to develop the Barangay Newly
Elected Officials (BNEO) Program. It is a term-based program dealing with
smooth transition, orientation course, planning integration, citizenship
building, performance management, specialized courses, and awards
and incentives programs. Important considerations were inputted in
the design through various consultative meetings with partners and
latest trends in capacity building program delivery. It is by far, our most
exhaustive program on barangay governance and administration.

The BNEO program necessitates its complementation with appropriate


knowledge products to aid in the implementation of the BNEO program.
These materials benefited from the comments and feedback given by
institutional partners and experts on barangay governance. Likewise, they
were updated to include the latest policy issuances of the Department
and relevant programs for the barangays.

The BNEO materials contain wealth of information and guidance that will support
the barangay officials in the performance of their tasks and responsibilities.
They are designed as handy, user-friendly and easy to understand to cater to the
learning needs of the participants. To further customize the usage of materials,
we rely on the coaching skills of our DILG officers in the field to relay the message
of good and effective barangay governance.

Our hopes are high that this material will provide maximum benefits to the users
as we traverse together the learning journey of the BNEO program.

MESSAGE

The Barangay as the basic political unit, is the primary planning and
implementing unit of government policies, plans, programs, projects and
activities in the community. With this mandate, the barangay officials
play the vital role as frontliners in the delivery of basic services and the
promotion of the general welfare of the people.

The call for good governance becomes imperative, as the barangay


officials are expected to advocate active community involvement and
broader multi-sectoral partnership in pursuing local development in the
communities, considering that the foundation for effective and efficient
governance begins with strong leadership at the barangay level.

We, at the National Barangay Operations Office (NBOO) are one with the
Local Government Academy in enhancing the capacity of the barangay
officials. This Primer shall serve as a tool for barangay officials that will
guide them in the performance of their tasks and responsibilities.

We hope that through this material, the barangay officials can appreciate
the value of partnership, community empowerment and the primacy of
promoting excellence in local governance.

LOCAL GOVERNMENT CODE (LCG)

1. ENSURE THE DELIVERY OF THE FOLLOWING BASIC SERVICES


(Sec 16):

• Agricultural support services, i.e., planting materials


distribution system, operation of farm produce collection
and buying stations;

• Health and social services, i.e., Barangay Health and Day


Cara Center;

• Services and facilities related to hygiene and sanitation,


beautification and solid waste collection and disposal;

3. FOR EFFICIENT, EFFECTIVE AND ECONOMICAL GOVERNANCE,


THE PURPOSE WHICH IS THE GENERAL WELFARE OF THE
BARANGAY AND ITS INHANBITANTS PURSUANT TO SECTION 16
OF THE LG CODE, THE PUNONG BARANGAY SHALL (389 [b]):

• Enforce all laws and ordinances which are applicable within


the Barangay;

• Negotiate, enter into and sign contracts for and in behalf of


the Barangay, upon authorization of the Sanggunian.

• Maintain public order in the Barangay and, in pursuance


thereof, assist the city or municipal mayor and the

and functions;

• Call and preside over the sessions of the Sangguniang


Barangay and the Barangay assembly, and vote only to
break a tie;

• Upon approval by a majority of all the members of the


Sangguniang Barangay, appoint or replace the Barangay
treasurer, the Barangay Secretary, and other appointive
Barangay officials;

• Organize and lead an emergency group whenever the same


may be necessary for the maintenance of the peace and
order or on occasions of emergency or calamity within the
Barangay;

• In coordination with the Barangay Development Council,


prepare the annual executive and supplemental budgets of
the barangay;

• Approve vouchers relating to the disbursements of barangay


funds;
• Enforce laws and regulations relating to pollution control
and protection of the environment;

• Administer the operation of the Katarungang Pambarangay


in accordance with the provisions of the LG Code;

• Exercise general supervision over the activities of the


Sangguniang Kabataan;

• Conduct an annual Palarong Barangay which shall feature


traditional sports and discipline included in national and

and functions as may be prescribed by law or ordinance

of LB-ES methods and technology at the national
and local levels, including the specific guidelines to

TASKS AND RESPONSIBILITIES PURSUANT TO DILG


MEMORANDUM CIRCULARS GOOD GOVERNANCE

• In coordination witch concerned authorities, provide the


necessary school sites requirement of at least ½ hectare
which may either be government-owned property donated
by private individual (s) ( MC No. 2001-167)

• Strictly adhere to government policy on austerity and


economy measures, by way, of, among others, refraining
from the purchase of luxury vehicles using government
funds (MC 2000-13,AO No. 339, NBC No. 446-A);

• Carry out an Open-Door-Policy-Type of governance to bring


the government closer to the people by way of:

◊ Causing the enactment of an ordinance allowing


people from all walks of life access to barangay
government offices;

