2 Overview
UE State Transitions
Figure 2-1 shows UE state transitions. For details, see section 7.1 Overview of RRC States and State Transitions including GSM and E-UTRA in 3GPP TS 25.331 V9.4.0.
After a UE sets up a radio resource control (RRC) connection, it enters UTRAN connected mode. The RNC monitors UE behaviors and controls UE state transitions. When there are
data transmission requirements, services can be processed in time. When there is no data transmission requirement, network resources can be saved.
Huawei has implemented state transitions between idle mode and UTRAN connected mode as well as state transitions in UTRAN connected mode.
RRC States
This section describes the feature WRFD-010202 UE State in Connected Mode (CELL-DCH, CELL-PCH, URA-PCH, CELL-FACH).
After a UE sets up an RRC connection, it enters UTRAN connected mode. The four states in UTRAN connected mode are as follows:
CELL_DCH state
A UE in this state occupies dedicated channel resources and consumes a large amount of radio resources. This state is suitable for high-speed data transmission.

A UE in this state uses the common channel to send or receive data, which occupies only a small amount of resources. Because of resource limitations on the RACH and
FACH, the CELL_FACH state is suitable for low-speed data transmission.
CELL_PCH state
On the uplink, a UE in this state cannot transmit signaling messages. If the UE has data to transmit on the uplink, it needs to go through the cell update procedure to
transit to the CELL_FACH or CELL_DCH state.
On the downlink, the UE uses the discontinuous reception (DRX) technique to monitor messages on the PCH at a given moment. The purpose is to identify paging
messages. If the UE in the CELL_PCH state is on a WCDMA network, the UTRAN can learn which cell the UE is camping on and can page the UE within this cell. After
moving to another cell, the UE needs to send a CELL UPDATE message to perform cell reselection.
URA_PCH state
This state differs from the CELL_PCH state in that, if the UE in the URA_PCH state is on a WCDMA network, the UTRAN can learn which UTRAN registration area (URA)
the UE is in and can page the UE within this URA. After moving to another URA, the UE needs to send a URA UPDATE message to perform a URA update.

Low activity 3.2 Low Activity State - If a UE performing best effort (BE) services stays in
the CELL_DCH state and cannot perform a state
transition, the RNC enables the BE services to enter
the low activity state, which is configured with lower
rates, to save DCH resources.
A UE stays in CELL_DCH when performing circuit switched (CS) services. State transitions are not allowed.
A UE can be switched only between CELL_DCH and CELL_FACH when performing streaming services.
A UE can be switched between any states when performing BE services.

Event 4B: As shown in Figure 2-3, if the traffic volume or throughput stays below the event 4B threshold, event 4B is reported, which may trigger state transitions.

Cell reselection
If the number of cell reselections exceeds a specified threshold during a specified period, the UE is considered to be in the state of frequent cell reselections, which may
trigger state transitions.
UE reentering service area
A UE in URA_PCH state initiates a CELL UPDATE procedure after reentering the service area, and the cause value of the CELL_Update message is Re-entered Service
Area, which trigger U2U state transmissions.
UE mobility
When a UE moves to an area with poor coverage, the UE falls back from the E-DCH to the DCH. When the UE then moves to an area where coverage is not limited, it
performs a D2E retry for DCCC Based on Traffic Volume. For details, see section 3.10 D2D State Transition.
Paging or data transmission
When the UTRAN pages a UE or a UE intends to transmit data, state transmissions may be triggered.
Cell overload
When a cell is overloaded, the RNC transits the UE state from CELL_DCH (DCH/HS-DSCH/E-DCH) to CELL_FACH (FACH) to relieve cell load.
Historical records of data transmission
The RNC predicts future data transmission behaviors of a UE based on historical records:
If the previous transmission interval for a UE was long, the RNC predicts that the subsequent transmission interval will be long. When the UE completes data
transmission, the RNC quickly transits the UE state from CELL_DCH to CELL_PCH, URA_PCH, or CELL_FACH. For details, see 3.12 Smart Fast State

