Contained herein are the minutes of the meeting on Regional Oversight Committee on
Barangay Drug Clearing this day March 5, 2019 at 4th Floor Webenar Conference Room,
Annex Building, SRA, Sugar Center, North Avenue, Diliman, Quezon City and attended by
different Government Agencies: Department of Health (DOH), Philippine Drug
Enforcement Agency (PDEA), Bureau of Jail Management and Penology (BJMP) and
Philippine National Police (PNP).

HIGHLIGHTS OF THE DISCUSSION

 Mandatory pre-employment drug test for all government employees for the
creation of a drug free workplace in all government offices. For those who will test
positive for illegal drug use will given another chance to correct mistake and
undergo rehabilitation except for the AFP, PNP which is automatically dismissed
on their position.

 Dr. Laila D. Celino of DOH discussed regarding the Integrated Drug Test Operation
and Management Information System (IDTOMIS) wherein it captures data for
accrediting drug testing laboratories and rehabilitation centers,

 All Jails in NCR must have a health worker (Nurse, Medical Technologist or Social
Worker) and must trained to DOH for 17 LGUs.

 Upcoming Laboratory and Drug Testing for Makati, Valenzuela and Pasig funded
by LGUs.

  BJMP has their annual drug test on their laboratory – service and PNP on Crime
Laboratory.

 BJMP showed their existing policies and guidelines on Implementation rules and
regulations in declaring Drug – Cleared and Drug. Any suggestion and update for
this policy will be tackled for the next meeting.
