University. Rev. McGovern had been involved in sexual misconduct with minors in the Diocese of Wilmington, yet was allowed residence into Philadelphia after being
released from St. Luke Institute for treatment of pedophilia. Rev. McGovern was also noted to be taking Depo-provera, a sexual inhibitor. Although Rev. McGovern was
only supposed to be residing at Holy Angels Parish in Philadelphia, he was performing public Mass at the parish from 1987 until 1990 without restrictions.

Archdiocese met with Rev.
Wisniewski to discuss the
option of voluntary
laicization or a life of prayer
and penance. Rev.
Wisniewski wanted to
accept the life of prayer and
penance but did not want to
move to Villa St. Joseph.

not petition for laicization.
He requested retirement
from the priesthood and to

Archdiocese responded to
Rev. Wisniewski’s request
that he would have to
undergo a psychological
evaluation before
considering the request.
