From the `Index' Table, it would be observed that the various requirements of Energy
Management System according to ISO 50001:2011 Standard have been incorporated in this
Management Systems manual.
PAGE FORMAT
The Name of the unit appears at the top of each page of L1 & L2 manuals.
Each page of L1& L2 Manuals has EnMS 50001:2011 Standard Clause No. Chapter No
and Page No along with the total number of pages in the header box at the top. (E.g. Page
2 of 5). Each page of both L1& L2 has “Approved by” and “Issued by” with relevant dates
at the ‘footer’. Page numbering scheme for every chapter of L1 & L2 Manuals are as follows:
Page No is in format X of Y where X denotes the running serial no for the particular page
and Y denotes the total no of pages.
When a page or pages, which constitute the contents of L1 & L2 manuals, are amended, the
change will be deemed as ‘Revision’ change and the Revision number incremented
accordingly for all the pages.

Similarly, when substantial changes are effected in regard to the contents of the manual, the
entire document is re-looked and, if needed, amended. In such a case, the same will be
deemed as ‘Version’ change, the version number is incremented accordingly and incorporated
in all the pages of the manuals.
Whenever changes to the documentation are made, the changes will be in Italics font with
underline in hard copy and the same with additional red colour in soft copy. This will be
applicable to any addition of document in the index page only.
This Management Systems Manual, which constitutes the Level 1 document, outlines the
status of Energy Management System in TSPL. Energy Management System Procedures
(Level 2) / Work Instructions (Level 3) for EnMS have been referred to in the appropriate
places in this System Manual.
Rubber Stamping
a. Controlled copy stamping: - The copies of L 1 and L 2 manuals issued to designated
persons according to the List of Document Holders will be stamped ‘CONTROLLED
COPY’.
b. Obsolete documents when intentionally kept at the unit will bear the Rubber Stamp

This manual describes all the Activities / products and services & Equipment installed
exploited at TSPL located at Village Benawali, District Mansa, Punjab; by both Vedanta
employees and by Partners i.e., those working for and on behalf of TSPL for specific
purpose of Power Generation in 3X660 MW units as per business plan. From Coal
Pulverization to Power Generation TSPL consumes various Streams of Energy within its
defined Boundary.
FOR purposes of EnMS Implementation and for certification purpose the entire TSPL
is divided into following 4 areas:

g. Determine criteria and methods needed to ensure that both the operation and control
of the EnMS are effective.
h. Promote awareness of the energy policy and objectives at all levels of the organization.

T SPL Top management has defined an Energy Policy. The same is given in the next
page. TSPL has ensured that the Energy Policy adopted for implementation fulfils
following:
a. Is appropriate to the nature, scale of the TSPL’s Energy use and Consumption.
b. Includes a commitment to continual improvement in Energy Performance.
c. Includes a commitment to ensure the Availability of Information and of necessary
Resources to achieve Objectives and Targets.
d. Includes a Commitment to comply with. Applicable Legal Requirements and with
Other Requirements to which TSPL subscribes which relate to its Energy use,
Consumption and Efficiency.
e. Provides the Framework for setting and reviewing Energy Objectives and Targets.
f. Supports the Purchase of Energy efficient Products, Services and Design for Energy
Performance Improvement.
g. Is Documented and Communicated at all levels within the Organization.
h. Is regularly reviewed and Updated as necessary.

1. TSPL shall comply with requirements of BEE (Ministry of Power), as per notification.
2. TSPL sends yearly data to CEA (Central electricity Authority) and Electrical inspector
On requirement.
However, for the present “Other Requirements” do not apply to TSPL as it has not subscribed
to any other Requirements. Energy planning at TSPL is consistent with the Energy Policy
and lead to activities that continually improve Energy Performance. Energy planning involves
Review of TSPL activities which can affect Energy performance.

TSPL has developed, recorded, and maintained an energy review Procedure (*) reflecting
the methodology and criteria used to develop the energy review. To develop the energy
review, the following are considered-
Current energy sources;
Evaluation of past and present energy use and consumption;
Analysis of energy use and consumption based on measurement and other data, is
done.
Based on the analysis of energy use and consumption, the areas of significant
energy use are identified, i.e. the facilities, equipment, systems, processes and
personnel working for, or on behalf of, the organization that significantly affect
energy use and consumption;
Identify other relevant variables affecting significant energy uses;
Finally the current energy performance of facilities, equipment, systems and
processes related to identified significant energy uses are determined.
Future energy use and consumption is also estimated
FINALLY opportunities for improving energy performance are identified on the basis of
priotization Potential sources of energy, use of renewable energy, or other alternative
energy sources, such as waste energy is also identified.
The energy review shall be updated at defined intervals, as well as in response to major
changes in facilities, equipment, systems, or processes.

TSPL has established Energy Baselines using the information and the Initial Energy Review,
considering Data Periods suitable to TSPL Energy Use and Consumption. Changes to
Energy Performance are being duly measured against the Energy Baselines.

TSPL does Identify EnPIs appropriate for Monitoring and Measuring Energy
Performance. The Methodology for Determining and Updating the EnPIs have been
recorded and also duly reviewed. EnPIs are being Reviewed and Compared to Energy
Baseline as appropriate.

