City of Alcester JOB DESCRIPTION For the Position of: City Finance Officer. GENERAL PUPOSE OF THIS POSITION: (he main reason fortis position) ‘To manage the operations of the City under the general direction from the Mayor and City Council ‘To manage all City Departments and coordinate all Special Projects “To implement Policy set by the Council To create, present and maintain the City Budget “To interact with the Community to develop new programs to promote ity growth ‘SCOPE OF THIS POSITION: {The way the postion contributes to and impacts the City) ‘To develop and maintain a City budget ‘To oversee the Street & Water Department Activities - acting as a liaison between the Council Members, the Mayor and the Citizens ‘ ‘To manage the internal affairs of the City Office, Water & Street Departments ‘To interact with the Community _ zi ESSENTIAL DUTIES & RESPONSIBILITIES: sor reponse an eecomptshmens expected he poston igh yp problns enantered incarnate Recommends New Potential Employees to the Council, Trains, and Evaluates Performance and Disciplines Personnel using the Employee Standards adopted by the City Council Serve as Liaison between the Mayor and Council with regard to the Water, Sewer, Street and Office Departments, offering resolutions to problems and evaluating the progress of Goals Brief Council Members on pending agenda items and other Gity issues; providing administrative support to the Mayor & Council Members as needed Provide analysis needed to assist the Council to make informed decisions Perform Financial & Managerial Analysis for the Mayor & Council Members relating to City Operations, Grants, and Programs for Consideration Prepare the Budget before September 1 and submit to the Council, Prepare, Publish and File the Annual Report by March 1 Countersign all contracts Supply monthly, quarterly and annual information to the Auditor for review. Maintain annual inventories and a list of all fixed assets owned by the City Issue Building Permits ~ making physical inspections several times during construction.
