A. Orendain (1999) stated that barangay ordinance which may
be enacted by Sangguniang Kabataan might not impose
prohibition but regulate trade for the benefits of the
inhabitants. He also added that the Sangguniang Kabataan
may not ban those matters that can regulate trade they
destruct the residents therein. While, Ursal (2002)
remarked that in enforcing an ordinance, barangay
official must act within the scope of their authority and
in consonance with their honest interpretation of a
Sangguniang Kabataan declaring its validity and its
legality would have to presume.

B. Drury et.al (2004) explained that corruption is the abuse

of public office for private gain. Moreover, Situngkir
(2004) argued that corruption represents misappropriate
behavior such as bribery, nepotism, theft and
embezzlement.

A. The National Disaster Risk Reduction and Management Plan
(NDRRMP) fulfills the requirement of the said law, which
provides legal basis for policies, plans and programs to
deal with disasters. NDRRMP covers four thematic areas,
namely, (1) Disaster Prevention and Mitigation; (2)
Disaster Preparedness; (3) Disaster Response; (4)
Disaster Rehabilitation and Recovery, which corresponds
to the structure of the National Disaster Risks Reduction
and Management Council (NDRRMC).

B. The 2008 National Demographic and Health Survey (NDHS)

conducted by NSO introduced the “Women Safety Module”
which aims to capture the extent and types of VAW
experienced by women (ages 15-49 years old). The
information was collected on spousal violence – covering
all forms of VAW: 1) physical violence; 2) sexual
violence; 3) emotional violence; and 4) economic violence
(3rd and 4th forms of VAW were grouped together in the
survey as “the other forms of violence”.

NDHS revealed that one in the five women aged 15-49 has
experienced physical violence since aged 15; 14.4 percent
of the married women experienced physical abuse from

their husband; and more than one-third (37%) of separated

or widowed women have experienced physical violence,
implying that domestic violence could be the reason for
separation and annulment.
