Test 1 3.

Impact Assessment

1. DAO 2003-30: Environmental Impact Assessment (EIA) is a

• Focused on significant environmental impacts (in relation
process that....
to pre-construction, construction/development, operation
• involves predicting and evaluating the likely impacts of a and decommissioning stages), taking into account
project (including cumulative impacts) on the environment cumulative, unavoidable and residual impacts
during construction, commissioning, operation and
abandonment 4. Environmental Management Plan
• includes designing appropriate preventive, mitigating and • specifying the impacts mitigation plan, areas of public
enhancement measures addressing these consequences to information, education and communication, social
protect the environment and the community’s welfare development program proposal, environmental monitoring
plans (with multi-sectoral public participation for EIS-based
2. Criteria For Deciding Whether EIA is Required projects) and the corresponding institutional and financial
requirements/ arrangements
1. Identify if the project is located in an Environmentally
Critical Area [DENR-EMB, Section 2-D of AO 42 (2002)] 7. The EIA Process in Relation to the Project Cycle

2. Identify if the project is an Environmentally Critical Project

[DENR-EMB, Section 2-D of AO 42 (2002)]

3. Identify if the project is beyond the allowable threshold

limit for a specific production item

3. Three (3) major groups:

1. Group I: ECPs in either ECAs or NECAs

(Environmentally Critical Projects in either Environmentally
Critical Areas or Non-Environmentally Critical Areas)

2. Group II: NECPs in ECAs (Non-Environmentally

Critical Projects in Environmentally Critical Areas)

8. Sequential stages
3. Group III: NECPs in NECAs (Non-Environmentally
Critical Projects in Non- Environmentally Critical Areas) -
These are ALL Group II project types outside ECAs

4. Environmentally Critical Area (ECA) – an environmentally

sensitive area declared through Proclamation 2146 wherein
significant environmental impacts are expected if certain
types/thresholds of proposed projects are located,
developed or implemented in it.

5. Environmentally Critical Project (ECP) - projects belonging

to project types declared through Proclamation No. 2146
SCREENING
and Proclamation No. 803 which may pose significant
• Determines if a project is covered or not covered by the
negative environmental impact at certain thresholds of
PEISS
operation regardless of location.
• If a project is covered, screening further determines what
document type the project should prepare to secure the
6. Substantive Contents of a Typical EIA Report:
needed approval, and what the rest of the requirements are
in terms of EMB office of application, endorsing and decision
1. Project Description
authorities, duration of processing
• Includes location, scale and duration, rationale,
alternatives, phases and components, resource
SCOPING
requirements, manpower complement, estimate of waste
• A Proponent-driven multi-sectoral formal process of
generation from the most critical project activities and
determining the focused Terms of Reference of the EIA Study
environmental aspects, project cost
• Identifies the most significant issues/impacts of a proposed
project, and then, delimits the extent of baseline information
2. Baseline Environmental Description
to those necessary to evaluate and mitigate the impacts
• Of the land, water, air and people
• The need for and scope of an Environmental Risk
• Focused on the sectors and resources most significantly
Assessment (ERA) is also done during the scoping session
affected by the proposed action
EIA STUDY and REPORT PREPARATION
• Involves a description of the proposed project and its
alternatives, characterization of the project environment,
impact identification and prediction, evaluation of impact
significance, impact mitigation, formulation of Environmental
Management and Monitoring Plan, with corresponding cost
estimates and institutional support commitment

EIA REPORT REVIEW and EVALUATION

• Normally entails an EMB procedural screening for
compliance to minimum requirements specified during
Scoping, followed by a substantive review of either composed
third party experts commissioned by EMB as the EIA Review
Committee for PEIS/EIS-based applications, or DENR/EMB
internal specialists, the Technical Committee, for IEE-based
applications
• EMB evaluates the EIARC recommendations and the public’s
inputs during public consultations/hearings in the process of
recommending a decision on
the application

DECISION MAKING
• The ECC is then transmitted to concerned LGUs and other
GAs for integration into their decision making process
• The regulated part of EIA Review is limited to the processes
within EMB control
• The timelines for the issuance of decision documents
provided for in AO 42 and DAO 2003-30 are applicable only
from the time the EIA Report is accepted for substantive
review to the time a decision is issued on the
application

MONITORING, VALIDATION, and EVALUATION/AUDIT

• Assesses performance of the Proponent against the ECC and
its commitments in the Environmental Management and
Monitoring Plans to ensure actual impacts of the project are
adequately prevented or mitigated

9. Environmental Impact

Type and nature Duration

Magnitude Uncertainty
Extent Timing
Reversibility Significance

10. Key Actors in the EIA Planning and Development Process

Test 2

Basic Project Information

• Nature of project
• Threshold limits applied for
• Proponent name, address, contact numbers, brief profile
• EIA Preparer Name, address, contact numbers
• Attach project site map in NAMRIA topographic (or nautical,
if applicable)
II. Enumeration
map in 1:50,000 scale

1. Problems and Pitfalls

2. Evaluate Environmental Statements

3. Environmental Impact Statement

•A document prepared and submitted by the project

Proponent and/or EIA Consultant that serves as an
application for an Environmental Compliance Certificate
(ECC)

•A comprehensive study of the significant impacts of a

project on the environment

•Includes an Environmental Management Plan/Program

that the Proponent will fund and implement to protect
the environment
