The  Sanguniang  Kabataan  (SK)  according  to  the  UNICEF  is  “the  quintessen1al  example  of  
child  (and  youth)  par1cipa1on  in  governance.”  It  is  a  “landmark  ins1tu1on”  as  it  is  “a  
venue  for  young  people  to  reach  out  and  engage  their  fellow  youth  in  affec1ng  posi1ve  
change  in  society.”  It  is  an  impera1ve  for  young  people  themselves  to  ac1ve  “take  part  in  
their  own  development  and  the  development  of  their  communi1es.”    

SK  is  a  unique  to  and  pride  for  Filipinos  in  terms  of  youth  par6cipa6on  as  “(it)  is  not  
simple  a  space  for  youth  par6cipa6on  in  government”;  but  an  ins6tu6on  where  “the  
youth  are  given  the  right  and  obliga6on  to  govern”.
