Budget Message for the National Environmental Justice Conference Trip

The Public Policy Student Association is requesting funds for 19 people (See appendix A

for list of attendees) to attend the 2018 National Environmental Justice Conference and Training

Program in Washington, D.C. at the Washington Marriott Metro Center. This conference will

cover 3 days (April 25-27), and includes many topics, trainings, and networking events that

would benefit all public policy majors. With a goal that encompasses all communities and

persons across the nation and globe, the achievement of environmental justice depends on all

participants- from Criminal Justice to Health Administration; from Law and Public Policy to

Public Management. This conference also serves as a small substitute for the university’s

diminished environmental classes as result of a recent realignment. With the elimination of

Environmental Policy and Environmental Science concentrations, as well as other environmental

topics classes, this conference aids in filling the gap created by realignment.

The National Environmental Justice Conference and Training Program is an incredible

opportunity for members of PPSA to interact and network with leaders in the field while also

receiving experienced training sessions and access to recent research. It also costs nothing to

attend, as it is totally funded by sponsors (NEJC, 2018). As such, this budget will cover

transportation, lodging, and briefly discuss the convention and food/drink options.

Conference Information

As discussed above, the conference is free to attend. It is sponsored by governmental

agencies such as the E.P.A., departments of the U.S.D.A., as well as private organizations.

Leaders from a variety of governmental and private agencies will be engaging in myriad

programs that will examine ideas and approaches to environmental justice (NEJC, 2018). These

involve interactive training sessions that cover “the needs and challenges of communities,

governments, municipalities, tribes, faith-based organizations, and others with an interest in

environmental justice” (NEJC, 2018). Voices of experience and research will be discussing

programs, collaborations, and initiatives that have been both successful and unsuccessful (NEJC,

2018). Speakers include representatives from “Federal and state agencies, local governments,

tribes, community groups, business and industry, public interest groups, academia, and other

entities” (NEJC, 2018).

The convention will give public policy students networking opportunities with a variety

of interests from diverse quarters and will expose them to informative and productive resources

that can support their individual program goals and objectives (NEJC, 2018). Conference

participants will also see examples of approaches that produce positive results through

innovation and collaboration.” (NEJC, 2018). An agenda for the conference is at the end of this

report. The convention will be a 3-day event, from April 25th to April 27th, in Washington, D.C. at

the Washington Marriott Metro Center. As we plan on staying at the hotel in which the

convention is held, no transportation is necessary to and from our lodging.

Transportation

Two IPFW vans and one individual car will be transporting everyone between IPFW and

the Indianapolis International Airport. The vans come with a gas card, so the fuel is included

with rental. The treasurer’s vehicle will be used as the 3rd vehicle, and the officers will pay for

gas and parking fees. Total cost of transporting everyone between IPFW and the Indianapolis

International Airport is $411.00 (IPFW, 2018).

A flight will take everyone from Indianapolis International Airport to Reagan National

Airport in Washington D.C. (round trip will cost $2,861.40) (United Airlines, 2018), and from

there the Metra ($4.00/person round trip) will take everyone to the Washington Marriott Metro

Center (Washington Metropolitan Area Transit Authority, 2018). Total cost of transportation is

$3,759.40. More information is available in Appendix A: Student Travel Grant Request Form and

in the section titled “Total Revenue and Expenditure and Budget Tables and Charts”.

Lodging

Lodging will be at the Washington Marriott Metro Center. While slightly cheaper lodging

options were available, the cost of transporting students outweighs the savings (see Total

Revenues and Expenditure). It is also beneficial to the group to simplify the trip by staying in the

hotel where the conference is occurring. This allows for ease of coordination and ensures that

students will not miss the whole conference due to confusing bus schedules. The total cost for

lodging is $2950.00 (Passkey International, Inc., 2018). More information is available in

Appendix A: Student Travel Grant Request Form and in the section titled “Total Revenue and

Expenditure and Budget Tables and Charts”.

Food and Drink

All students will be given a per diem of $28. This is based on the per diem policy of 75%

of $32 (Purdue University, 2018), for a total of $75/person. As such, there will be no request

from SAB to cover the expense of food and drink at this time. This also allows for an offset of

the cost by requiring individual contribution to the trip in the amount of $75. More information is

Please briefly tell us about your student organization.

The Public Policy Student Association is an association that represents all of the majors

within the program including criminal justice, environmental policy, health services

administration, legal studies, and public management. The organization provides opportunities

for volunteer activities, networking with professors and prospective employers, as well as social

activities.

Please explain what knowledge you hope to acquire from this trip.

During the 3 days, leaders from multiple sectors will engage with the public attending the

conference and exchange not only ideas but also approaches to achieve environmental justice.

This trip will offer interactive training sessions that feature voices of real world experience,

research, discussions and thought-provoking dialogue. The program will feature the needs and

challenges of communities, governments, municipalities, tribes, faith-based organizations, and

others with an interest not only in environmental justice but also criminal justice, environmental

policy, health services administration, legal studies, and public management. Some of the

program speakers will be representatives from Federal and state agencies, local governments,

tribes, community groups, business and industry, public interest groups, academia, and other

entities. This interactive forum will give conference participants the opportunity to network with

a variety of interests. All students will gather informative and productive resources that can

support their individual program goals and objectives. Conference participants will also see

examples of approaches that produce positive results through innovation and collaboration.

Please explain how this trip will benefit yourself and others, what the student

organization members attending the trip will bring back to campus to benefit the student body,

and why the Public Policy Department should be a financial partner in the trip.

The fair treatment and meaningful involvement of all people regardless of race, color,

national origin, or income, with respect to the development, implementation, and enforcement of

environmental laws, regulations, and policies is what defines environmental justice. With a goal

that encompasses all communities and persons across the nation and globe, the achievement of

environmental justice depends on all participants within the Department of Public Policy.

Whether criminal justice, environmental policy, health services administration, legal studies, or

public management is the major, the goal can be achieved when everyone within a community

enjoys the same degree of protection form environmental and health hazards and when equal

access to the decision-making process to have a healthy environment in which to live, learn, and

work.

Please explain the logistics of this trip. Be sure to include a basic overview of the

itinerary, the activities that will take place, the sites visited, etc.

Arrive at the Indianapolis international Airport by 5am – 6am flight to Ronald Reagan

this trip with the IPFW student body (i.e., on-campus workshop, conference, organization

meeting, etc.).

We plan to have everyone that goes on the trip write a short essay about their experience

and knowledge obtained during the trip, we encourage photographs of the trip. The best paper

will be submitted to the IPFW Communicator newspaper. We will also talk with the public policy

student association about the trip and why they should make it a goal to do it next year. We will

incorporate the trip into the student networking meetings.