TSPL does Establish, Implement and Maintain Documented Energy Objectives and targets at
the relevant Functions, Levels, Processes and Facilities within TSPL timeframes have been
established for achieving the Objectives and Targets.
The Objectives and Targets are consistent with the Energy Policy and the Targets
are consistent with the Objectives.
When establishing and reviewing the Objectives and Targets, TSPL does take into account
Legal Requirements and Other Requirements, Significant Energy Uses and Opportunities
to improve Energy Performance as identified in the Energy Review. TSPL does consider
its Financial, Operational and Business conditions, Technological options and the views of
the Interested Parties.
TSPL does establish, implement and maintain Action Plans for achieving the Objectives and
Targets. The Action Plans do include:
-- Designation of Responsibility
-- The Means and Timeframes by which the individual Targets are to be achieved
-- A Statement of the Method by which an improvement in Energy Performance will
be Verified and
--- A Statement of the Method of Verifying Results;
The Action Plans are being Documented and Updated at defined intervals.

TSPL does ensure all persons working for or on its behalf related to Significant Energy uses
are Competent on the basis of appropriate Education, Training, Skills or experience.
TSPL does identify Training needs associated with the control of its significant Energy Uses
and the operation of its EnMS. TSPL does provide or take other actions to meet these needs.
Appropriate records are being maintained.
TSPL does ensure that persons working for or on its behalf are Aware of:
a) The importance of conformity with the Energy Policy, Procedures and with the
Requirements of the EnMS.
b) Their Roles, Responsibilities and Authorities in achieving the requirements of the
EnMS.
c) The benefits of improved Energy Performance
d) The impact actual or potential, with respect to Energy Use and Consumption of their
activities and how their activities and behaviour. Contribute to the achievement of Energy
Objectives and Targets and the potential consequences of departure from specified
procedures.

4.5.3 COMMUNICATION
TSPL does communicate internally with regard to its Energy Performance and EnMS
as appropriate to its size. TSPL has established and implemented a Process by which any
person working for or on its behalf can make comments or suggest improvements to the EnMS.
TSPL communicates externally about its Energy Policy, EnMS, and Energy
performance and also documents with Government Designated Agencies. TSPL will follow
the guidelines for the external communication.

4.5.4. DOCUMENTATION
TSPL does establish, implement, and maintain information, in paper, electronic, or any other
medium, to describe the core elements of the EnMS and their interaction.

Documents required by ISO; 50001 Standard are being controlled. This includes
Technical Documentation where appropriate.

TSPL does identify and plan those Operations and Maintenance Activities which are
Related to its Significant Energy Uses and that are consistent with the Energy Policy,
Objectives, Targets and Action Plans in order to ensure that they are carried out under
specified conditions by
a. Establishing and setting Criteria for the effective Operation and Maintenance of
Significant Energy Uses where their absence could lead to a significant deviation from
effective Energy Performance.
b. Operating and Maintaining Facilities, Processes, Systems, Equipment, in
accordance with Operational Criteria.
c. Appropriate communication of the Operational Controls to personnel working for and
on behalf of TSPL.

4.5.6. DESIGN
TSPL does consider Energy Performance Improvement Opportunities and Operational Control
in the Design of New, Modified and Renovated Facilities, Equipment, Systems and
Processes that can have a significant impact on Energy Performance.
The results of Energy Performance evaluation is being incorporated where appropriate into
the Specification, Design, and Procurement Activities of the relevant Projects.

When Procuring Energy Services, Products and Equipment that have or can have an impact
on Significant Energy Use, On requirement TSPL does inform Suppliers that Procurement
is partly evaluated on the basis of Energy Performance.
TSPL does establish and implement the Criteria for assessing Energy Use, Consumption
and Energy Efficiency over the planned or expected Operating Lifetime when Procuring
Energy using Products, Equipment and Services which are expected to have a significant
impact in TSPL’s Energy Performance.
TSPL has defined and documented Energy Purchasing specifications, as applicable for
effective Energy Use.

TSPL ensures that the Key Characteristics of its Operations that determine Energy
Performance are Monitored, Measured and Analysed at planned intervals. Key
Characteristics Include:
a) Significant Energy Uses and other Outputs of Energy Review.
b) The relevant variables related to Significant Energy Use.
c) EnPIs
d) The effectiveness of the Action Plans.
e) Evaluation of Actual versus expected Energy Consumption.
The results from Monitoring and Measurement of the Key Characteristics are being
recorded.
An Energy Measurement Plan appropriate to the Size and Complexity of TSPL and the
Monitoring and Measurement Equipment has been Defined and implemented.
TSPL has defined and also periodically Reviews its Measurement needs. TSPL does ensure
that the equipment used for Monitoring and Measurement Equipment of Key Characteristics
provides Data which are Accurate and Repeatable. Records of Calibration and other means
of Establishing Accuracy and Repeatability are duly maintained.
TSPL investigates and responds to significant deviations in Energy Performance.
Results of these Activities are being duly maintained.

At planned intervals, TSPL evaluates compliance with Legal Requirements and other
requirements to which TSPL may subscribe that are relevant to TSPL Energy Use and
Consumption.

TSPL conducts internal audits at planned intervals to ensure that the EnMS:
---Conforms to planned arrangements for Energy management, including the
requirements of ISO 50001:2011 EnMS Standard.
---Conforms with the Energy Objectives and Targets established and
---Is effectively implemented and maintained and improve Energy Performance
An Audit Plan and Schedule has been developed taking into consideration the Status and
importance of the Processes and Areas to be Audited as well as the results of previous
Audits.
The selection of Auditors and conduct of Audits are ensured such that the Objectivity and
impartiality of the Audit Process..
Records of the Audit Results are being maintained and reported to Top Management.

TSPL does address actual and potential Nonconformities by making Corrections and by
taking Corrective and Preventive action including.
Corrective Actions and Preventive Actions are appropriate to the magnitude of the Actual or
Potential problems and the Energy Performance Consequences encountered.
TSPL does ensure that any necessary changes are made in the EnMS.
