CIRCULAR NO. 01
Pursuant to Republic Act No. 6713, otherwise known as the “Code of Conduct and
Ethical Standards for Public Officials and Employees,” all Bank personnel, including
those on temporary status except casual and contractual workers, are required to file
under oath their Statement of Assets, Liabilities and Networth (SALN), Disclosure of
Business Interest and Financial Connections including those of their spouses and
unmarried children under eighteen years of age.
1. Basic Information
a. Spouses who are both public officers and employees shall have
the option to file their SALN either jointly or separately. Bank
employees whose spouses are employed in other government
offices (except those legally separated or those with complete
separation of property) are encouraged to jointly file their SALN
either with the DBP or with the office of the spouse, on or before
the prescribed period, copies thereof must be filed in both
agencies where they are employed. For immediate identification,
married spouses who opt to file their statements jointly are
enjoined to tick the box with the word “Joint Filing” located at the
mid-upper portion of form.

liabilities.

(4) The share of either spouse in the hidden treasure which the
law awards to the finder or owner of the property where
the treasure is found;
k. In case of joint filing, the total assets of the spouses shall include
their respective paraphernal or capital properties.

l. In case of joint filing, the declarant's total net worth and that of
his/her spouse shall be the difference between the total assets
(real and personal properties) less the total liabilities.
b. In case the declarant and his/her spouse jointly file their SALN, they
shall indicate all their relatives within the fourth civil degree, either
by consanguinity or affinity, and shall include the above-
mentioned information.

i. All pages of the SALN form must be signed by the filer and the last
page must be notarized.
1. All personnel shall prepare and accomplish three copies (all original) of
their SALN forms.
2. All Bank personnel must submit their duly accomplished SALN forms:

with the Human Resources Management Group (HRMG). On the other
hand, Branch and RMC personnel from NCR, Luzon, Visayas and
Mindanao shall file their duly accomplished SALNs with their respective
Branch Head or RMC Head.

2. For SALNs submitted by Head Office personnel, the HRMG Head shall assist
the Review and Compliance Committee in conducting an initial and
thorough evaluation of the SALNs whether said forms have been properly
accomplished in accordance with these rules.
3. After the evaluation, the HRMG Head (for Head Office personnel) and
Heads of RMCs (for NCR, Luzon, Visayas and Mindanao personnel) shall
submit a list (Annex “B”) of employees in alphabetical order who:

1. The Review and Compliance Committee shall review the list of employees
submitted by the HRMG Head and Heads of RMCs containing the list of
personnel who filed their SALNs, who have incomplete data, or did not file
their SALNs.
2. Within five (5) days from receipt of the above-mentioned list, the Review
and Compliance Committee shall issue a Compliance Order requiring
those who have incomplete data in their SALNs to correct/supply the
desired information and/or to those who did not file/submit their
SALNs, to comply within a non-extendible period of thirty (30) days from
receipt of said Order.
3. After the lapse of the thirty (30) day period prescribed above, the Review
and Compliance Committee shall evaluate the compliance of those
personnel who were issued a Compliance Order. Thereafter, the
Committee shall issue a notice to the HRMG Head and Heads of RMCs
directing the transmittal of the original copies of SALNs to concerned
regulatory offices.
After receipt of the above notice from the Review and Compliance Committee,
the Head of HRMG and Heads of RMCs shall transmit the original copies of SALNs
and pertinent Summary Reports, on or before June 30 of every year, to
concerned offices below.
For Head Office personnel and NCR Branch/RMC personnel, the HRMG
Head and Heads of RMCs concerned shall transmit all original copies of
the SALNs received, with a list of filers arranged in alphabetical order
using the attached summary report (Annex “C”), on or before June 30 of
every year, to:

For Luzon Branches and RMC personnel, concerned RMC Heads shall
transmit all original copies of the SALNs received, with a list of filers
arranged in alphabetical order using the attached summary report
(Annex “D”), on or before June 30 of every year, to:

4. For employees who have first assumed office or have been separated
from the service, the HRMG Head and RMC Heads shall prepare a
consolidated summary report certified by the HRMG or the RMC Head, for
submission to the CSC or to the Office of the Ombudsman/Deputy
Ombudsman, as the case may be. Said summary report, together with
the original copy of SALNs shall be submitted within fifteen (15) days
upon receipt of the SALNs.

1st offense - Suspension for one (1) month and one (1) day to six
(6) months
Officers and employees who fail to comply within the thirty (30) day period
required under Item G.3 hereof or who submit their SALNs beyond the said period
shall be considered as not having filed their SALNs, and shall be also made liable
for the offense of Failure to File SALN with the same penalty as provided above.