Transition.
If a UE transmitted a large amount of data multiple consecutive times, the RNC predicts that the UE will transmit a large amount of data next time. When the
UE transmits data next time, the RNC will transit the UE state from CELL_PCH, URA_PCH, or CELL_FACH to CELL_DCH through a CELL UPDATE
procedure. For details, see 3.13 Smart P2D.
D2F state transition has the following channel type shifting (see section 2.3 UE State Transition Types for details):
D2F and H2F channel type shifting uses traffic volume-based event 4B measurement.
E2F channel type shifting uses throughput-based event 4B measurement.
If the actual traffic volume or throughput of a service stays below the event 4B threshold for a period specified by "Time to trigger", event 4B is reported. In addition, event 4B cannot
be reported again during the period specified by "Pending time after trigger" to prevent repeated reporting of event 4B from wasting system resources. See Table 3-1 for the
parameters related to the event 4B threshold, "Time to trigger", and "Pending time after trigger."
When receiving a report on event 4B, the RNC starts the timer for D2F state transition and the counters for UL and DL event 4B reports. If the numbers of UL and DL event 4B
reports are greater than or equal to the corresponding D2F transition threshold before the timer expires, then the D2F state transition is performed when the timer expires. See Table
3-1 for the parameters related to the D2F state transition timer.
The D2F state transition threshold is the rounded-down value obtained by using the following equation:
D2F transition threshold = D2F transition time/ (Time to trigger + Pending time after trigger) x State transition traffic redundancy coefficient
In this equation:
The D2F state transition time, time to trigger, and pending time after trigger are specified by the parameters listed in Table 3-1.
The state transition traffic redundancy coefficient is used to prevent false detection that a UE is in the low-activity state due to the loss of measurement reports. This
coefficient is configured by using the STATETRANSTRAFFREDUNDCOEF(BSC6900,BSC6910) parameter.
NOTE:
If the uplink and downlink of a BE service are carried on two different channels, the D2F state transition time equals the larger of the D2F state transition time for the two
channels, and (Time to trigger + Pending time after trigger) equals the actual value configured for the channels.
In the case of combined PS services (PS BE service + PS BE service or PS BE service + PS real-time service), if one of the services meets the state transition conditions,
the service first enters the low activity state. A state transition is performed until the other service also meets the state transition conditions.
In the case of combined services (PS BE service + CS service), if the PS BE service meets the state transition conditions, the service first enters the low activity state. A
state transition is performed until the CS service is released.

Type
If the uplink and downlink of a BE service are carried on different channels, the RNC identifies the uplink and downlink and selects different parameters according to Table 3-1.
Table 3-2 lists the switch parameters related to D2F state transition.

NOTE:
If the current service type is non-HSPA, the D2F state transition switch of this service is independent of HSPA service switch parameters.
After the D2F state transition switch is turned on, whether the D2F state transition takes effect also depends on DCCC. The details are as follows:
If DraSwitch(BSC6900,BSC6910) is set to DRA_DCCC_SWITCH and DcccStg(BSC6900,BSC6910) is set to RATE_UP_AND_DOWN_ON_DCH, D2F channel type shifting
in D2F state transitions takes effect if the uplink/downlink rate is lower than or equal to UlDcccRateThd(BSC6900,BSC6910)/DlDcccRateThd(BSC6900,BSC6910).
If DraSwitch(BSC6900,BSC6910) is set to DRA_DCCC_SWITCH and DcccStg(BSC6900,BSC6910) is set to RATE_UP_ONLY_ON_DCH, D2F channel type shifting in D2F
state transitions takes effect.
If DraSwitch(BSC6900,BSC6910) is not set to DRA_DCCC_SWITCH, D2F channel type shifting in D2F state transitions takes effect.
If DraSwitch(BSC6900,BSC6910) is set to DRA_DCCC_SWITCH and DRA_HSUPA_DCCC_SWITCH, E2F channel type shifting in D2F state transitions takes effect when
the uplink rate of an HSUPA user drops to the minimum rate in the uplink rate adjustment set for HSUPA services.
For non-PTT services, to prevent ping-pong state transitions between CELL_DCH and CELL_FACH, turn on the PERFENH_H2F_OPT_SWITCH under the
PerfEnhanceSwitch(BSC6900,BSC6910) parameter. After the PERFENH_H2F_OPT_SWITCH is turned on, event 4A and 4B measurements start. If the RNC receives an event 4A
report before the D2F state transition timer expires, and if the uplink throughput is higher than HSUPA4AThrouThd(BSC6900,BSC6910) or the downlink throughput is higher than
HSDPA4ATvmThd(BSC6900,BSC6910), the RNC stops the D2F state transition timer to prevent unnecessary state transitions.
For PTT services, to prevent ping-pong state transitions between CELL_DCH and CELL_FACH, turn on the PERFENH_PTT_H2F_OPT_SWITCH under the
PerfEnhanceSwitch1(BSC6900,BSC6910) parameter to start event 4A and 4B measurements. If the RNC receives an event 4A report before the D2F state transition timer expires,
and if either of the following conditions is met, the RNC stops the D2F state transition timer to prevent unnecessary state transitions:
The measured value of uplink throughput carried in the event 4A report is greater than (PTTE2FTHROUTHD(BSC6900,BSC6910) + 10bit/s).
The measured value of downlink traffic volume carried in the event 4A report is greater than the high-level threshold for PTTDH2FTVMTHD(BSC6900,BSC6910). For
example, if PTTDH2FTVMTHD(BSC6900,BSC6910) is set to 8 bytes, the downlink traffic volume must be greater than 16 bytes to meet this condition. In this example, "16
bytes" is the high-level threshold of "8 bytes."
NOTE:
The value range of PTTDH2FTVMTHD(BSC6900,BSC6910) is 8, 16, 32, 64, 128, 256, 512, 1024, 2k, 3k, 4k, 6k, 8k, 12k, 16k, 24k, 32k, 48k, 64k, 96k, 128k, 192k, 256k, 384k, 512k,
768k. The unit of this parameter is byte.
Air interface exception-based H2F state transition transits HSDPA users with low throughput to the CELL_FACH state. Therefore, the resources allocated to these users can be
released, which increases the HSDPA throughput of the cell.
Table 3-3 lists the switch parameters related to air interface exception-based H2F state transition.

