Who may avail of the height waiver?

The height waiver is issued for applicants for the above-mentioned government institutions
provided that the applicant is a member of Indigenous Peoples (IP) or Muslim Filipinos as
certified by the NCIP and NCMF, respectively. Before applying for a height waiver you must
first secure the Certificate of Confirmation (COC) from the National Commission on
Indigenous Peoples or the Certificate of Muslim Filipino Tribal Membership (CTM) from
the National Commission on Muslim Filipinos.

How to Get the Certificate of Confirmation


Go to the NCIP Regional Office that has the jurisdiction over your residence and submit all
the required documents. The processing for the COC is available from Monday to Friday,
8:00 AM to 5:00 PM without noon breaks. There will be no fees to be collected and all the
forms needed are free of charge.

What are the Requirements:


 Genealogy Form
 Information Index Form
 Certificate of Tribal Membership from Barangay Captain or Tribal Chieftain/Leader of
the applicant’s tribe. (For Region 1, authorized tribal leader)
 Certified/Authenticated photocopy of Birth Certificate
 Joint Affidavit of Two (2) Disinterested IP Persons attesting to the Tribal Membership
of the applicant (No affiliation/consanguinity to the applicant)
 Three (3) pcs. 2 X 2 or passport size ID Picture with name tag
 Two (2) pcs. Documentary Stamps

Certificate of Confirmation Processing


1. Secure your application form from the Personnel-in-charge on COC. He or she will
issue the Geneology Form and will guide you on how to accomplish the said form. The
filling up of genealogy form depends on your knowledge of your genealogy. Likewise,
you will undergo an interview about your tribe affiliation and why you are applying for
the COC. If you are found not to be a member of the ICCs/IPs, you will be
automatically disqualified.
2. Submit the duly accomplished Geneology Form to the NCIP personnel. He or she will
issue the Information Index Form upon evaluation of the duly accomplished genealogy
form.
3. Fill-out and accomplished the Information Index Form and submit it along with the
other documentary requirements mentioned above. Incomplete application will not be
processed and will be returned to you for completion.
4. An NCIP personnel in charge of the COC validation will conduct field verification and
validation of the authenticity of the documents submitted. It will take around 3 – 5
working days or more. The time frame depends on the distance of the place where
you came from.
5. They will now prepare the verification and validation report. After the preparation of
the said document, they will submit it to the Provincial Office for endorsement to the
Technical Management Service Division (TMSD) for final evaluation for the issuance of
COC.
6. The TMSD reviews and evaluates the application for confirmation/ approval of the
Regional Director.
7. Releasing of the confirmed COC.

To secure a height waiver for your application to the NAPOLCOM Entrance Examination, you
must meet the minimum height requirement, 1.52 meters for male and 1.45 meters for
female applicants. If you think you’re qualified, prepare the following documents for the
height waiver application:

 Application letter with contact number addressed to Regional Director (RD).


 Original copy of Certificate of Confirmation (COC) issued by National Commission for
Indigenous Peoples/ National Commission on Muslim Filipinos (NCIP/CMF).
 Authenticated copy of Information Index, Geneology, Birth Certificate and other
attachments submitted to NCIP/NCMF.
 2”x2” colored photo with white background & name tag.

How to Get a Height Waiver for the PNP


To secure a height waiver for your application to the NAPOLCOM Entrance Examination, you
must meet the minimum height requirement, 1.52 meters for male and 1.45 meters for
female applicants. If you think you’re qualified, prepare the following documents for the
height waiver application:

 Application letter with contact number addressed to Regional Director (RD).


 Original copy of Certificate of Confirmation (COC) issued by National Commission for
Indigenous Peoples/ National Commission on Muslim Filipinos (NCIP/CMF).
 Authenticated copy of Information Index, Geneology, Birth Certificate and other
attachments submitted to NCIP/NCMF.
 2”x2” colored photo with white background & name tag.
1. Submit letter of application and complete requirements personally to this address:

5th Floor, DILG-NAPOLCOM Center
Edsa Corner Quezon Avenue, Quezon City, 1104 Metro Manila
2. Pay the legal fee of Php 100.00 to the collection officer on the 5th floor. He or she will
issue a receipt.

3. Go back to the Secretariat and submit yourself to height measurement.

4. The Chairman of the HWC thru the Secretariat will write a letter to NCIP/NCMF for
validation of the authenticity of the COC. Upon the receipt of the confirmatory letter from
the NCIP/NCMF, the HWC will schedule an interview and will notify you thru text messages.

5. Submit to interview at the scheduled time and day. The interview panel is composed of
the following:

 Assistant Regional Director;


 Chief of the Administrative Division;
 and Chief of Regional Personnel Records and Management
6. The HWC will do a deliberation and prepare a resolution for signature for the height
waiver. The Secretariat will prepare the Height Waiver (HW) certificate on four (4) copies,
and forwards it to Office of the Regional (RD), together with the Resolution for
consideration.
7. After receiving and evaluating the recommendation of the HWC, the Regional Director will
now approve or denies the application for height waiver.
8. Wait for the release of the height waiver certificate. It will be on 3 copies plus the
Resolution.
Processing of Height Waiver for BFP
The Certificate of Waiver is used in the application for a position in the Bureau of Fire
Protection to justify a deficiency in the requirements especially the height. It is issued by the
Chief of the BFP upon the recommendation of the Regional Personnel Selection Board
(RPSB) through a board resolution.

BFP Height Waiver Requirements

An applicant must secure the following documents before applying for the Certificate of
Waiver:

 Original Certificate any of the following: Certificate of Membership from National


Commission on Indigenous Peoples (NCIP) or Certificate of Membership from National
Commission on Muslim Filipinos (NCMF).
 Other supporting documents that will support the grant of height waiver.
 Photocopy of two (2) valid IDs;
 Three (3) pcs of 2×2 ID pictures; and
 Birth Certificate from the PSA.

Application Process

1. Submit the above-mentioned requirements to the BFP Regional Office thru the
Administrative Division near you.
2. The Regional Emergency Medical Services (REMS) shall measure your actual height
and issue the certificate of height measurement.
3. Secure a certification from the Regional Administrative Office that the above-
mentioned documents were validated and found to be true and authentic.
4. The BFP Regional Office will forward your application together with the RSPB
Resolution to the BFP National Headquarters for approval of the Chief of the BFP.
5. Claim your Certificate of Waiver signed by the Chief of the BFP from the Regional
Office where you applied for.
You may bring along the original and authenticated copies of all documents for verification
