SECTION A

1- “Political Agitation in India reached the highest point in July & August 1917”- G N
Singh. Explain the relevance of the above statement.
2- “India was to be a secular state with no State Religion”. Name the Report/ Commission
this statement was made. Also write four points of the said Report/ Commission.

1- Montague’s declaration of August, 1917 was indeed a revolutionary step in the Sense that
it promised responsible government to India- Explain.
OR
1- “The power of the Governor General was so wide under the Act of 1919 that it made it a
Constitutional Dictator”- Stating the power of the Governor – General justify the
Statement.

2- “The reform introduced by the Morley- Minto through the Act failed to establish a
reasonable government in India”- Explain Why?

2- The function of the Councils under Act of 1909 was extended- Explain by stating the
Function of the Council.
