Modifications and Airworthiness Directives (CAP 747)

* Airworthiness Directives (See Part 39 and CAP747). A document issued by EASA which mandates
actions to be performed on an aircraft to restore it to an acceptable level of safety, when evidence
shows that the safety level of this aircraft may otherwise be compromised.

MASTER MINIMUM EQUIPMENT LISTS (MMEL) & MINIMUM EQUIPMENT LISTS (MEL) (CAP 549)

Dispatch Deviation Guide (DDG). These are not too unlike an MEL but are a maintenance guide only
and should not be used in place of an MEL. It is a non-approved publication and should only be used
with the CAA’s permission and is use clearly stated in the Company Operation Manual.

Generally the information recorded comes from two sources:

- The Tech Log, in which case the page and line number must be recorded, as well as the certification
(CRS).

- Maintenance records from each Check of the Check Cycle plus any other work carried out.

Insurance Documentation

Mass balance documents (EU OPS1.625) and load-sheet containing the following:

Nationality/registration markings

Flight details

Total weight as loaded Weights of:

Crew

Passengers

Baggage

Cargo

Distribution of weight and C of G position.

Certified by a nominated person from the organisation and retained for 6 months.
JAROPS (EU OPS) requirements are:

- C of A and ARC

- C of R

- Noise Certificate

- AOC

- Radio Station Licence

- Crew Licences

- Insurance Documents

- Flight Manual

- Operations Manual

- Tech Log

- Mass and Balance Documents

- Notification of specific loads, dangerous goods etc.

C of A Expiry of 3 years

Under the present system (EC reg 2042/2003) all aircraft that qualify for an EASA C of A are issued
with a non-expiring C of A validated annually by an ARC.

Applies to CAT aircraft (as Part M is applicable) from September 2007 and applies to non-CAT aircraft
from September 2008.

In all cases aircraft must be maintained continuously for the 12 months immediately preceding ARC
expiry by a Continuing Airworthiness Management Organisation (CAMO).

Application/Re-application for a C of A

EASA & CAA Aircraft. Form SRG1710 submitted to the CAA with appropriate fee.

For a C of A for export use form CA1241 with the appropriate fee.

CAA Aircraft – Renewal. Form SRG1711 submitted to the CAA with the appropriate fee.

Hang Gliders, foot launched Powered Hang Gliders and Paragliders do not require a C of A or a
Permit to Fly

The Flight Manual

The Flight Manual, which forms part of the C of A, is used by the crew to ensure correct operation
and flying of the aircraft.
It contains:

- Operating limitations.

- Systems information.

- Check lists for normal and emergency procedures.

- Minimum Equipment Lists (MELs) for use by crew and maintenance engineers, when releasing an
aircraft to service.

- Certification limits (Configuration Deviation List).

- Weight and C of G Schedule. Stations, Basic weight, C of G positions and C of G limits.

Minimum Equipment List (MEL)

The MEL specifies the circumstances under which a particular aircraft can fly with equipment non-
operative and classed as a deferred defect. It will specify the minimum working condition of the rest
of the system (if part of the system is affected) and the minimum working condition of the rest of
any associated systems. It will detail as appropriate such things as maximum flight duration times,
performance limitations (speed, altitude) etc. See also Tech Logs.

Sometimes called a Dispatch Deviation List (DDL).

There will also be a list of Certification Deviation Limits (CDLs) putting limitations on the use of the
aircraft with that deferred defect.

Airworthiness Review Certificates are necessary to validate the continuous EASA C of A (EASA Form
25).

IMPORTATION OF AIRCRAFT

If an aircraft is to be imported then the main document to obtain is a C of A and if that is not possible
for any reason then a Permit To Fly must be issued. Both these documents are obtained after aircraft
inspection by the CAA and appropriate fees paid.

In general the following points have to be taken into consideration:

1. Aircraft must be registered with the CAA and appropriate fees paid. If the aircraft needs a Type
Certificate for this then this will have to be obtained as well.

2. A standard or restricted C of A will be issued. If a non-typed aircraft then a special category C of A


is issued. Reverse of C of A will include details as regards procedure to be carried out on change of
ownership.

3. The CAA shall also issue an Airworthiness Review Certificate valid normally for one year.

4. De-register the aircraft in the exporting country.


5. The aircraft requires registration markings as per the ANO.

6. Must be correctly insured.

7. Must have fire proof registration plate attached to a strong point.

8. Check history of aircraft and all documentation

* Tech Log.

* Log books.

* C of R.

* Type certificate.

* Check radio installation licence.

* Check noise certificate etc.

9. Check modification state is up-to-date.

10. Check with Customs and Excise if an import licence is required and if any duty is payable.
