► In the last decade, Information Technology (IT) industry has grown fivefold in terms of
revenue, and relative share to India’s GDP in the FY 2017-18 has increased to more than 7.9
percent*
► During 2017-18, the global IT-ITeS market grew to US$ 1.3 trillion (excluding hardware) and

► Information Technology sector is the largest exporter in India with US$ 126 bn in exports
and close to US$ 25 bn in domestic share in FY2017-18. Exports of US$ 126 bn is further
segmented as*:
► IT industry continues to be a net recruiter, adding approx. 105,000 people in FY 2018. The
industry strength today stands at approx. 3.97 million*
► As the world’s third largest tech-start- up hub, India boasts of over 12,671 start- ups (as on
05 September 2018, Startup India, DIPP)
► The Department of Biotechnology plans to increase the number of Startups in the sector by
nurturing approximately 300-500 new companies each year

The ‘Startup India’ initiative of the Government of India aims to boost the Startup ecosystem
in the country and help India become a nation of job creators rather than job seekers
Major Focus on Big Data/ Analytics and Cloud, followed by core technology such as Internet
of Things (IoT), 3D manufacturing, Machine Learning (ML)/ Artificial Intelligence (AI)
New incubators and accelerators are shunning the ‘me to’ approach and focusing on niche
areas. Fin-tech, Healthcare, followed by Retail, M&E, Edu-tech, Manufacturing are some of
the major focus areas
► The State of Uttarakhand was formed on 9th November 2000 as the 27th State of India,
when it was carved out of northern Uttar Pradesh
► The State is close to the National Capital Region (NCR) and has excellent connectivity with
its neighboring states
► With levels of literacy rate (78.80%) higher than the national average, the State has
abundant availability of quality human resources
► With the establishment of the Software Technology Parks of India (STPI) earth station at
Dehradun, Uttarakhand, the exports from STPI registered IT / ITeS units stood at 126.68 Cr
in FY 2017-18*
► Uttarakhand offers Ultra High speed connectivity across the state with the TSP majors
having their Fibre Optic network presence.

The proposed Incubation Centre will be developed for Startups where the major components
include development of Plug & Play facilities, AVGC lab, IoT Lab, Raw Space etc. The
estimated project cost is calculated based on the capital requirement / investment of a typical
Incubation Centre. However, it may vary by individual project

Incentive Type Quantum of Incentives for Category ‘D’
A sum equal to that obtained from Govt. of India or INR 2 Crore, whichever
Matching Grant is lesser as alternate finance to Incubators recognised by State Govt. which
are managing seed fund scheme of Govt. of India
The project site falls in the ‘Category D’ under Uttarakhand ICT&E Policy 2016-25 for the
purpose of quantum of incentives/subsidies
BPOs that receive incentives under IBPS (India BPO Promotion scheme-
Subsidy for Rural
MietY) scheme would be eligible to receive an additional one time incentive

of up to INR 50,000 per BPO
Investment Subsidy of 10% on the Fixed Capital with a maximum limit of INR
