This is an era of knowledge driven economy.

The system and the network of higher


education needs to be developed as an infrastructure for social and economic growth of
country as well as the evolution of an able, ethical, committed and upright political
system.
The higher education in our state has almost gone in shambles for quite some time and
needs a complete refurbishment. There are many reasons for the present state of affairs
and it needs not to make a hue and cry for the same here. But we must take prompt and
effective remedial steps after a proper evaluation of the existing situation.
However we owe a glorious tradition of education system in our state. To quote
Professor Sunaina Singh, Vice-Chancellor, Nalanda University “from time
immemorial India opened up novel paths of learning. Where ever Buddha
traversed, seeds of knowledge sprouted and flourished. For centuries, Nalanda was a
beacon of learning which attracted Scholars from all over Asia and became the symbol
of Intra-Asia wisdom and interaction. It is now poised to embark on a similar journey
on an expanded scale with Asia Pacific and Indian ocean countries joining in. If the
world's future lies in achieving a multipolar system, it is necessary that an institution
such as Nalanda charts the course of new knowledge system for the 21st century.”
I appreciate that our visionary Chief Minister, Bihar, Sh. Nitish Kumar has sensed the
appalling condition of higher education in state very timely and has expressed his
concern and commitment repeatedly from many public platforms to restore our glorious
tradition of knowledge and bring the system back on right trajectory so that Bihar may
again be cited as a soil or land of knowledge creation.
During the present tenure of Sh. Nitish Kumar as Chief minister, Bihar, institutional
development in state seems to be at the top of his agenda. Establishment of Chanakya
Law University, Chandragupta Institute of Management , Development Management
Institute and his keen interest in making a huge amount of land available to IIT Patna
are the testimonies of his governmental priorities.
Establishment of our new University “Patliputra University” should also be seen as
a next step in this direction. I find it pertinent to mention the speech of our Hon’ble
Chief Minister during the inaugural function of Patliputra University in Shri Krishna
Memorial Hall, Patna on 30/07/2018 in which he categorically mentioned that there
are lot many dreams behind the establishment of this university in Patna. I will talk to
Hon’ble Chancellor in this regard and spell him out the visions and dreams. This
university is opportune to have started its journey with some very good colleges and
lakhs of students. Two of the colleges have been accredited grade ‘A’ by NAAC. This
University has to act as an instrument for The renaissance of higher education and
research in our state. He dreamt for the level and purpose of imparting education and
the standard of research in this newly constituted University to not only commensurate
to the national standard, rather to the global parameters and yardsticks.
Hon’ble Chancellor Sh. Satyapal Malik ji also seems to be highly concerned and
strongly determined to streamline the state of higher education in our state and he is
taking a sequence of innovative steps for the complete overhauling and remediation of
the system. I owe my sense of deep gratitude for his serious concern.
I find no reason for not to be optimistic! I am sure the teaching fraternity in different
colleges of Patliputra University at large are very honest, hardworking and competent
and they will leave no stone unturned to the best of their capabilities to give our
university distinct recognition.
Many of the teachers are nationally recognised and acclaimed and their research
contribution in their respective fields too are at par with global standards. Non-teaching
employees too in general are very experienced and hardworking but a little bit less
technically savvy.
Under the given circumstances of situation, the role of the leadership of the newly
constituted University becomes very important to project the university on right path to
make it roll smoothly.
I think, our Hon’ble Vice Chancellor, Patliputra University has to be very careful to
develop a completely academic ambience and congenial atmosphere inside colleges and
university campuses. The entire University as a whole should present it as an integrated
family with the soul mission to make University move ahead for developing and
maintaining human repository of knowledge, disseminating it among the students and
creating new and relevant insights in diverse disciplines through state of art research.
The university should try to inculcate positive human values in its students and making
them capable global citizens sensitive to human and environmental issues and at the
same time quality professionals in their respective fields. I dream our newly constituted
University to develop as an educational set up that brings out a transformative change
in the society by nurturing high moral and spiritual values in students giving quality
education in multiple disciplines, empowering the society through knowledge and
quality research and fostering creativity and entrepreneurship in students and in this way
making students a capable global citizen.
For our dreams to take shape I have a few suggestions -

1. Honest and dedicated teachers must be given the needed latitude to experiment
and develop inspiring methods of teaching and contribute to society in a
progressive manner.
2. Due to paucity of facilities in Bihar researchers have to work in collaboration
with research institutes outside. There is a culture of harassing such researchers
by denying them required leave to work on their research. The culture of
constructive and collective growth must be facilitated and academic enhancement
of teachers must be encouraged.
3. Some basic research facilities should be developed phase wise in all colleges
starting it from a select few colleges.
4. Some e-journals must be subscribed centrally.
5. Holistic development of students must be taken care of.
6. A professional work culture should be developed in offices.
7. Our office staffs should be given phase wise training for the enhancement of their
technical capabilities and developing in them a committed work culture.
8. The cause and concerns of teachers/ non teachers/ students should be addressed
in such a way that they develop a kind of belongingness in them and a sense of
respect for the institution.
9. Academic calender must be strictly maintained.
10.The examination system itself needs to be reevaluated and restructured after a due
consideration.
11.Students need to be exposed to recent advances in educational training and
research
12.If looked at from the first principle, the input of an university comes from school
and universities need to nurture its input at the school level itself and prepare
students for future academia in order to strengthen its quality and academic
standard as a part of its outreach activity.
13.University must develop systems/centres to expose students to recent and modern
scientific and technical advancements and allow them to work on their creative
ideas in collaboration with industries and scientists.
14.The present curriculum falls short when it comes to garner interest of students
and motivate them to study the subject and apply it to achieve something new and
innovative. The curriculum must be re-looked from this point of view
15.The system must push towards developing model centres to train students at out
of curriculum experiments specifically designed to nourish their conceptual
know-how and enable them to create new experiments and projects. However this
is a slow and gradual process and must start at smaller scale from few colleges
and then gradually expand to all the colleges.

I hope under the able leadership of our Hon’ble Vice- Chancellor and Patron ship of
Hon’ble Chancellor, Patliputra University is bound to set new breakthroughs.
I am sure Patliputra University will certainly add wings to the present state of higher
education in Bihar and it is bound to take off.
