CEN is a European organization that produces European


standards
TRUE, BUT…
•European industry is global and is trading worldwide.
•Standards are a part of the European „quality
infrastructure‟ that many parts of the world are trying to
adopt.
•The EC and EFTA strongly support the
international visibility of European
Standardization.

Promotion of Eurocodes

The Eurocodes constitute a major building block


towards the functioning of the internal market in
the construction sector.
The Commission's revitalized Lisbon agenda for
growth and jobs underlines the need to
accompany such ambitious internal goals with
an external agenda to build relationships and
create opportunities in a globalized economy.
One component in such efforts is the promotion
of European standardization in third countries.

Promotion of Eurocodes

Based on strong interest from third countries, the


Commission, in cooperation with CEN and other
actors has undertaken a limited number of initial
information/promotional actions to enhance the
visibility of the Eurocodes, targeting individual
countries as well as through international
standardization organizations.

Promotion of Eurocodes

The scope of this action is to define a set of Eurocodes


dissemination/information "strategies" for six different
countries/regions
1. Eastern Mediterrenean/the Gulf states; 2. South Africa;
3. Western Mediterrenean (Francophone); 4.
Russia/Ukraine; 5. South East Asia; 6. India regarding
their uptake of the Eurocodes, and define 4-6 actions to
be implemented per geographical area.
Following an agreement with the Commission Services,
the Contractor (BSI) should implement a limited number
of promotion actions (4-6).

Interest in Eurocodes

Many 3rd countries show considerable interest in using the


entire or parts of the Eurocodes as their national
building codes.
The provisions regarding the condition for the adoption of
a CEN standard as national standard by a national
standardization body in a third country are set in the
CEN/CENELEC Guide 10 “Guidelines for the
distribution as sales of CEN-CENELEC publications”.
CEN recognizes the mutual benefit for European and third
countries to work according to common standards and,
for that purpose, welcomes the adoption of ENs as
national standards by NSBs of 3rd countries

Licence agreements

CEN has signed licence agreements with a large number


of national standards bodies of third countries:
BOBS (Botswana); GSB (Ghana) ; MSB (Mauritius); SNZ
(New Zealand); SASO (Saudi Arabia) ; SLSI (Sri
Lanca); SAZ (Zimbabwe);
SPRING (Singapore); SABS (South Africa);
CEN has signed recently a framework agreement with
KazinSt (Kazakhstan) for the adoption of CEN
standards. The agreement allows for marketing and
sale of standards adopted in accordance with this
agreement.

Licence agreements

KazinSt is mainly interested in the adoption of Eurocodes


Russia is very much interested in the adoption of
Eurocodes. CEN/CENELEC and Rosstandart are
working on a draft agreement in this field.
The agreement will allow for cooperation at technical level
and one of the technical sectors to be involved will be
the Construction and the Eurocodes.
The aim is that Eurocodes become defacto structural
codes in Russia.

Licence agreements

It is understood that Russian experts are already involved


in translation of Eurocodes from English to Russian.
Belarus and Ukraine are also interested in adoption of
Eurocodes. However, considering that they are Affiliates
of CEN, they have all the facilities to allow them for the
adoption of Eurocodes.
Moreover, a large number of countries, like Vietnam and
South Korea are keen to sign cooperation agreements
for adoption of Eurocodes.

CEN and CENELEC have harmonized their


formal relations with third countries

 Memoranda of Understanding for regional level


 Affiliate status for the NSBs of countries listed in
the European Neighbourhood Policy
 Partner Standardization Bodies for all other
NSBs.
Memorandum of Understanding

CEN, CENELEC and ETSI are in the process of


finalizing a Memorandum of Understanding with
EASC (The Euro-Asian Council for
Standardization, Metrology and Certification), in
the field of standardization.
CEN had earlier signed a Cooperation Agreement
with EASC and CENELEC had earlier signed a
Memorandum of Understanding with EASC.

Memorandum of Understanding

The new MoU (Memorandum of Understanding) will


replace the earlier agreements and include ETSI.
The purpose of the MoU is amongst others to:
1. Remove technical barriers and improve technical
exchanges
2. Improve cooperation in the field of standardization.

Memorandum of Understanding

CEN and CENELEC will give EASC the right to adopt


and distribute specific identified CEN and
CENELEC standards and other technical
publications provided that EASC and/or its
relevant members accept the conditions and
modalities of adoption and distribution as based

1. CEN encourages the adoption of


Eurocodes by 3rd countries and there are
no limitations on translation in the
national language and sales of these
standards domestically except that
possible third parties’ rights and the
CEN/CENELEC regulations for
implementation are respected and the
value of the intellectual property is

2. In case of simple publication and


distribution/sale of Eurocodes without
adoption, the national standards body
should previously enter into negotiation
with CEN as stipulated in the Guide 10.

3. CEN encourages the adoption without


modifications and in this case there are
no royalties to be paid to CEN for
domestic sales of the standard adopted.
However, should the NSB decide to sell
the adopted standard outside the country,
the NSB shall be requested to pay a
royalty.

4. If a country wishes to promote the use of


a standard making it available in the local
language but does not want to adopt it as
a national standard, this is permitted but
is regarded as a commercial distribution
arrangement and subject to normal
commercial terms.

5. If a NSB of a 3rd country adopts an EN as


a national standard and withdraws any
other conflicting national standard, this is
encouraged by CEN. The NSB must adopt
the EN without any change to its content
or with such minimal change as may be
necessary to adapt it to local
circumstances.

6. Translations:
CEN is concerned to ensure that there is only one
version of a standard in any one language to
avoid possible differences in interpretation of the
content.
If the local language is one of the CEN languages
(English, French and German) then the CEN
translation must be used and an agreement
signed with CEN.

Cooperation
In cases of requests from a non-European to participate
on an ad hoc basis in a meeting of a CEN Technical
Body (CEN/TC or CEN/TC/WG):
The CEN/TC concerned, guided by its Secretary and
Chairman
- to consider the request (favourably, on the basis of the
principles of openness and transparency), but also
- to check that the request is justified and is supported by
the NSB of the country of the body, company or person
who asked to be allowed to participate, and to confirm
its acceptance (or justified rejection) of the request
through a Resolution.
Cooperation Agreements

Aim: Promote exchange of information and
knowledge of the standards development activities
of each organization
JISC may request permanent observership in
particular CEN Technical Bodies (TCs, SCs, WGs) of
concern to it.

Conclusions

The pyramidal structure of the work for elaborating


the Eurocodes involves the most competent
specialists in Europe, working in close
cooperation. The result is the best codes in the
world.
Eurocodes have to remain open to the competition
of other codes: This is an important condition for
innovation and dynamic adaptation to technical
and scientific progress.

Conclusions

Economic analysis shows that Eurocodes


constitute an important factor for economy and
innovation in Europe.
