After hosting a workshop in mid February, the RDCK is asking municipal councils and boards if they intend to participate in a proposed regional-scale composting program slated to start by 2022. “Organic waste diversion is a key component of our Resource Recovery Plan update, which will dictate our operations and capital work for the next five-plus years,” said Uli Wolf, general manager of environmental services at the RDCK. “A regional-scale composting system would provide numerous environmental and economic benefits for our entire region, and those benefits are best realized if all the municipalities are on board.” Workshop attendees were given an update on the development and cost estimates of various composting options. They were also given an overview of the benefits of organics diversion programs: they help conserve landfill space, reduce leachate and greenhouse gas emissions, and produce a useful product in the form of compost. The Regional District of Kootenay Boundary (RDKB) is actively pursuing opportunities for implementation of food waste organics composting for communities in the eastern portion of the region, including potentially partnering with the RDCK on their initiative. Veterans Affairs call for applications

Research and innovation are vital to continually improv- ing the well-being of veterans and their families. The Vet- eran and Well-being Fund supports innovative initiatives and projects through grants and contributions to private, public or academic organizations to conduct research and implement initiatives and proj- ects that support the wellbeing of

veterans and their families. Veterans Affairs Canada has launched the second call for applications for the Veteran and Family Well-Being Fund. Organizations are invited to share their innovative ideas and encouraged to submit their applications online as early as possible. The deadline to submit an application for the 2019 year is March 31, 2019. In 2018 the Fund supported 21 initiatives across Canada that will contribute to the well-being of Veterans and their families. These initiatives were in many differing areas, including: Vet- eran homelessness, transitioning out of the military, mental health and physical rehabilitation. Understanding the Gerrard rainbow

The legendary Gerrard rainbow trout, renowned for their massive size and tail walking-acrobatics are believed to originate from just one short 300-metre-long spawn- ing stretch of the Lardeau River. Friends of the Lardeau River (FLR) is pleased to announce provincial Rivers Biologist Greg Andrusak will unravel some of the mysteries surrounding the geneti- cally unique Gerrard rainbow trout. The Lardeau and Duncan rivers is home of the Ger- rard rainbow trout. These rivers combined are the only place in the region that support the unique life history of these large piscivourous trout that reside in Koote- nay Lake. Research to understand their biology has been ongoing over the past two decades and has been high- lighted as a priority, given the recent collapse of Kokanee on Kootenay Lake. This research will be used to asses recovery timelines and develop conservation and man- agement thresholds. The study area includes the Lardeau and Duncan rivers with a total lineal length (both banks) of 196.2 km. However, the majority of the study area is located in the Lardeau River which constitutes 141.6 km of river bank from the total of 196.2 km The research on the Lardeau and Duncan rivers is focused at understanding the annual juvenile abundance

Nighttime snorkel surveys are conducted to obtain annual estimates of one-year-old abundances which were progeny of the previous year’s spring spawn- ing event at the Gerrard spawning grounds. The informa- tion from annual estimates of recruitment are combined with the escapements at the Gerrard spawning grounds to provide a measure of population resilience to increas- ing threats and mortality. The research has been primar- ily funded by the Habitat Conservation Trust Foundation (HCTF) with additional support from Fish and Wildlife Compensation Program (FWCP) and Freshwater Fisher- ies Society of BC (FFSBC). The research aims to assess the mechanisms that regu- late the Gerrard population across its entire life history.

within 55 km of Castlegar that would benefit from using their
Celgrow soil amendment. Pastures and hay fields are good options.
Mercer Celgar will cover the costs of a qualified professional per-
forming soil sampling, obtaining government authorization and
delivery costs of Celgrow soil amendment based on access with a
large truck/pup combination. Acreage should be able to accom-
modate at least 6 truck/pup loads. The two major components of
Celgrow are individual wood fibres lost from the pulping process
and surplus bacteria from the wastewater biological treatment
facility. Wood fibres enhance soil moisture retention and bacteria
are a good source of soil nutrients. The landowner is responsible
for spreading and incorporating Celgrow into their soil.

Village of Kaslo hires new CAO

Ian Dunlop has been the Chief Administrative Officer of the Town of Faro, Yukon for the past three and a half years, where he was responsible for all aspects of the day-to-day operations of the town. Ian enjoys the variety of work that being the CAO of a small municipality entails and has a broad experience and background that enables him to step into and out of the job’s different roles, such as planning, project management, operations, financial management, safety, customer service and otherwise attending to the needs of the community. He’s also a volunteer firefighter. A focus of Ian’s time in Faro was addressing long-standing issues of housing, economic develop- ment and community wellbe- ing. Amidst that backdrop, Ian brought forward development incentive policies, a new zoning bylaw and official plan amend- ment to guide redevelopment of the town’s housing stock. In recognition of this work, Faro

received the Yukon Sustainable Community Award in 2018.

Prior to moving into municipal administration, Ian managed his own business in digital mapping and infor- mation systems for public transit and other public and private sector agencies for over 20 years. The company grew to serve dozens of clients across Canada in areas such as urban mobility, recreation, public works, tourism and real estate development. Ian’s academic credentials include degrees in Local Economic Devel- opment, Civil Engineering, Urban and Regional Planning from the University of Water- loo and professional certifi- cates in public transportation and asset management. Ian enjoys playing hockey and is looking forward to exploring some of the many outdoor activities the Kaslo area has to offer. He reports to his new position at Kaslo Village Hall on April 8. Trail Smoke Eaters and the City of Trail to submit bid for 2021 RBC Cup

The Trail Smoke Eaters and the City of Trail are working collectively to submit a bid to Hockey Canada in hopes of hosting the 2021 National Junior A Championship at the Trail Memorial Centre in May 2021. Bid submissions from all eligible host teams and committees are due by April 30, 2019. Hockey Canada will then review the sub- mitted bids and make their decision in June 2019.

“Hosting the RBC Cup in 2021 would be a great oppor- tunity for our community,” said Craig Clare, Director of Hockey & Business Operations for the Trail Smoke Eat- ers. “Right now, we are focusing on the bid document and gathering all the information that is required in order to be considered. We feel our team and community have s o much to offer a tournament of this caliber, but it’s Hockey Canada’s decision as to which team and city are most suit- able to host the event.” The Trail Smoke Eaters and the City of Trail have des- ignated staff members working diligently on the bid’s contents and have retained a local graphic designer to professionally design and format the document. “There are many financial and operational requirements that must be included in the bid,” said David Perehudoff, Chief Administrative Officer. “The goal is to invest the time and resources required to compile a thorough and profes- sional document that will hopefully result in a positive outcome for Trail.