The Downlink Transmitted Code Power measurement configuration is sent to the cell serving the UEs that meet all of the following conditions, and the NodeB checks the transmitted
code power of the DPCH or F-DPCH for HSDPA users:

The UE is served by an inter-RNC cell (with Iur interface available).
When the NodeB reports event Ea related to the downlink transmitted code power of a UE, the RNC measures the traffic volume and throughput on the UE. If the measured traffic
volume is greater than DlBeAbnH2FHIghTvmThd(BSC6900,BSC6910) and the measured throughput is less than or equal to DlBeAbnH2FLowThrouThd(BSC6900,BSC6910), the
RNC regards the BE service involved in abnormal data transmission. In this situation, the RNC instructs the UE to perform an H2F transition to release resources and forbids F2D
transitions for the UE within a certain period of time. The RNC triggers a timer (specified by BeAbnormH2FStateTransTimer(BSC6900,BSC6910)). The timer stops if the conditions
for the air interface exception-based H2F transition are not met. The RNC instructs the UE to perform an H2F transition when the timer expires and, at the same time, triggers a
penalty timer (specified by AbnH2FPenaltyLen(BSC6900,BSC6910)) for F2D transitions. F2D transitions are not allowed for the UE until the timer expires.
If the UE processing the BE service receives event Eb related to the downlink transmitted code power, the RNC stops measuring the throughput on the UE. In addition, the timer
(specified by BeAbnormH2FStateTransTimer(BSC6900,BSC6910)) stops at the same time if it has started.
F State Transition Triggered by the Service Release for CS+PS BE Combined Services
When the DRA_CSPS_BOTH_ULDL_RATE_UP_SWITCH under the DraSwitch(BSC6900,BSC6910) parameter is turned on, the PS BE service in CS+PS BE combined services is
processed as follows:
If the PS BE service rate is 0 kbit/s, the PS BE service is not controlled by the timer ZeroRateUpFailToRelTimerLen(BSC6900,BSC6910). That is, when the timer expires,
the PS service is not released.
If the DRA_PS_BE_STATE_TRANS_SWITCH under the DraSwitch(BSC6900,BSC6910) parameter is turned on and the CS service is released, D2F state transition is
triggered for the PS BE service as long as the trigger conditions are met, regardless of whether the PS BE service rate is 0 kbit/s. If the PS BE service is HSDPA or
HSUPA service, the DRA_HSDPA_STATE_TRANS_SWITCH or DRA_HSUPA_STATE_TRANS_SWITCH under the DraSwitch(BSC6900,BSC6910) parameter also
needs to be turned on.
The UE cannot perform state transitions but stays in CELL_DCH, for example, DRA_PS_BE_STATE_TRANS_SWITCH is set to 0.
The total number of UL and DL event 4B reports is greater than or equal to the D2F state transition threshold before the transition timer expires.
For combined services, the RNC determines whether to enable the low activity state function and reduces the service rate on a per service basis. For example, in the case of BE and
CS combined services, the RNC performs processing only for BE services. In addition, when the uplink and downlink of a BE services are carried on different channels, the RNC
determines whether to enable the low activity state function and reduces the service rate for the uplink and downlink separately.
Note that the low activity state function is disabled when LittleRateThd(BSC6900,BSC6910) is greater than or equal to UlDcccRateThd(BSC6900,BSC6910) and
DlDcccRateThd(BSC6900,BSC6910).
If LittleRateThd(BSC6900,BSC6910) is too high, a large number of DCH resources are occupied for a long time even when no data is transmitted, which may lead to network
congestion. If LittleRateThd(BSC6900,BSC6910) is too low, DCCC increases the service rate because of low initial throughput when the UE starts transmitting data again, even
though less radio resources are consumed. You are advised to set LittleRateThd(BSC6900,BSC6910) to a low value.
DraSwitch(BSC6900,BSC6910):DRA_PS_NON_BE_STATE_TRANS_SWITCH
The F2P state transition time, time to trigger, and pending time after trigger are specified by the parameters listed in Table 3-5.
The state transition traffic redundancy coefficient for F2P state transition is also configured by using STATETRANSTRAFFREDUNDCOEF(BSC6900,BSC6910).