◊ Designating a Citizens’ Desk, at the lobby of the


barangay hall, properly identified and completely
manned at least 8 hours a day to provide information
and other forms of assistance to barangay residents;

◊ Conducting regular informative activities for the youth


to familiarize them on the workings of the barangay
government;

◊ Establishing semi-permanent bill/bulletin boards


containing information such as: duties and functions of
barangay officials, programs and services, and regular
barangay reports, among others. (MC No. 96-45);

• Monitor Compliance of Local Government concerning


financial transactions, and shall:

◊ Submit Monthly Financial Statements to the


Sangguniang Bayan 30 days after the close each month
and the Year-end Statement of Accounts 60 days after
the 31st of December;

◊ Direct the Barangay treasurer to submit monthly


accounts to the Municipal Treasurer;

◊ Conduct and annual physical inventory of all barangay


properties every year-end and submit reports to the
municipal accountable officer;

◊ Submit a Monthly Bank Reconciliation Statement


concerning barangay Depository Account to the City/
Municipal Treasurer for verification and review;

◊ Post the itemized revenues and expenditures of the


barangay government within 30 days after the end
of each year in at least 3 conspicuous places in the
barangay (MC No. 96-161).

◊ Ensure the participation of NGOs and the community


in the planning and implementation of PPAs for the
Eradication of Illiteracy (EOI) (MC No. 2000-120).

ENVIRONMENTAL MANAGEMENT

• Organize and Chair the Barangay Ecological Solid Waste


Management Committee (BESWMC) to:

• Formulate a community solid waste management program


consistent with that of the city/municipality. Policies and
plans to implement the program shall nclde but not limited
to the following strategies:

◊ Develop and disseminate of information education


campaign )IEC) materials on solid waste management
to every household, business establishments, and
other institutions in the barangay;

◊ Conduct community training and seminars on


ecological friendly products and packaging

◊ Provide support mechanism for segregated collection


(i.e., push carts, pedicabs, mini-trucks) and composting
or pre-treatment of biodegradable wastes (using
biological or environmental friendly technologies).

This includes setting up of redemption or eco-centers


(MRF) within the barangay for non-biodegradable
or recyclable materials before selling in bulk to junk
shops

◊ Establish an awards system and other incentives in the


barnagas as well as sanctions through the enactment
of barangay ordinance and other rules and regulations
to implement the program. The following can be
considered:

a) Only segregated waste will be collected;


b) Open burning of garbage is not allowed;
c) No garbage can be displayed along sidewalks,
streets, alleys, and posts;
d) No hanging of garbage bags on tress, fences
and gate

◊ Establish a system of buying and selling of recyclable


wastes including compost;

◊ Promote livelihood activities form waste materials;

◊ Networking with the private/ business establishments


within barangay;

◊ Micro-financing for livelihood projects from waste;

• Be responsible for the segregation and collection of the


solid waste specifically for biodegradable, compostable
and reusable wastes; Provided, that the collection of the
non-recyclable materials and residual wastes shall be the
responsibility of the municipal or city local chief executives;

• Establish within the barangay or cluster of barangays


a Materials Recovery Facility (MRF), a redemption or
ecocenters in a barangay-owned or leased land or any
suitable open space to be determined by the Sangguniang
barangay.

• The MRF shall receive recyclable waste for final sorting,


segregation, composting and recycling in a efficient and
environmentally sound manner and to be sold in bulk to
buy-back centers/ or “junk shops”. The remaining residual
wastes shall be collected by the municipality/city.

• In establishing the MRF the building and or land layout and


equipment must be designed to accommodate efficient and
safe materials processing, movement and storage.

• Allocate barangay funds for the barangay ecological solid


waste management program approved by the sangguniang
barangay;

• The BSWMC shall organize a Core of Area/Street


Coordinators thru the conduct of trainings for barangays
residents on segregation, composting , recycling and
livelihood opportunities from use of recyclable waste and
to monitor their implementation;

• Integrate the Ecological Waste Management Program in


the Barangay Development Plan and/ or Annual Investment
Plan;

• Find alternative sources of funds other than the regular


budget;

• Submit a monthly report to the City/Municipal ESWMC On


the progress of the program, copy furnish the local DILG
Office;

• NGOs/Pos recycling and manufacturing or packaging


industries within the barangay shall design a process for the
selection of their respective representative to the Barangay
SWM committee;

• The Barangay Ecological Solid Waste Management


Committee shall form time to time call on any other
concerned sectors (i.e. marker association, industries,
sidewalk vendors) within its territorial jurisdiction, as it may
deem necessary; and

• A barangay ESWM secretariat (from the community/ or


Barangay Development Counclis) shall be formed to assist
the Committee in the performance of its functions. It
shall provide technical and administrative support to the
Committee whenever necessary (MC No. 2001-38)

