ABSTRACT

e-government is a complete data management system for manipulation and


implementation of records of hand written format of governmental or organization
into digital system in systematics and scientific manner.

The main goal of this system is to manage governmental overall data in easy and
simple form, where we can retrieve the information whenever it is required and can
show overall report of the current status. In this system we can keep record of people
detail information along with photograph and form the existing data we can easily
generate citizenship card, voting cards and any governmental cards.

This system facilitates user and system administration based on assigned user
roles. The system will provide the ability to search existing his/her records. When
record is view, all records that meet the report criteria are view in a simple ways.

CHAPTER 1: INTRODUCTION

1.1 Background

A digital citizen refers to a person utilizing information technology (IT) in order to


engage in society, politics, and government.Although digital citizenship potentially
begins when any child, teen, and/or adult signs up for an email address, posts pictures
online, uses e-commerce to buy merchandise online, Where data are properly
managed in a systematic and scientific manner so data can be easily retrieved,update,
and manage whenever required.Highly developed states possess the capacity to link
their respective governments with digital sites. Such sites function in ways such as
illuminating recent legislation, educating current and future policy objectives, lending
agency toward political candidates, and allowing citizens to voice themselves in a
political way. Likewise, the generation of these sites has been linked to increased
voting advocacy.

This system facilitates user and system account administration based on assigned user
roles. The system will provide the ability to view existing user records. When record
is view, all records that meet the report criteria are view in a simple ways.

e-government system is generally a computer-based method for tracking customer


record in conjunction with information technology resources.

This project will allows us to keep record and track all kind of people data and is
capable of generating comprehensive statistical reports that provide management or
interested parties with a clear set of data to aid in the decision-making process.

Digital citizenship concept and elements.

Digital access: This is perhaps one of the most fundamental blocks to being a digital
citizen. However, due to socioeconomic status, location, and other disabilities- some
individuals may not have digital access. Recently, schools have been becoming more
connected with the Internet, often offering computers, and other forms of access.

Digital commerce: This is the ability for users to recognize that much of the economy
is regulated online. It also deals with the understanding of the dangers and benefits of
online buying, using credit cards online, and so forth. As with the advantages and
legal activities- there are also dangerous activities such as illegal download, gambling,
drug deals, pornography, plagiarism, and so forth.

Digital communication: This element deals with understanding the variety of online
communication mediums such as email, instant messaging, Facebook messenger, the
variety of apps, and so forth.

Digital literacy: This deals with the understanding of how to use various digital
devices. For example, how to properly search for something on a search engine versus
a database. How to use various online logs.

Digital law: This is where enforcement occurs for illegal downloads, plagiarizing,
hacking, creating viruses, sending spams, identity theft, cyber bullying, and so forth.

Digital rights and responsibilities: This is the set of rights digital citizens have such as
privacy, speech, and so forth.

Digital security: This simply means that citizens must take measures to be safe by
practicing using difficult passwords, virus protection, backing up data, and digital
signatures.

Base on the above mention elements this system will be developed.

1.2 Problem Statement

 As we know that our current management system is hand written so our


goal is to replace hand written system into digital format which will
manage overall administrative detail records of people in all sector easily
in a systematic and scientific manner which will be easy to operate, simple
understand and easy on report viewing.

 Weather the office is of different department we can use same detail
information with the help of unique id of person. As its will save time to
take the detail of the person for another work.
 In current existing system, we are facing problems like, data storage,
server, data allocating and searching problems and which is time
consuming. And we could not verify the related family background
information from existing data and the people history records.

1.3 Objectives

 To manage overall administrative work of detail record keeping, generation of


citizenship card, voter card and other

1.6 Feasibility Analysis

1.6.1 Economic Feasibility

Performing Cost benefit analysis (CBA) it is important to identify cost and benefit
factors.

Base on the current condition, problem that we are facing on data management
system. It will be the best system for record keeping of governmental and other
organization. It is economically feasibility because in this project, it contain overall
requirement of the organization in one single program like record management, multi
department, and multi tasking. Due to use of single program for managing different
management, its cost will be lower as compared to the other program.

1.6.2 Technical Feasibility

Current stem is hand written so our goal is to replace hand written system into digital
format, which will manage overall record keeping of person and easy viewing report,
a systematic and scientific manner which will be easy to operate, simple understand
and easy on report viewing form any where any department.