To increases the accuracy for triggering F2P transitions, inactivity-based F2P is introduced. The RNC performs inactivity-related measurements. If a UE does not receive or transmit
any data during a period specified by the inactivity timer and the RLC buffer is blank, the RNC enables the UE to transit from the CELL_FACH state to the CELL_PCH state
(abbreviated as F2P). After enabling, this function replaces the F2P based on 4b event.
Inactivity-based F2P increases the accuracy for triggering F2P transitions, and UEs receiving or transmitting small packets will not experience F2P transitions. This function sets
more strict conditions for triggering F2P transitions and therefore reduces the reconfigurations for F2P2F transitions (transitions from CELL_FACH to CELL_PCH and then to
CELL_FACH again). Based on the same traffic model, this function reduces signaling messages used for RB reconfigurations and cell updates and does not significantly affect the
distribution of the number of users in the CELL_FACH and CELL_PCH states.
Inactivity-based F2P is disabled by default. To enable it, run the RNC MML command SET UCORRMPARA or turn on PerfEnhanceSwitch3(BSC6900,BSC6910):
PERFENH_INACTIVE_F2P_SWITCH. Inactivity-based F2P transition timer is set through InactF2PstateTransTimer(BSC6900,BSC6910) in SET UUESTATETRANSTIMER.
DraSwitch(BSC6900,BSC6910):DRA_PS_NON_BE_STATE_TRANS_SWITCH
The relationships between F2U and other state transitions are as follows:

Before the state transition, the UE is in the CELL_PCH state. During the cell reselection, the UE sends the CELL UPDATE messages to the RNC. Upon receiving the CELL UPDATE
messages, the RNC starts a timer CellReSelectTimer(BSC6900,BSC6910) and counts the number of CELL UPDATE messages with the cause value of cell reselection. When the
timer expires, the number of CELL UPDATE messages may be greater than the threshold CellReSelectCounter(BSC6900,BSC6910). If both conditions are met, the RNC initiates a
P2U transition when the UE sends CELL UPDATE messages again. Then, the UE in the CELL_PCH state will be transited to the URA_PCH state.
NOTE:
The UE in the CELL_PCH or URA_PCH state cannot receive or send signaling messages. Therefore, the P2U state transition involves the transient state CELL_FACH, in which
necessary signaling interactions are performed over the FACH.

After returning to the service area, the UE that stays in the URA_PCH state originates a cell update procedure. If the cell update cause value carried in the CELL UPDATE message
is Re-entered Service Area, the RNC sends a CELL UPDATE CONFIRM message to instruct the UE to return to the URA_PCH state.
Certain UEs cannot transit from the URA_PCH state to the CELL_PCH state. This reduces the amount of signaling caused by cell updates and reconfiguration over the air interface.
NOTE:
The UE in the URA_PCH state cannot receive or send signaling messages. Therefore, the U2U state transition involves the transient state CELL_FACH, in which necessary
signaling interactions are performed over the FACH. This means U2F and F2U state transitions are involved in U2U state transition.
DraSwitch(BSC6900,BSC6910):DRA_PS_NON_BE_STATE_TRANS_SWITCH
Event 4A report is triggered when the uplink or downlink traffic of a UE exceeds the event 4A threshold and keeps above the threshold for a certain period (event 4A time to trigger).
The F2D state transition is performed when the UTRAN receives an event 4A report. Then, the RNC determines the service bearing policies for the UE, such as the transport
channel (DCH, HS-DSCH, or E-DCH) and the target rate. If the cell accommodating the UE is overloaded, the RNC does not allow the UE to perform F2D state transition.
Table 3-11 lists the threshold, time to trigger, and target rate for event 4A and F2D state transition.

