The Philippines' Department of Science and Technology (DOST) or Kagawaran ng


Agham at Teknolohiya, is the executive department of the Philippine Government responsible for
the coordination of science and technology-related projects in the Philippines and to formulate
policies and projects in the fields of science and technology in support of national development.
The Department of Science and Technology (DOST) is the country's premier science and
technology (S&T) institution whose regional office (DOST VIII) is based at the Government
Center, Candahug, Palo, Leyte, Philippines. As the regional arm of DOST in Eastern Visayas,
DOST VIII implements laws, rules, regulations, policies, plans, programs and projects of DOST.
It provides effective and efficient S&T services to the people in the area; and coordinates with
other government agencies, the local government units, academe, and with the private sectors of
the region on S&T matters

HISTORY:

 1958 - Congress passes a law establishing the National Science Development Board
(NSDB) upon the recommendation of Dr. Frank Co Tui, who was tasked to survey the
state of Philippine S&T during President Carlos Garcia's administration;
 1982 - NSDB revamped as the National Science and Technology (NSTA) and accorded
broader policy-making and program implementing functions;
 1987 - NSTA elevated to Cabinet level and becomes the DOST in response to increasing
demands for S&T intervention in national development through Executive Order (EO)

MANDATE:
Provide central direction, leadership and coordination of science and
technological efforts and ensures that the results therefrom all geared and utilized
in areas of maximum economic and social benefits for the people.

MISSION:
To improve the quality of life in Eastern Visayas through a productive,
globally competitive and innovative science and technology sector .
VISION:
S&T shall have contributed significantly to the enhancement of the Eastern
Visayas' regional productivity and competitiveness and have played a vital rol e in
socio-economic development.
FUNCTIONS:
DOST8 performs the following functions:

 Identify the needs and opportunities in science and technology in the region
 Implement DOST programs and projects through
o technology transfer and commercialization
o information dissemination
o testing, analysis, and consultancy services
o training, promotion, and education
o manpower development and institution building
 Develop institutional linkages and coordinate with regional offices of other
departments, local government units, academe, and non -government offices
in the region.

SERVICES:

The services of DOST 8 are divided into 4 areas:

- Consultancy Services
- Packaging and Labeling
- Laboratory Services
- Library Services

reflective of the organization's attitude in providing quality S&T services by the people in
Region VIII.