1.6.3 Operational Feasibility

 No doubt the proposed system is fully GUI based that is very user friendly and
all inputs to be taken all self-explanatory even to a layman. As far our study is
concerned the clients are comfortable and happy as the system has reduces the
extra burden.
 As our system focused on how well a proposed system solves the problems,
and takes advantage of the opportunities identified during scope definition and
how it satisfies the requirements identified in the requirements analysis phase
of system development.
 This system mainly focused on customer records weather its personal or
organization which will display records by manipulating the existing records
in report format which will show record of lately done governmental work.

CHAPTER 2: LITERATURE REVIEW

Research into the topic of digital citizenship is somewhat limited as studies in this
field are still developing. It can also be somewhat difficult for research to keep up
with the speed in which technology develops and evolves. Two of the leading
researchers in this area of digital citizenship are Jason Ohler and Mike Ribble. These
researchers have made large contributions to the study of digital citizenship.

The study of digital citizenship helped define nine key elements that make up digital
citizenship. These nine keys are:

Digital access

Digital commerce

Digital communication

Digital literacy

Digital etiquette

Digital law

Digital rights and responsibility

Digital health and wellness

Digital security. These elements are aimed at helping online users to prevent some of
the major problems associated with online use, such as cyber bulling, digital theft,
sexity and academic integrity, etc.

There are many effective ways that educators can tie these elements of responsible
digital citizenship into their school curriculum so that students are better prepared to
avoid many of the problems and dangers associated with technology use in the 21
century.

Digital access

Digital access refers to providing students ability to utilize digital technology.


Depending on funding and resources available to different schools, some students
may not have the same access to the technology as other students.

For example: some schools are able to provide laptops to all of its students, while
others are only able to provide a shared computer labs or single classroom computer.
Classroom technology can also differ greatly. Some classrooms are equipped with
digital projector systems and smart boards, while others have only a whiteboard or
chalkboard in the classroom. Students who are given limited to no access to
computers may be at a disadvantage in the college or for state-wide testing when
compared students from a well being funded schools.

Digital literacy

Digital literacy refers to teaching about technology use. There are many different
types of technologies available in education. For the technology that teachers use in
the classroom, it is important for them to educate their students in how to properly
utilize technology that their students may not know how to use.

Digital Communication and Etiquette

Digital communication refers to the online users digitally exchanging information,


while Digital Etiquette refers to standards of conduct used in the digital world.

Digital Law and Digital Health and wellness

Digital law and Digital health and wellness tie very closely together and are arguably
the most important elements of digital citizenship that students need to learn.

digital law refers to student responsibility for digital content posted online.

Digital health and wellness refers to a users well being when being online.

Digital citizenship is the concept around appropriate and responsible use of
technology as a means to prepare users for a technology rich society .As Matthew
Winn in promoting Digital Citizenship through school based social networking points
out ,one PK-12 school in Texas has found success in the use of SocialEngine , an
open source social networking platform, to create an open and accountable space for
students, teachers and administrators. Winn writes that unlike MySpace and
Facebook, students are protected from outside predators,spammers , and even each
other with subnetworks to separate grade lebels with no privacy as each comment ,
post and message is public to every member. Winn states that this promotes student
safety and encourages digital etiquette, a key benefits of school based social networks.

Another aspect that Winn notes is the integration of curriculum as it servers as a


virtual extension of the classroom . for example, students can create profiles of
historical figures , participate in polls, blog, or join a discussion group led by a teacher
on a particular topic, all of which can also be accessed and continued from home. One
teacher commented that interacting with students has helped gain significant ground
in the classroom by building relationships with students, respecting them and being
involved in their lives.

Many of the concepts associated with digital citizenship simply did not exist prior to
the 21st century and therefore , were not an essential part of American education . but
the growth of digital communication , social media and digital education has made the
awareness and understanding of digital citizenship essential in modern society. It is
the jobs of schools and teachers to prepare students to interact and succed in a world
filled with these digital resources available to them. Since students will be using new
technology daily in the real world, teachers must take an active approach in helping
student understand how to properly and safely used technology in order to built
responsible digital citizens in the 21st century .