This function is disabled when BasedTimeF2DThd(BSC6900,BSC6910) is set to 0. It is recommended that you set BasedTimeF2DThd(BSC6900,BSC6910) to a value smaller than
PsInactTmrForFstDrmFach(BSC6900,BSC6910) (inactivity timer for F2P state transition) so that inactive F2P state transition is not triggered before F2D state transition.
In weak coverage, the delay of RLC SDU is equal to or greater than data transmission wait time, which easily triggers the wait time-based F2D state transition. The wait time-based
F2D state transition success rate is relatively low in weak coverage, which reduces the F2D state transition success rate. RAN15.0 introduces solutions to the reduced success rate
of wait time-based F2D state transitions in weak-coverage areas. If the number of RLC retransmissions is larger than its threshold, the RNC regards that UEs are located in weak-
coverage areas. In weak-coverage areas, the wait time-based F2D state transition is not triggered.
The threshold for the number of RLC retransmissions is calculated by using the following formula:

If the UE is browsing web pages, the RNC transfers the UE to the CELL_DCH state. During the F2D state transition, the RLC data transmission is not suspended for the UE.

In terms of channels that bear UEs in the CELL_DCH state, the CELL_DCH state is categorized as follows:
D2D state transition allows for switchover among channels used for H2D, D2H, E2D, and D2E. For details, see Table 2-1.
D2D state transition does not have switch parameters.
Figure 3-2 shows how D2D state transition is implemented.

E2D During a RAB setup, RAB is carried over the E-DCH but resources are insufficient.

The coverage-based fallback from the E-DCH to the DCH algorithm is introduced to improve uplink coverage performance of a single UE during HSUPA BE service data
transmission.
To enable this function, set the switch DraSwitch2(BSC6900,BSC6910):DRA_BASE_COVER_BE_E2D_SWITCH
The uplink coverage for UEs can be measured in either of the following ways:
If event 6A/6B measurement is used for an E2D switch and a selection of the initial bearer channel based on Ec/N0, it recommended that periodical P-CPICH RSCP measurement
be used to replace event 6A/6B measurement. Periodical P-CPICH RSCP measurement allows a UE to perform both a TTI switch and an E2D switch. In this case, the TTI of the UE
can be switched from 2 ms to 10 ms before the UE performs the E2D switch, thereby increasing UE throughput and improving user experience. If E2D switch-related parameters are
set to recommended values, the number of 2 ms TTI UEs decreases and the number of R99 UEs experiencing weak coverage on the uplink increases, thereby significantly reducing
the HSDPA call drop rate.
Event 6A/6B Measurement
During HSUPA BE service data transmission, BE service falls back from the E-DCH to the DCH when both the following conditions are met:
A fallback from E-DCH to DCH occurs only in the current cell, which means the inter-frequency directed retry decision (DRD) is not performed.
If the BASE_RSCP_BE_TTI_E2D_RECFG_EFFECT_SWITCH disabled and the switch for coverage-based fallback from the E-DCH to the DCH (DraSwitch2(BSC6900,BSC6910) is
enabled, the algorithm for coverage-based dynamic TTI adjustment of BE services automatically disables. For details about the algorithm for coverage-based dynamic TTI
adjustment of BE services, see HSUPA TTI Selection Feature Parameter Description.
Periodical P-CPICH RSCP Measurement
The value of P-CPICH RSCP can be obtained from the intra-frequency MR that is periodically reported. The reporting period is set by the RabRscpPeriodTimer(BSC6900,BSC6910)
parameter in the SET UCHLQUALITYEVALUATE command.
During HSUPA BE service data transmission, BE service falls back from the E-DCH to the DCH when the following conditions are met:
The calibration value of P-CPICH RSCP that is calculated by using the reported value of P-CPICH RSCP is smaller than or equal to the value of the
BeTTI2msRscpThd(BSC6900,BSC6910) parameter (2 ms TTI UEs) or BeTTI10msRscpThd(BSC6900,BSC6910) parameter (10 ms TTI UEs). In this case, other services also falls
back from the E-DCH to the DCH.
The value of RSCP is valid during the period from the time the RNC receives the MR containing RSCP information to the time specified by the EcN0EffectTime(BSC6910,BSC6900)
parameter.

