Health Requirements for Visa / Work Permit / Work Pass for Foreign Workers

For all foreign workers who are planning to work in Brunei either on a long-term contract or for a short
period of time requiring work permit or work pass, it is a requirement of the Ministry of Health, Brunei
for them to undergo pre-departure medical examination.

On top of this, the prospective employee will need to complete pre-employment medical examination
and their dependents will need to complete dependent medical examination as per required by BSP.

Pre-departure medical examination


The pre-departure medical examination can be done together with the Pre-employment medical-
(Medical form EX2). The requirements for foreign workers for work permit / employment pass are as
below:

(A) For foreign workers who are planning to perform work in Brunei requiring Work Permit or
Work Pass (eg ALL term contracts, consultants), who are holding citizenships AND residing
in the following countries

Cambodia Bangladesh Singapore Sri Lanka


Thailand India Vietnam Laos
Indonesia Malaysia Pakistan Myanmar
Philippines

The following are the requirements for (A):

Prospective employees conduct their pre-departure medical examination and complete the medical
report form http://www.moh.gov.bn/SitePages/Medical%20Report%20Form.aspx at the health
facilities accredited by Government of Brunei Darussalam available in their country of citizenship.

The list of the accredited health facilities is available at


http://www.moh.gov.bn/SitePages/Accredited%20Facilities.aspx On top of the list, please note that all
government and private clinics accredited by Malaysian government in Malaysia are accredited by the
Government of Brunei Darussalam.

It is NOT a requirement for the medical report form to be submitted to the nearest embassy/ high
commission / consulate or representative office of Brunei Darussalam for verification and issuance of
visa

If the foreign employee is holding the citizenship of any of the above countries, but residing elsewhere
outside the list above for at least two years, please refer to Section (B).

(B) This applies to all other citizens OR citizens of the countries listed in section (A) but can present
proof of residence or employment ( at least two years) in countries outside the list ; who are
planning to perform work in Brunei requiring Work Permit or Work Pass
The following are the requirements for (B):

Prospective employees conduct their pre-departure medical examination and complete the medical
report form http://www.moh.gov.bn/SitePages/Medical%20Report%20Form.aspx at ANY health
facilities that can do all the required tests outlined in the medical report form.

It is NOT a requirement for the medical report form to be submitted to the nearest embassy/ high
commission / consulate or representative office of Brunei Darussalam for verification and issuance of
visa

Once the foreign employee is considered fit, the ‘Medical Certificate of Fitness’ will be issued which is
only valid for a period of 180 days from the date of issue. The health facility shall also give to the foreign
worker the X-ray film as well as the original results of investigations to be hand-carried to Brunei by the
employee.

All employees will need to undergo repeat chest X-ray, HIV and malaria testing with the government
health authorities upon arrival to Brunei. Commented [JJB1]:

List of Diseases / Medical Condition Considered Unfit for Employment in Brunei

Please note that the following findings are considered medically unfit for employment in Brunei;

 Any abnormality detected in the lung fields on a large film CXR is considered UNFIT
for employment. This includes fibrosis, scarring, calcification, soft tissue densities,
other parenchymal abnormalities, pleural effusions, pleural thickening, even if it is
known to have been treated.
 Positive blood test for HIV antibody, HbsAg, Hepatitis C, VDRL/TPHA
 Those whose blood test are positive for the malaria parasite must be treated first
and rendered NEGATIVE (on repeat blood slide) before fitness can be given.
 Any urine tests which are positive for drugs (opiates, cannabis, benzodiazepines,
methamphetamines)
 Pregnant applicants are considered temporarily UNFIT for employment in Brunei.

Health requirements for dependents pass: Dependents are not required to do the pre-
departure medical

Prospective employees are to forward copies all listed below via email to Fitness-To-Work-
Medicals@shell.com

 Pre-employment medical examination (EX2)


 Pre-departure medical report (Medical Report of Foreign Worker for Employment in Brunei
Darussalam)
 Dependents medical examination (EX2/EX3)
 results /report of investigations: lab results and chest x-ray report

Note: The prospective employees must bring the medical and all original results of investigations
including chest x-ray film (digital or in hardcopy format) to Brunei Darussalam.