• Implement the Zero-Waste Management Technology


through total recycling such as: conversion of wastes into
factory-returnable goods, fertilizers, feeds, fuel, fine crafts
and filling materials; adopt methodologies in recycling
waste such as: sorting, segregation at source, proper waste
packaging and ecologically-sound disposal system; and
information campaigns on the benefits derived from the
adoption of this technology. (MC No. 2000-117);

• Direct the Sangguniang Kabataan to allocate 10% of their


annual budget in support of Green Brigade program (MC
No. 2002-94);

• Cause the enactment of an ordinance of the implementation


of Comprehensive Solid Waste Management System
highlighting waste segregation and storage, waste processing
and resource recovery, collection and transportation and
disposal of solid waste (MC No.96-119);

• Support the National Greening Program (NGP) and Arbor


Day

WELFARE OF SENIOR CITIZENS, FAMILY AND PERSONS


WITH DISABILITIES AND OTHER MEMBERS OF THE
MARGINALIZED SECTORS

• Cause (through the barangay secretary), the updating in


a semi-annual basis the record of all inhabitants of the
barangay and members of the barangay assemble whose
ages are 15 years old and above; and

• Enjoin the Sangguniang Barangay to support this undertaking


through council resolutions to strengthen the advocacy of
this requirement. (MC No. 2001-132);

• Establish and allocate funds for Senior Citizen’s and Daycare


Centers (MC No. 98-102);

• Lead the observance of the Annual Linggo ng Katandaang


Pilipino Celebration every last week of October of every
year (MC No. 96-191);

• Cause the enactment of an ordinance in support of the


campaign against commercial sexual exploitation of children
(MC No. 99-164);

• Lead in the observance of the National Children’s Month by:

◊ Hanging streamers in strategic places accentuating on


the children’s month;

◊ Conducting symposia, meetings or similar activities


about current issues and concerns of the Filipino
child;

◊ Organizing child-friendly activities such as parades,


children’s march, caravans, field trips, photo exhibits,
art contests, kiddie fairs and the like; and

◊ Where applicable, sponsor free mobile services such


as medical, dental, food and nutrition services in favor
of the less fortunate children and their families. (MC
No. 99-217)

◊ Support the campaign and advocacy for the elimination


of child labor by actively participating in sessions and
other activities relative to child labor (MC No. 98-81)

◊ Initiate the creation of a Committee to plan and


implement programs and activities to ensure a wider
and more active participation of the private and public
sectors in the nationwide observance of the Family
Week every last of September of every year (MC
No.96-148);

◊ Prohibit the featuring of events or scenes in all shows


or carnivals that degrade persons with disabilities
(MC No. 98-74;

◊ Implement the Magna Carta for Women (RA 9710) by


establishing a Barangay VAW Desk

◊ Coordinate and work closely with the Bureau of


Non-Formal Education (BNFE) of the Department of
Education Culture and Sports (DECS), Department
of Budget and Management (DBM), Department of
Social Welfare and Development (DSWD), the DILG
and other government agencies and non-government
organizations in the development and implementation
of literacy and non-formal education; (MC No. 2000-
120);

◊ Initiate measures to ensure that the problem of


squatting in the barangay is properly addressed (MC
No.98-202)

PEACE AND ORDER AND PUBLIC SAFETY

Activate/ reactivate the local disaster coordinating council;

Update or adjust the calamity preparedness plan to include


emergencies due to radiological accidents which may endanger the
lives of their constituencies;

Lead in disaster operations; and


Lead in the conduct of drills and demonstrations. (MC 2001-142);

Initiate the organization of community volunteer fire brigades to


include the conduct fire drills and other similar activities, (MC No.
96-73);
Ensure the safety of residents and prevent freak accidents from
occurring on construction projects being undertaken by the LGU
through the following measures:

◊ Require all contractors to assume full responsibility


for the proper safe-keeping of construction materials
and equipment used for the entire duration of the
construction projects and shall assume liability for
any untoward accident that may result from failure
to observe the necessary precautionary measures,
which shall be stipulated in the contract between the
LGU and the contractor;

Revenue District Office (RDO) every 1st day March starting

Return(s) of the preceding quarter(s) and/or year; (b) VAT or
Percentage Tax Return(s); (c) BIR Registration Fee payment

contractors who are engaged in government contracts
entered into by the barangay government every 15th day of
the month immediately following the end of the quarter.

The said quarterly list, which to be prepared in a matrix for

Contractor; (c) address; (d) project; (e) date Awarded; and
(f) Amount of Contract;

• Include the TIN as a part of the essential requirements in all


applications for government permits, licenses clearances,
official papers and documents, as well as, in Community Tax

• Pursuant to Revenue Memorandum Order No. 70-98 as


amended, ensure that withholding of correct taxes, and
remit the same on or before the date prescribed by law and