When the state of a smartphone performing BE services changes from CELL_DCH to CELL_FACH, the RNC records the time stamp as T1.
When the smartphone state changes from CELL_PCH, URA_PCH, or CELL_FACH back to CELL_DCH, the RNC records the time stamp as T2.
The RNC then calculates the interval between T1 and T2. The RNC then calculates the interval between T1 and T2. If the interval is greater than or equal to the value of
TthdForSFSTUserIdentify(BSC6900,BSC6910), the RNC determines that the smartphone is capable of smart fast state transition during the subsequent procedure S2
shown in Figure 3-4. If the interval is smaller than the value of TthdForSFSTUserIdentify(BSC6900,BSC6910), the RNC determines that the smartphone is incapable of
smart fast state transition during the subsequent procedure (S2).
During a smart fast state transition, the following inactivity timers are used so that the smartphone can quickly change from the CELL_DCH to CELL_FACH, CELL_PACH,
or URA_PCH state in a shorter period:
PsInactTmrForFstDrmDch(BSC6900,BSC6910): When detecting that the UE in the CELL_DCH state is not transmitting data (the traffic volume in the RLC buffer is 0), the
inactivity timerPsInactTmrForFstDrmDch(BSC6900,BSC6910) is used to detect data activity in the user plane. If there is no data transmission within the timer, the RNC
performs a CELL_DCH to CELL_FACH state transition.
PsInactTmrForFstDrmFach(BSC6900,BSC6910): This timer is used to detect data activity in the user plane when the UE is in the CELL_FACH state. If there is no data
transmission within the timer, the RNC performs an F2P fast state transition.
PsInactTmrForPreFstDrm(BSC6900,BSC6910): This timer is used to detect data activity in the user plane when the UE is in the CELL_PCH state. If there is no data
transmission within the timer, the RNC releases the UE.
For non-BE services, D2F and F2P state transitions are performed based on event 4B in the subsequent S2 procedure. For details about D2F and F2P state transitions, see sections
3.1 D2F State Transition and 3.4 F2P State Transition.
3 Smart P2D
If severe FACH congestion occurs on a live network, the smart P2D function can be enabled to directly transit the UE in the connection state with high traffic volume from CELL_PCH
or URA_PCH to CELL_DCH using the CELL UPDATE message. The UE stays in the CELL_FACH state for a shirt period to receive signaling. In the UE side, P2D corresponds to
P2F and F2D. In the UTRAN side, P2D is a process where a UE in the CELL_PCH or URA_PCH state directly transits to the CELL_DCH state. Smart P2D saves bandwidth
resources on the CELL_FACH, eases FACH congestion, and reduces the delay for processing high traffic.
Table 3-20lists the switch parameters related to smart P2D.
NOTE:
DRA_PCH_UE_SMART_P2D_SWITCH under DraSwitch(BSC6900,BSC6910) applies to cell and RNC levels. If both switches are enabled, cell-level settings prevail.
When smart P2D is enabled, the RNC records the amount of data a UE transmits during the interval between when the UE state transits from CELL_PCH or URA_PCH to
CELL_FACH or CELL_DCH and when the UE state transits back to CELL_PCH or URA_PCH.
The RNC records the amount of data transmitted by a UE four consecutive times and predicts the amount of data the UE will transmit subsequently:
If the amount of data transmitted by a UE four consecutive times exceeds the value of TvmThdForSmartP2D(BSC6900,BSC6910), the RNC predicts that the amount of
data the UE will transmit remains above the value of TvmThdForSmartP2D(BSC6900,BSC6910). When the UE subsequently transmits data in the CELL_PCH or
URA_PCH state, the RNC transits the UE state to CELL_DCH.
If the amount of data transmitted by a UE four consecutive times is less than or equal to the value of TvmThdForSmartP2D(BSC6900,BSC6910), the RNC predicts that
the UE has a small amount of data to transmit subsequently. When the UE subsequently transmits data in the CELL_PCH or URA_PCH state, the RNC transits the UE
state to CELL_FACH.
When the policy of preferentially transferring UEs in a cell to the URA_PCH state is used:
The RNC transfers the UEs to the URA_PCH state by sending CELL UPDATE CONFIRM messages after the UEs in the cell send CELL UPDATE messages with the
cause value "cell reselection", "periodical cell update", or "re-entered service area."
The RNC transfers the UEs to the URA_PCH state if the UEs in the cell attempt to transition from CELL_FACH or CELL_DCH to CELL_PCH or URA_PCH.

