Please be advised that by virtue of the authority vested upon me by the Rules of
the Sangguniang Bayan of the Municipality of Dingras, I have certified to the urgency
of a draft Municipal Resolution entitled:

Dear Sir:

In compliance to R.A. 10644 otherwise known as the Go Negosyo Act,


authored by Senator Benigno Paolo "Barn" Aquino, the Department of Trade
and Industry shall establish Negosyo Centers in all provinces, cities and
mun.icipalities. The Center shall take the responsibility in promoting the ease of
doing business and in facilitating access to services for MSMEs within its
jurisdiction. It shall further provide greater incentives and benefits to MSMEs
and aims to strengthen the Micro, Small and Medium Enterprise Development
(MSMED) Council.

Considering the robust commercial activity in your municipality, we have


considered the Municipality of Dingras to be among our priority areas for this
year's establishment of Negosyo Centers. The Center shall perform the
foll.owing. functions: Business Registration and Advisory Services, Business
Information and Advocacy and Monitoring and Evaluation.

In this regard, may we request a Resolution from the Sangguniang Bayan


authorizing the Local Chief Executive to enter into a Memorandum of
Agreement (MOA) with the DTI regarding the establishment of the Nego$yo
Center in your municipality. Attached is a draft of the MOA for your perusal. For

MEMORANDUM OF AGREEMENT

KNOW ALL MEN BY THESE PRESENTS:

Th is Memorandum of Agreement entered into this 18th day of November 2015 by and among:
The DEPARTMENT OF TRADE AND INDUSTRY -llocos Norte Provincial Office, with office
address at 2/F Jomel's Building 111, P. Acosta cor. D. Samonte Sts., Laoag City represented by its
Provincial Director, BENJAMIN M. GARCIA, JR. and hereinafter referred to as DTI;

and -

the LOCAL GOVERNMENT UNIT OF DINGRAS (LGU-DINGRAS), a duly organized and existing
entity under the laws of the Republic of Philippines, located at POBLACION, DINGRAS, ILOCOS
NORTE, represented by its Municipal Mayor, ERDIO E. VALENZUELA , hereinafter referred as
LGU .PARTNER;

WITNESSETH THAT:

WHEREAS, the approval of Republic Act 10644: An Act Promoting Job Generation and Inclusive
Growth through the Development of Micro, Small and Medium Enterprises or the "Go Negosyo
Act" authored by Senator Paolo Benigno "Barn" Aquino is seen to bring governmE:_nt services
closer to small businesses through the establishment of Negosyo-Centers in all provinces, cities,
and municipalities.

WHEREAS, with the Go Negosyo Aet, the Department of Trade and Industry (DTI), with the
support of LGUs and other government agencies, expects to further boost its assistance to
micro, small and medium enterprises (MSMEs) to grow and flourish, and intensify the
promotion of entrepreneurship in the country.

WHEREAS, 'Go Negosyo Act' mandates the creation of 'Negosyo Centers', which wauld be
directly supervised by the Department of Trade and Industry (DTI) in every municipality and city
nationwide. These centers would ease the process of starting up and registering small
businesses.

WHEREAS, the Negosyo Centers would facilitate development programs as well as provide
support for business conceptualizations, management, team buildi ng, marketing, human
resources, and many other aspects of maintaining businesses.
WHEREAS, the LGU PARTNER can be a source of competent technical expertise to accelerate
the implementation of the program

WHEREAS, the LGU PARTNER is willing to tie up with the NEGOSYO CENTER to provide technical
and expert advice to the MSMEs;

WHEREAS, the NEGOSYO CENTER will provide serviees to MSMEs in the following areas,
1. Business Advisory/Consultancy
2. Business Registration Assistance
3. Business Information and Advocacy
4. Product Development and Promotion
5. Technology Transfer, Production and Management Trainings and
6. Marketing Assistance

WHEREAS, the abovementioned services are also identified as MSME needs particularly
categorized into areas where support is required by MSMEs: and coaching sessions for MSMEs
as anchored on building MSME competitiveness and competencies.

NOW THEREFORE, for and in consideration of the foregoing premises and of the mutual
covenants herein below set forth, the parties bind themselves and agree as follows:

ARTICLE I •
THE PROGRAM

The NEGOSYO CENTER'S vision is to nurture the growth of MSMEs and create an attractive
framework in dealing with the difficulties in the process of doing business and to alleviate the
disadvantages that MSMEs encounter by providing numerous technical services that are useful
in fostering innovation and entrepreneurship.

ARTICLE II
OBJECTIVES OF THE PROGRAM

The Program aims to achieve the following objectives:


1. To provide technical expertise and services to accelerate development of SM E's;
2. To build competencies of the MSMEs;
3. To access technical advice through coaching session;
4. To improve managerial skills ard enhance entrepreneurial behavior;
5. To develop a more dynamic, competitive and sustainable MSMEs.
ARTICLE Ill
ROLES AND RESPONSIBILITIES

The Department of Trade and lndust ry-llocos Norte Provincial Office shall:

1. Identify rosters of consultants, industry partners and associations to partner with


as support to MSME Development through delivery of the four (4) outcomes
namely: Access to Market (A2M) , Access to Finance (A2F), Access to Productivity
and Efficiency (A2P&E) and Business and Investment Enabling Environment
(BIEE);
2. Gather participants fo r t he coaching session;
3. Orient MSME on the Prog-fam ecncept;
4. Monitor progress of MSME after the coaching is done;
5. Provide support to consultants, industry partners and association during the
co nduct of the coaching session;
6. Monitor proper implementation of the project;
7. Act as the link between SMEs and LGU Partner, Associations, Academe and
Consultants and oversee the implementation of the project;
8. Set the schedule and provide the ven ue fo r t he services that will be provided to
theMSMEs. •

The LGU Partner shall:


1. Provide technical and facilitative assistance to MSMEs according to the
commitment specified in t his Memorandum of Agreement;
2. Provide rep resentative/s to carry out the commitment/services on the
specified/agreed schedule;
3. Assist MSMEs in improving their business operation and make sound
business decision;
4. Provide DTI with feedb ack on each engagement in order to identify areas for
improvement in th e services for MSMEs;
5. Provide report in every engagement to document the impact, effectiveness
and usefulness of coaching as a strategy in reaching out t o MSMEs;
6. Exercise ut most discretion and confidentiality in their business dealings with
MS Ms.
ARTICLE IV
OTHER PROVISIONS

The parties shall exert due diligence, and good fait h to achieve the objectives of the Program.
Any problem, conflict or concerns that may arise from implementing the Program shall be
resolved through consultations.

ARTICLEV
EFFECTIVITY

This Memorandum of Agreement shall take effect immediately.

IN WITHESS WHEREOF, the parties have hereto affixed their respective signatures to
signify the ir agreement on this 18th day of November 2015 in Batac City, llocos Norte,
Philippines.
