8.2 RESCUE OF REFUGEES AT SEA


INITIAL PROCEDURE

1. DO NOT answer distress calls immediately.


2. Note down the position of the craft, the nature of the distress and what assistance has
been requested.
3. Check your AIS to determine how many other Merchant Vessels are in the vicinity and
which are closest to the distress position.
4. Contact DPA and advise him of the situation.
5. Even if the distress message is relayed by local MRCC station, DO NOT answer
immediately.
6. If, after a suitable period of time, no other vessels have answered the distress call or if
you are the nearest vessel to the distress location then answer the call made by the
MRCC station.
7. If you are directed by the MRCC station to proceed to the distress position, follow
their instructions. DO NOT get closer than 0.1 of a mile and try to observe the nature
of the vessel in distress. Try to ascertain an idea of the number of persons on board, the
apparent condition of vessel and whether it is still making way etc.
8. Contact DPA for further instructions.

PREPARATION OF VESSEL

9. Identify an area on the vessel to be used as a ‘Holding Area’. This area, ideally, is to
be visible from the bridge, on the upper deck and capable of being cordoned off. The
area must be able to hold up to 500 people.
10. It is important that the Holding Area is a completely controlled environment. Have
procedures in place for securing all adjacent doors to prevent access into
accommodation.
11. Have a cargo net (or similar) ready on deck near the accommodation ladder to be used
to assist bringing people on board.
12. Have portable lighting available in the area.
13. Identify beforehand how many spare blankets are on board and know their location.
14. Prepare procedures for identifying and supplying essential items such as:
i. Water containers
ii. Food (possible use of the Emergency Food which is held in the Citadel)
iii. Simple toilet facilities
iv. Availability of body bags

v. Bring any spare life jackets, life buoys and lines to the embarkation point.
15. Bring a supply of Teepol (or other suitable detergent) to the deck and rig fire hoses.

EMBARKING REFUGEES

16. Position your vessel to provide a lee to the vessel in distress


17. Lower the accommodation ladder.
18. If your vessel is suitably equipped then use the mid-ship derrick and lower cargo net.
19. Try to encourage any frail refugees to be lifted on board by the cargo net. All others
are to embark using the accommodation ladder.
20. If weather conditions are suitable your rescue boats should be manned and lowered in
the water.
21. All available crew to be on deck to guide the refugees to the holding area.
22. Refugees are to be counted whilst coming on board, specifying gender.
23. No dead bodies to be embarked.
24. Keep a detailed record of the timeline of events and take photographs.
25. Ensure any weapons are removed from the refugees and thrown overboard.
26. After embarkation, refugee craft should be sunk

REFUGEES ON BOARD

27. Do another count of all refugees.


28. Obtain any documentation they may have.
29. Prepare full list to send to the MRCC of names, nationalities, age, passport number etc.
30. Keep refugees in the designated Holding Area. Available crew should maintain a 24
hour guard of this area.
31. Ensure all access to accommodation is securely locked.
32. Implement strict personal hygiene routine for crew members, in particular when
coming back into accommodation (including disinfecting footwear etc.).
33. Distribute available blankets, water, and food.
34. If there are any aggressive refugees consider removing them from the group and
locking them in the Suez Canal crew room.
35. Maintain regular contact with the MRCC and request for coastguard or Navy vessels to
come and take refugees.
36. Once instructions are received from the MRCC regarding the disembarkation of
refugees, consult with DPA before agreement.

DISEMBARKATION OF REFUGEES

37. After disembarkation, handover all information to authorities or coastguard.


38. Maintain copies of all documentation handed over and keep photographs on board.
39. Carry out a thorough stowaway search.
40. Disinfect decks and all other areas that the refugees came into contact with.
41. Discard all blankets and containers used by the refugees.