CMPSWITCH(BSC6900,BSC6910)2 switch in RNC MML command SET UCORRMALGOSWITCH, to enable one-sided RLC re-establishment. One-sided RLC entity re-
establishment can avoid unnecessary RLC entity re-establishment and packet loss. If the RLC PDU size on the data receiver or the data transmitter changes, only one-
sided RLC entity needs to be re-established. For details about one-sided RLC entity re-establishment, see 3GPP TS 25.331.
Always Online
Always online applies to BE services.
When the RNC detects that a UE performing a PS service is not transmitting data, the RNC sends a request to the CN for a service connection release. The CN initiates a release
procedure, requesting the RNC to release the corresponding radio resources. However, the CN reserves the Packet Data Protocol (PDP) context for this PS service of the UE. When
the UE reinitiates the service of this PDP context, it does not need to apply for the PDP context again, which means the UE in the PS domain is always online.
For each PS RAB, two Packet Data Convergence Protocol (PDCP) timers are available. The two timers are T1 and T2. When a UE is not transmitting data, the UE releases services
connection based on the two timers. The values of T1 and T2 for different services are set by the parameters listed in Table 4-1.
When the PDCP detects that the PS RAB had no data transmission for longer than the T1 timer, the PDCP layer would request the RRC layer to release this RAB and start the T2
timer. After sending release request to RRC layer, if the RAB hasn't been released before T2 timeout, the PDCP layer will resend release request indication.
SET UPSINACTTIMER is used to set the PS inactivity timers (RNC-level). If inactivity detection is not required for a particular service, set T1 and T2 to 0, which means the RNC
does not actively changes the UE state to the idle state.
Service Type T1 T2
Figure 4-1 shows the service connection release procedure when a UE is not transmitting data.

4. Upon receiving the message, the CN initiates the release procedure. At the same time, the CN reserves the PDP context for the service. When the UE reinitiates the
service of this PDP context, it does not need to apply for the PDP context again.
NOTE:
The service connection release request from the PDCP entity may not be processed in time because the associated processor in the RNC is busy.
For combined CS and PS services, the access or release of PS services may lead to CS call drops. When always online is enabled, turning on the switch
PS_INACT_NOTREL_FOR_CSPS_SWITCH under the PROCESSSWITCH3(BSC6900,BSC6910) parameter can reduce the call drop rate of CS services in combined CS and PS
services. After CS services in combined CS and PS services are released, the remaining PS service or combined PS and PS services are processed as usual.
When the sum of T1 and T2 is less than the time required for state transition, the UE enters idle mode without performing state transition.
PCH Blacklist
Huawei provides the PCH blacklist function to address the compatibility issue of certain types of UEs in CELL_PCH or URA_PCH state. A PCH blacklist consists of type allocation
codes (TACs) of international mobile equipment identities (IMEIs). Operators add TACs of certain UEs to the PCH blacklist. The RNC determines whether the TAC of an IMEI carried
in the UE-reported Identity Request message is on the PCH blacklist.
To add a TAC of a certain UE to the PCH blacklist, an operator needs to set the TAC_FUNC(BSC6900,BSC6910) parameter to Compatible_Dispositon_for_user and select
PCH_DISABLED_SWITCH of the SpecUserFunctionSwitch(BSC6900,BSC6910) parameter, and then run the ADD UIMEITAC command to add the TAC to the
TAC(BSC6900,BSC6910) text box.
When a UE is to transit from the CELL_DCH or CELL_FACH state to the CELL_PCH or URA_PCH state, the RNC determines whether the UE's TAC is on the PCH blacklist. If so,
the RNC forbids the state transition for the UE and directly releases the RRC connection with the UE.
An IMEI consists of 14 decimal digits plus a check digit. It includes 8-digit TAC, 6-digit serial number (SNR), and 1-digit spare digit.

The structure of an IMEI is specified in 3GPP TS 23.003. Following is the composition of an IMEI:
During a state transition, the UE's RRC connection status on the RAN side is unstable. If the state transition succeeds, the actual RRC connection status of the UE is consistent with
the UE's RRC connection status stored on the RNC side and the UE continues to complete other procedures. If the state transition fails, the RNC checks the UE's status and
accordingly performs a state transition or rollback. If RNC does not check the UE's RRC connection status, the actual RRC connection status of the UE may be inconsistent with the
UE's RRC connection status stored on the RNC side, which will cause a call drop.
This chapter describes the following causes of state transition failures:
State transition expiry: A D2F or F2D state transition is not complete when the timer specified by the RbRecfgRspTm timer expires.
Signaling radio bearer (SRB) reset on the RNC side: The RNC sends a RADIO BEARER RECONFIGURATION message in acknowledged mode (AM) during an F2D or
D2F state transition, which triggers an SRB reset.
Radio link (RL) failure: During a D2F state transition on the RNC side, the RNC detects that the uplink RL is out of synchronization.

A D2F state transition is not complete when the timer specified by the RbRecfgRspTm timer expires.
Upon receiving an RL Fail message from the NodeBs covering all cells in an active set, the RNC considers that the D2F state transition succeeds and transits the UE state to the
CELL_FACH state on the RNC side. You can enable this function of handling D2F state transition failures by selecting the D2F_PROCEDURE_OPTIMIZATION_SWITCH check box
under the OptimizationSwitch3 parameter.
NOTE:
RRC, and RB, physical channel relocations are triggered by messages over the Uu interface. For details, see 3GPP TS 25.331.
RL reestablishments are triggered by messages over the Iub interface. For details, see 3GPP TS 25.433.
The RNC checks the RL status during the period from the start of an F2D state transition to the expiry of the timer specified by the RbRecfgRspTm timer. If the RL status is normal,
the RNC considers that the F2D state transition succeeds and transits the UE state to CELL_DCH on the RNC side. You can enable this function of handling F2D state transition
failures by selecting the F2D_PROCEDURE_OPTIMIZATION_SWITCH check box under the OptimizationSwitch3 parameter.
This section describes the solutions used to optimize the overlaps between state transitions and other procedures, which occur in the live network at a low probability.

In this case, the RNC transits the UE state to CELL_FACH on the RNC side and processes the cell update message. You can enable the function of optimizing overlaps
between U2F and cell updates triggered by cause values other than those triggering U2F by selecting the URA2FACH_OVERLAP_CELLUPT_PROC_SWITCH check
box under the OptimizationSwitch4(BSC6900,BSC6910) parameter.

Detection Timer; CME batch modification center: Modifying RNC Parameters in Batches) with both the Interactive service T1 and Background service T1
parameters set to 1800.

After the state transition from CELL_FACH to CELL_PCH is enabled for a certain period of time, observe the VS.DCCC.Att.F2P counter. If the VS.DCCC.Att.F2P counter increases,

To check whether UEs enter the CELL_PCH state, you can check the rrc-StateIndicator information element (IE) in the RB RECFG or PH CH RECFG message.

Paging
The RNC pages UEs in the CELL_PCH state, within the cell. The average number of type-1 paging messages sent by the cell decreases, and so does the number of
paging messages discarded because of PCH congestion in the cell. Check the counters listed in Table 7-1 to assess the effect of CELL_PCH state transitions.
After this feature is enabled, a large number of UEs are switched to the CELL_PCH or URA_PCH state. As a result, the number of paging attempts in idle mode
significantly decreases, but the original paging failures cannot be eliminated. A possible consequence of this is that the paging success rate in idle mode decreases. The
original paging failures may be caused by the following:
UEs that are dropped from the network or abnormally shut down
Poor coverage
Multiple RNCs sharing the same LAC or RAC

PS RAB setup success rate
The signaling exchange success rate in weak-coverage areas is lower than that in strong-coverage areas. After the CELL_PCH state transition is enabled, RRC
connection setup attempts slightly decrease in weak-coverage areas and dramatically decrease in strong-coverage areas. In this case, PS RAB setup attempts of UEs in
idle mode increase and the PS RAB setup success rate slightly decreases.
Call drop rate
Experience of users entering the CELL_PCH or URA_PCH state after the CELL_PCH or URA_PCH state transition is enabled is the same as experience of users
entering the idle mode before the CELL_PCH or URA_PCH state transition is enabled. Therefore, the formula used for calculating the PS call drop rate is changed to the

If a U2F state transition fails due to an overlap between a U2F state transition and a cell update triggered by cause value other than those triggering the U2F state transition in the
